600' centers.
g) There is an issue regarding the addressing and it relates to the sprin-
klering of the buildings. We would prefer to see two separate ad-
dresses, with, essentially, two separate buildings.

7. The Transportation Planning Department offered the following comments:
a) Pedestrian connections are imported from all direction, within the site,
and to other destinations located off -site.
b) We will require bicycle/pedestrian improvements to Har-
mony/Timberline.
c) Please provide bicycle parking at all building entrances.

8. Transfort offered the following comments:
a) The Southside Shuttle operates on Harmony, and we are very happy
to see a future transit stop on the southeast corner (on this site). This
should be located so that it is close to a direct connection to the main
entrance.
b) In City Plan, future transit is planned on Timberline.
c) As the Dial -a -Ride service is door-to-door, access to the main entrance
is important.

9. The Current Planning Department offered the following comments:
a) Comments from Clark Mapes with the Advance Planning Department
are attached. Mr. Mapes was unable to attend conceptual review due
to a scheduling conflict.
b) There appears to be a lot of parking. This needs to truly create a
campus like setting, and with the loop road and mass of parking, this
good be difficult.
c) Phase One must demonstrate what makes this a campus.
d) Please provide cross sections at various locations along Harmony
Road.
e) Please contact Tim Buchanan regarding any existing trees on the site.
f) Please provide trees in cutouts along the walkway to create a street -

b) Electric development policies and charges will apply.

5. The Engineering Department offered the following comments:
a) The Street Oversizing Fee is $2.53-3.62/square footage of the build-
ing. Please contact Matt Baker if you have any questions regarding
the street oversizing fee.
b) As the site is located along Harmony Road, the Harmony State Access
Code applies, which will dictate the taper lengths. The State is in the
process of updating this Code and that may be in effect at the time of
your submittal. Please contact us to verify when the new Code will
take effect.
c) The existing curb cut will be required to be closed.
d) Harmony Road and Timberline are both arterials on the Master Street
Plan. The design of these must extend 1000' beyond the construction
limits and include both interim as well as final designs.
e) Please coordinate the design of Harmony Road with other proposals,
including Harmony Village, Harmony School Shops and Preston Cen-
ter.
f) The intersection improvements may well include double lefts on Har-
mony and Timberline.
g) You may need to amend the A -Line Agreement. We have requested
that the State assume the coordination for access permits. Please
contact us to find out if this has been agreed to between the City and
State.
h) Utility plans and a development agreement will be required. During the
development review process, we will have additional comments to of-
fer.
i) We may examine the need for double lefts and the south entrance.

6. The Poudre Fire Authority offered the following comments:
a) The building will be required to be fire sprinklered.
b) The fire lane width must be at least 20' in width.
c) We would prefer to see a turn -around at the service entrance. This
could be a temporary turn -around until such time that additional
phases are constructed.
d) The height of the canopy must be at least 13'6", signed and painted as
such.
e) The pressure must be maintained at 1000 gallons per minute at 20 psi.

2. The Water/Wastewater Utility offered the following comments:
a) The existing locations for water mains is as follows: a 16-inch in Tim-
berline, a 12-inch at the west end of Timberwood, a 12-inch in Snow
Mesa Drive (future), and a 30-inch transmission main along the north
edge of the site.
b) The existing locations for sewer mains is as follows: an 8-inch at the
west end of Timberwood and an 8-inch in Snow Mesa Drive (future).
c) Water mains must be looped through the site connecting to the mains
in Timberline, Timberwood and the Timber Creek development to the
south. No connections to the 30" main in Harmony would be allowed.
d) The water pressure must be maintained at 100 lb.

3. The Stormwater Utility offered the following comments:
a) This site is located within the McClellands/Mail Creek basin where the
new development fee is $3,717/acre and that is subject to the runoff
coefficient reduction. The site is also located within inventory grid
#12Q.
b) The standard drainage and erosion control reports and plans are
required and they must be prepared by a professional engineer
registered in Colorado. The outfall for the site is an existing channel
along the south property line. The drainage study for Timber Creek
PUD should contain the outfall release rate. An overall site this size
needs to be modeled with SWMM and tied into the McClellands/Mail
Creek Master Plan model. This one portion may not fit into the SWMM.
model if the rational model is used. Normally, Extran is not required if
the ponds are connected by channel elements that route the flow. Tail
water conditions may dictate it so if there is a question of whether it is
needed, please contact Stormwater prior to submittal and once the
SWMM is set up.
c) Water quality needs to be addressed and extended is the
recommended method which can be incorporated into the proposed
detention pond areas.

LAND USE DATA:
This is a request for the first phase of the Poudre Valley Hospital South Campus.
The project is located at the southeast corner of Timberline Road and Harmony
Road. The PDP will be for the ACC campus, on approximately a 20-26 acres
site. There are two points of access proposed, with the access off of Timberline
set to align with the access point for the Dial properties proposal. The access
from Harmony will be a right-in/right-out. The intent is to create the overall site
as a campus setting, served by a loop road.
COMMENTS:
1. The Zoning Department offered the following comments:
a) The proposed land use is a Type 2 review. The build -to line and set-
back requirements would be applicable.
b) For any structures over 40' in height, a shadow analysis must be per-
formed and submitted.
c) The parking requirements are as follows: for an office use, the maxi-
mum number of parking spaces is 4'/z/1,000 square feet; for the hos-
pital use, the maximum number of spaces is 1/bed plus one parking
space for every two employees are the major shift. In your submittal,
please indicate the number of employees as we need to be aware of
this is our review. If you expect to exceed the maximum number of
parking spaces, an alternative compliance plan may be submitted.

For your information, attached is a copy of the Staff's comments concerning the
proposed Poudre Valley Hospital South Campus Project Development Plan that
was proposed to the conceptual review team on June 15, 1998.
The comments are offered informally by Staff to assist you in preparing the de-
tailed components of the project application. Modifications and additions to
these comments may be made at the time of formal review of this project.
