Architecture Medical Office Building (MOB) The first phase will consist of two buildings. A Medical office building will be the dominant visual feature and will consist of a three story office building that is oriented toward the intersection of Timberline and Harmony Road. The building program includes office suites for physicians, a small deli food service area, two conference rooms, and a retail pharmacy. The MOB will be constructed of brick and glass. The glass will be a low reflectivity type and will be selected to work together with the brick. A Porte Cochere will be provided as a drop off for patients entering the facility. The Porte Cochere will be designed to integrate visually with the building. Annbulatory Care Center (ACC) The ACC includes and Ambulatory Surgery Suite, Cardiac Catheterization Laboratory, and Urgent Care Unit, a small clinical laboratory, a Diagnostic Imaging Unit with General radiology, Fluoroscopy, CT Scanner, MRI Scanner, Special Procedures Room, and a Women's Imaging Center with mammography and Ultrasound Devices. The MOB and ACC are connected because many patients will need diagnostic procedures immediately following the visit to their physician. Also, many of the doctors with offices in the MOB will need direct access to either the cardiac Catheterization Laboratory or the Ambulatory Surgery Unit. 4 Transfort A Transfort bus stop will be provided along Harmony Road and will be located between Timberline and the right -in right -out. Additionally Transfort circulation may be provided directly to the building front. Pedestrian Circulation Internal Pedestrian Circulation A thorough system of internal pedestrian pathways will be created to facilitate pedestrian and cyclists. The pedestrian paths will connect at all major intersections and will also include a walkway system connecting to the Timber Creek subdivision as well as to subdivisions to the east of the project site. Additionally the walkways will provide a connection to the Mountain Crest property (now a part of PVHS). The internal system will then connect outward to both Hannony Road and Timberline Rd. Connection points will occur at each of the public roadways as well as adjacent to the right -in right -out, and on a diagonal walkway that will provide direct pedestrian access to the corner of Harmony and Timberline. Harmony Road falkways An eight foot meandering sidewalk will be constructed within the 80' Harmony Corridor Setback. Staging of this construction will be established according to the staging of construction of various buildings. Timberline Walkway A 5' detached sidewalk will be constructed along Timberline Road. The detached walk will give convenient access to the Harmony Village project. Crosswalks Crosswalks with special paving enhancement will be constructed at intersections of pedestrian walkways with publicly dedicated roadways as well as in locations where pedestrian walkways intersect with the campus circulation road. Landscaping Landscaping will be designed to be in conformance with the Harmony Corridor Plan and the landscape requirements of City Plan. Water Water will be provided by the City of Fort Collins. A looped system will be developed with the second phase of development. Sewer Sewer will be provided by the City of Fort Collins. Electric 3 The proposed land use plan provides for an internal circulation system that also provides interconnecting public roadways to allow through traffic on the site. Harmony Road Harmony Road will be improved by adding on street bike lanes an by constructing right turn deceleration lanes into the site. These improvements will be staged to correspond with the various phases of development and will be constructed as warranted by the Traffic Impact Analysis. Timberline Road Timberline will be improved by constructing improvements to the intersection of Timberline and by widening Timberline. The specific improvements will be in accordance with the Traffic Impact Study. East West Access Road A southern access public road that extends east and west will connect with Timberline Road across from the proposed entry to the Harmony Village property. This roadway will proceed easterly and eventually connect with Timberwood Road on the east side of the site. The right of way will provide for a local or collector roadway depending on projected traffic demands of the site. This road will also include on street bike lanes. The intersection of Timberline. and this roadway will be signalized and allow for full turn movements. The signal will be installed at the time warrants are met. North South Access Road A north south public access road corresponding with the existing Snow Mesa drive will be constructed through the property north bound from the existing end of Snow Mesa northward to Harmony Road. This roadway will provide north/south public access for both the PVH site and neighborhoods to the south. The intersection of Harmony Road and this roadway will be a signalized intersection allowing for full turn movements onto Harmony Road. The signal will be installed at the time signal warrants are met. This roadway will include on street bike lanes. Campus Circulation. Vehicular access to the campus will be through an outer loop road that connects the two major public access points. The loop road will serve to provide a convenient vehicular access while minimizing pedestrian/ vehicle conflicts. This roadway will be a private roadway and will be maintained by PVHS. Harmony Road Right- in, Right -Out A right -in right -out turn movement will be constructed with the first phase of development off of Harmony Road. This movement will be for eastbound right turn movements into the campus, and for eastbound right turns out of the campus. The predominant movement at this location will be to serve the Medical Office Building. W Statement of Planning Objectives Poudre Valley Health System Harmony Campus ODP and PDP Land Use The Poudre Valley Health Systems, Harmony Campus (PVH) is part of a long range plan of the Poudre Valley Health Systems to continue to meet the medical needs of the region. Purchased in 1992 by PVHS, the property has been land banked until now. This Overall Development Plan represents formal application for the zoning of the property as an overlay zone to the Harmony Corridor Plan which designates the zoning for the property as H-C. The first phase of the project is approximately 27 acres in size and includes a proposed 128,000SF Medical Office Building and an 86,000SF Ambulatory Care Center. The project will provide medical office space for physicians. The Ambulatory Care Center will provide predominantly outpatient services for one day surgery patients as well as urgent care. Future phases are uncertain and will be determined partially as a result of the ever -changing needs of the medical community. The ODP is intended to provide a possible plan based on PVH's understanding of future hospital needs. The plan may need to be modified from time to time based on future projects. A formal amendment will be sought through the City if this circumstance arises. The proposed plan is in direct conformance with the H-C Zone district and proposes uses that are in keeping with the allowable uses designated in the Harmony Corridor Plan. Specifically those uses are as follows: Primary Uses: Basic Industrial and non -retail employment activity centers such as hospitals, nursing, and personal care facilites, independent living and assisted living in a congregate care environment, regional vocational, business or private schools and universities, research and development, industrial uses, finance, insurance and real estate, services, professional offices, health center, conference center, and other uses of a similar character as determined by the Planning and Zoning Board. Secondary Uses: In conformance with the H-C zone district, secondary uses shall occupy no more that 25% of the total site area. These uses shall occupy no more than 25% of the total site area. These uses include: recreation center, hotels/motels convenience shopping, child care, centers, single family, and multi -family housing, recreation fields, and passive outdoor areas.
