See Civil Comment letter for specific engineering responses. PDP Comments — Water/Wastewater a. Standard notes have been included on both landscape plans. b.- o. See Civil comments. P. There are two limited areas within the first phase of berming along Harmony Road where the berms height has been increased from 30" to 36" directly above the water main. These two areas have been indicated on the landscape plans. PDP Comments — Poudre Fire Authority a. All buildings will be sprinklered. Also refer to Overall Issue #2 above. C. Done. Address numerals will be indicated on architectural construction drawings. d. Done. This concludes our comment responses. AKA investigated using 1/z" brick as the screenwall material to match the building. This is not feasible due to the 100 mph wind load in Colorado. The screenwall structure will deflect in the wind, causing cracking in the brick. AKA recommends adding exterior insulation and finish system (EIFS) to the metal deck screenwall material. The color will match the brick field color (the building has colored brick bands, as shown on the previous submittal). AKA has resubmitted the MOB building elevations, the image and shadow analysis to show the following changes to the building design: - Added a screenwall on the east side of the ACC. This screenwall encloses an emergency generator and two air-conditioning units dedicated to the Data Center. - Revised the MOB Canopy to further protect the building entrance. We have also enhanced the building detailing, including brick pilasters stepped out from the plane of the wall, and additional brick banding. We believe you will agree that these changes improve the building design. PDP Comments — Transportation Planning The private loop road has been designed with a 32-foot cross-section (two 10-foot travel lanes and two 6-foot bike lanes) as indicated in the November 13, 1998 letter from Tim Blandford and the Engineering Department. 2. See Civil Comments. 3. See Overall Issue #1 above. 4. Clear photometric plans have been resubmitted. 5. The transit shelter will be a City of Fort Collins Standard Transfort Shelter. 6. We have relocated the walks as indicated. i design minor modifications. These revisions have been made and are reflected on our ODP documents. The only effect this new alignment has on our PDP utility drawings is a change in the configuration of the sanitary sewer lines that must be located in the centerline of this road. Sear -Brown has met with Roger Buffington regarding these modifications. They final designs have not been reflected in this PDP submittal, but Sear -Brown will continue to work with Roger to complete the design of this section within the next few weeks. The following comments are from the ODP and PDP comment letters dated November 4, 1998: ODP Comments All comments have been addressed in full. We have revised our ODP document to reflect the changes in the Timberwood Drive alignment. Please note that this has precipitated a new land use area south of the Timberwood extension to the east property line. PDP Comments — Current Planning Comment # Response a. /AKA has indicated that a directional shield will be provided on the t fixture to prevent light spillage. b. /A clear copy of the photometric plan has been recalculated and �/ resubmitted. d. /The trash compactor has been indicated on the landscape plan. Since V this is an area of future building expansion, we have proposed a landscaped berm rather than an architectural screen wall to screen this area while still allowing access to the compactor. Trees in this area could later be transplanted to accommodate a future building expansion. e. ✓ The line of the foothills and mountains beyond has been enhanced on the image analysis. f. ✓We have discussed this issue specifically with Kathleen Reavis. The sidewalk is proposed as a 4.5' detached walk based on the criteria for a Connector Local Street. g.-k. See Civil Comments December 9, 1998 Mr. Bob Blanchard City of Fort Collins Current Planning 281 North College Avenue Fort Collins, CO 80521 RE Poudre Valley Health Services — Harmony Campus Dear Bob, Thank you for your assistance with the PVHS project including your continuing consideration of the hospital's schedule concerns. With your help and with several coordination meetings with City staff, many outstanding issues have been addressed since we last received formal comments. All comments have been addressed on the revised drawings, with the following exceptions or clarifications. We have included responses from Pam Holmes with Albert Kahn Associates (AKA). Comments specific to the engineering utility drawings have been addressed in a separate letter from Sear -Brown. Overall Issues In the time since the last comments were issued, we have received from the City Engineering Department the final centerline design for Harmony and Timberline Roads. Subsequent meetings were held to define specific issues with the lane configurations of these roads. The drawings now reflect our understanding of the requirements for the interim and ultimate configurations of these roads. 2. It is our understanding that the extensions of Timberwood Drive and Snow Mesa Drive will not be required to be constructed with this first phase project. All drawings reflect these road alignments as future construction. We also understand that the City will not allow the east access to Harmony Road to be constructed (in any form) until the signal is warranted. We have revised our plans to show this as a future connection. 3. We have had several meetings regarding the design requirements for the Timberwood Drive extension through the property. After a coordination meeting held with the City on December 2, 1998, we have redesigned Timberwood Drive to allow it to function as a `slow -street' through the hospital campus. The road has been designed to Local Connector street standards without parking. The 36' pavement cross-section would accommodate two 10-foot travel lanes and two 8-foot bike lanes.
