Code which is the Land Development Guidance System. With the site in an unimproved
state with respect to landscaping, the project would not comply with the L.D.G.S.
15. If the full requirements of the Zoning Code are required and cannot be met, then you may
apply to the Zoning Board of Appeals for the necessary variances. The Z.B.A., however,
is authorized to grant variances only if there is clear hardship that is peculiar to the .
property. This may be difficult in that the hardship may be interpreted as self-imposed
and, therefore, some requirements may not be eligible for a variance.
16. If necessary, the request may be processed as a Planned Unit Development in accordance
with the Land Development Guidance System. This process offers creative site planning
to meet the peculiar needs of the property. The P.U.D. would be forwarded to the
Planning and Zoning Board for consideration at a public hearing.
17. There is another procedure that allows the County to take an application to the Zoning
Board of Appeals for considering the property to be exempt from local zoning regulations
due to certain criteria regarding public importance and benefit. You are encouraged to
investigate this exemption process with Mr. Peter Barnes, Zoning Administrator, 221-
6760.
18. The normal development process would trigger improvements to the north half of Vine
Drive along the property's frontage. This includes one travel lane, sidewalk, curb, and
gutter.
19. Please discuss the applicability and the amount of the Street Oversizing Fee with Matt
Baker, 221-6605.
20. Street improvement plans (if necessary), Drainage Report, Drainage and Grading Plan,
and Erosion Control Plan must be submitted with the Minor Subdivision application.
21. It is suggested that you meet with the Zoning Administrator, Peter Barnes, prior to
submitting an application for exemption or variance to the Zoning Board of Appeals. It is
suggested that you meet with the Planning Deparment prior submittal for the Minor
Subdivision Plat and, if applicable, the I-P Site Plan Review.

The subdivision plat should indicate the location of the Redwood Street bikeway and
dedicate right-of-way or trail easement, if needed. Please contact Randy Balok, 221-
6640, regarding the location of this facility.
8. Similarly, if right-of-way dedication is needed for Redwood Street, please indicate on the
plat. Please contact Mike Herzig, 221-6750, regarding right-of-way needs for Redwood
Street.
9. The site is located in the Dry Creek Drainage Basin. The storm drainage fee in this basin
is $5,000 per acre. At the time of submittal for subdivision plat; please submit a Drainage
Report, Drainage and Grading Plan, and an Erosion Control Plan. Since the buiding will
be expanding over existing impervious surface, onsite stormwater detention will not be
required. Please be cautioned, however, that any paving of the gravel area may trigger
the requirement to detain storm flows onsite. For further information regarding submittal
requirements for the Stormwater Utility, please contact Glen Schlueter, 221-6589.
10. The site is located in the "shallow flooding" area of the Dry Creek Floodplain. A
floodplain use permit will be required. Please be aware that if the expansion is greater
than 50 percent of the appraised value of the building, then the expanded portion must be
elevated at least 18 inches above the height of the 100-year flood. For further
information regarding compliance with the Dry Creek Floodplain, please contact Mike
Grimm, 221-6589.
11. Bike racks should be provided. Also, the County is encouraged to provide van pools,
carpools and provide preferential parking for those using alternatives to the single
occupant vehicle.
12. You are encouraged to work with Judy Heiderscheid in the County Health Department
regarding pollution prevention activities.
13. The Zoning Code requires there be two parking spaces for every three employees.
There is a question as to whether a building expansion, reviewed and approved by the I-P
Site Plan Review process, triggers full compliance with the Zoning Code. If full
compliance is needed, then substantial improvements would be necessary to bring the site
up to standards. For example, there would have to be a 50 foot landscape buffer along
Vine Drive, 6 percent of the parking lot interior would have to be landscaped, the
perimeter of the parking lot would have to be landscaped if adjacent to the property line.
In addition, the parking lot would have to be paved and striped in accordance with the
Parking Lot Development Guide. Such paving would have to be accounted for in the
Drainage Report.

ITEM: Larimer County Shops at 614 East Vine Drive
APPLICANT: Mr. Dick Anderson, Larimer County Facilities Department, P.O.
Box 1190, Fort Collins, CO. 80522
LAND USE DATA: Request to add a 6,000 square foot mechanic's shop to the existing
shop building located at 614 East Vine Drive. The purpose of the
addition is to add mechanic bays to the west side of the building.
COMMENTS:
The property will need to be platted. A one -lot subdivision may be submitted and
reviewed as a Minor Subdivision in accordance with Section 29-644'of the Zoning Code.
2. The property is located in the I-P, Industrial Park, Zone District. The expansion of the
building will be processed as an I-P Site Plan Review in accordance with Section 29-401
of the Zoning Code.
The Poudre Fire Authority will require that the building be compartmentalized in less
than 5,000 square foot areas or be equipped with an automatic fire extinguishing system.

%41 Please submit a Hazardous Material Impact Analysis to the Poudre Fire Authority

also include documentation that underground storage tanks have been removed. Please

The City's Light and Power Department has a bank of existing transformers south of the
building. Any relocation or modification of existing facilities will be at the owner's
expense.
Light and Power has an older "Delta Bank" style transformer that serves the site. At your
preference, Light and Power would encourage this unit be upgraded to a more current
model. This upgrade would be voluntary, not required. For further information, please
