Site Plan (response to items c and m only)
C. There is a transformer at the east face of the MOB, which will be
enclosed by a brick screenwall to match the adjacent building wall.
There is a transformer and emergency generator at the east face of
the ACC, which will be enclosed by an ElFS screenwall to match the
adjacent building wall.
in. Our intention is to provide a standard City of Fort Collins bus
shelter.
Elevations
a. One copy of the resubmitted building elevations is rendered in color.
A rendered perspective of the MOB and a sample board showing
the three brick colors is also part of the resubmittal. The building
materials are brick, with exterior insulation and finish system (EIFS)
on the future expansion walls of the ACC. The EIFS colors will
match the brick colors. The MOB is 40' high, plus a 10' high
screenwall around the air handling units. The ACC is 30'-8" tall,
plus a 10' high screenwall around the air handling units.
b. The building proportions are similar to the historic Harmony School.
Both buildings have a flat roof, use multiple brick colors, and have
vertical brick pilasters. Eight of the MOB pilasters will have a white
pilaster cap to simulate the "diamond shamrock" detail from the
Harmony School. These pilasters flank the entrance canopy at each
building.
C. Green tinted glass with a low a coating is proposed. The reflectivity
will be 12%.
d. Details for the MOB and ACC canopies are included with the
resubmittal. The MOB Canopy will be standing seam roof material
on 3" metal roof deck and steel trusses. Lighting will be mounted on
short pendants from the roof deck, since the construction will not
permit the fights to be recessed. The ACC Canopy will be precast
concrete panels. The lighting will be recessed downlights in the
underside of the canopy.
e. This building has two primary entrances, one at the MOB and one at
the ACC. Both have canopies as discussed above.
f. The rooftop equipment is shown on the building elevations and
screened by a painted metal screenwall.

building expansion to the south, we have shown informal tree
plantings to screen the areas rather than formal street trees.
Additional trees have been added to meet the full tree stocking
requirements of the Land Use Code.
The following responses have been forwarded from Pam Holmes with Albert Kahn
Associates:
l Lighting Plan
a. A photometric plan is attached
b. The lighting plan has been revised to include the land to the east.
C. These fixtures have been deleted in response to your comments,
except at the ACC canopy. The fixture at the ACC Canopy will
illuminate the PVH logo that is cast into the face of the precast
panel. The fixture is mounted on the ground. The light source for
these fixtures only will be metal hallide to provide a white
illumination. All other light sources will be high pressure sodium.
d. The lighting is now shown on the site and landscape plans. There
will be egress light fixtures above the exit doors that do not have site
lighting fixtures nearby.
e. This fixture has a low glare, high cutoff feature, which requires a
drop lens to accomplish its highly efficient photometrics. Placing a
flat lens into this fixture would reduce its efficiency and increase the
quantities of light poles needed. AKA feels that additional light
poles would be unsightly and therefore recommends that the light
fixture have a lens as shown.
Shadow Analysis
a. Original computer plots in 11" x 17" format are part of the
resubmittal for clarity.
C. The scale (1"= 75') has been added to the plan views. The
perspective views are not to scale.
d. The shadow analysis has been corrected to match the site plan.
e. This building will have virtually no effect on the views of Long's
Peak as impacted from Harmony Road and from the residential
buildings to the east of the proposed site. Two views are presented:
one from the intersection of Harmony Road and Timberline, and one
from the right-in/right-out on Harmony Road.
Image Analysis
a. The Image Analysis has been revised to match the building
elevations.

Context Diagram
We have provided substantially greater detail on the Context Diagram including the
items listed in the comments a through e.
Site Plan
a.
Parking areas have been revised to contain a maximum of 200
spaces per section.
b.
The accessible spaces have been labeled and are designed at 12'
width as per the City Land Use Code.

d.
Light poles have been shown on both Landscape and Site Plans.
g.
The exterior door that was originally shown in this area has been
relocated near the transformer area. The sidewalk has been revised to
connect directly to the service area.
h.
The site grading has been revised so these retaining walls are no
longer needed to retain the existing trees in this area.
i.
This parking has been removed and the sidewalks have been
realigned in this area.
k.
The accessible spaces have been labeled and are designed as per the
City Land Use Code.
n.
Bicycle racks have been realigned and meet the spacing
requirements of the Land Use Code.
o.
We have adjusted the parking to extend the drive aisle in these areas
to reduce potential backing conflicts.
t.
We have shown bicycle parking and enhanced crosswalks on the
plans. The redlines are not clear as to the notes regarding this issue.

The maximum allowed parking is indicated in the Land Use Data. It
is based on the 4.5/1,000 s.f. ratio allowed for Medical Office
Facilities.
V.
These issues were resolved in the September 9, 1998 coordination
meeting with the City staff. The alignment has been revised to meet
the criteria agreed upon at that time.
W.
The sidewalks and parking have been revised to create a flowing
circulation pattern between building entrances. The walks are
designed to continue connections to future parcels as they build out
creating an internal campus pedestrian network.
X.
We met with Kathleen Reavis to discuss the location of the walk
now shown on the plans.
Landscape Plan
d. Light poles and bicycle parking has been shown on the Landscape
Plans.
e. Since this service area and access road will be removed with future
design
over the line. Due to the spatial constraints between this utility and Harmony
Road, we feel the visual screening has been compromised by this limit in berm
height. We request that a maximum of 3' height be allowed over this area so that
the berms will not be further reduced.
We have revised all documents based on these assumptions, plan redlines
from the City departments, and the comment letter prepared by Leanne
Harter. Also, Albert Kahn Associates conducted a phone meeting with
Leanne to discuss specific architectural issues. Based on their conversation,
AKA has prepared rendered building elevations and perspectives to assist
you in review of the architectural drawings.
All comments have been addressed in full on the drawings with the following
exceptions or clarifications. Comments specific to the engineering drawings have
been addressed in a separate letter from Sear -Brown.
The following comments are from the ODP comment letter dated August 27,
1998:

1.b. The T-intersection has been realigned based on the coordination
meeting with City staff on September 9, 1998.
l.g. PVHS has gone to great effort to estimate future land uses and
building sizes in order to master plan the Harmony Campus site. But
the nature of master planning for future phases incorporates flexibility
for changes in building size and use based on unknown future needs.
We have illustrated on the ODP land uses and FAR estimates for each
parcel which correspond with the traffic study. But we are requesting
some flexibility with each PDP based on allowed densities (up to
10%). This has been reflected as a note on the ODP.
Li. Parcel I (formerly Parcel F) has been designated as Open Space. It is
intended to function as a central pedestrian area within the core of the
Medical Campus linking each future building use that will surround it.
It may also contain conveyance of storm drainage and/or utility
easements.
1.1. See above assumptions.
4. Fire lane and/or sprinkler criteria will be met with each PDP for each
parcel.

Dear Bob,
Thank you for your assistance with our coordination meetings with the City staff
since our last submittal. These meetings have been beneficial to our team in
understanding City concerns and allowing prompt response to these issues. The
majority of the comments are clear and have been reflected on our revised plans.
However, we are proceeding with our design and resubmittal based on the following
assumptions, some of which vary from the comments made in the coordination
meeting:
1. We understand that the Harmony Road centerline study is currently underway
and realize the potential impacts on Timberline Road and Harmony alignments.
Due to the importance of maintaining the PVHS construction schedule, we are
continuing to proceed with the submittal process and will incorporate any
changes in the centerline alignment when it becomes available.
2. According to our traffic study, the extension of Snow Mesa and Timberwood are
not required for Phase One to provide the adequate levels of service. While they
will not be extended at this time, PVHS is committed to providing for these
future connections and is willing to dedicate necessary right-of-way at the
appropriate time.
3. We have proposed two access points to Harmony Road, one right-in/right-out
(west entrance) and one full turn (east entrance).We understand that the signal at
the east Harmony Road entrance will not be warranted with Phase One. We are
proposing that this access be controlled as a right-in/right-out until the signal
warrants are met at this intersection.
4. Based on the September 9, 1998 coordination meeting, Snow Mesa will be sized
as a Collector Street (no parking). Timberwood Drive west of Snow Mesa will
be sized as a Residential Local Connector (no parking). We are also proposing
Timberwood Drive east of Snow Mesa be constructed as a Local Connector
based on anticipated traffic volumes included in the September 29, 1998 memo
from Matt Delich (enclosed).
5. We have redesigned the berms along Harmony Road in an attempt to maintain a
sufficient visual buffer while keeping the berm height directly over the existing
water main to a minimum. Roger Buffington requested that the berm not exceed
2' height over this line. In a few areas, our berms reach a height of 3' directly
