a) The transportation impact study this is required addressed all modes
of transportation. Please contact Eric Bracke to schedule a scoping
meeting on the TIS. We will evaluate the degree of connectivity to
adjacent sites.
b) The City is in the process of starting to evaluate the Access Control
Plan for Harmony Road. The process is just beginning and there is
little information to share at this time.
c) Where the right-in/right-out turn is shown on the plan, there is an
existing transit stop for Transfort. We would be concerned that
pedestrian access to the stop is safe and clearly defined. In addition,
we may look at the need for a bus shelter at this location in the future.
The site should be designed to accommodate the Dial -a -Ride service
provided by Transfort. If you have any questions regarding Transfort
bus service, please contact Gaylene Rossiter at 221-6195.

8. The Current Planning Department offered the following comments:
a) You may submit a Project Development Plan concurrently with the
submittal of an Overall Development Plan. Essentially, the two will be
treated as two different projects, and the public hearings regarding the
projects will be held at two separate times. However, time -wise, the
concurrent processing of the two may allow for a quicker development
review time -frame.
b) The suggestion was made to coordinate with Les Kaplan on the
transportation impact study as the development immediately to the
west is in the early stages of the process.
c) A neighborhood meeting will be required. Please notify me when you
are ready to schedule the meeting.
d) The Overall Development Plan must comply with the requirements of
Division 2.3 of the Land Use Code. This section of the Code identifies
the procedures as well as the standards applicable to Overall
Development Plans.

c) Please coordinate transformer locations and provide Commercial
Service Forms for each building.
d) Light and Power is in the process of obtaining a 15' easement on the
south side of the existing water line easement. This easement may be
partially outside of the 80' Harmony setback requirement.

5. The Engineering Department offered the following comments:
a) The Street Oversizing Fee is $19,443'acre, due at the time of building
permit. These fees are subject to change within the next month.
Pleas contact Matt Baker for an estimate as to what the possible fees
may be for the proposed uses.
b) You will be required to complete all necessary improvements along
Harmony, in compliance with the City of Fort Collins standards and
Colorado Department of Transportation standards.
c) Improvements will be required along Timberline as well, including curb,
gutter, sidewalk, right-of-way and bike lanes.
d) A transportation impact study will be required and this will address
where connections are made to and through the property. In addition,
it will address levels of service for all modes of transportation.
e) We will coordinate with CDOT as to the location and number of access
points. The TIS and Access Control Plan will be used as guidance to
determine points of access.
f) The connection of Timberwood to Timberline will be required.
g) Some off -site improvements may be required.
h) Utility plans and a development agreement will be required.

6. The Poudre Fire Authority offered the following comments:
a) You will be required to install fire hydrants and fire lanes per the
requirements of the Poudre Fire Authority. The fire hydrants should be
spaced 600' on center.
b) A fire alarm system will be required for any portions of the building
wherein anesthesia is used.
c) A Hazardous Materials Impact Analysis will be required.

2. The Water/Wastewater.Utility offered the following comments:
a) The existing locations for water mains is as follows: a 16-inch in
Timberline, a 12-inch at the west end of Timberwood, a 12-inch in
Snow Mesa Drive (future), and a 30-inch transmission main along the
north edge of the site.
b) The existing locations for sewer mains is as follows: an 8-inch at the
west end of Timberwood and an 8-inch in Snow Mesa Drive (future).
c) An overall utility plan is required.
d) Water mains must be looped through the site connecting to the mains
in Timberline, Timberwood and the Timber Creek development to the
south.
e) No connections to the 30-inch transmission main will be allowed.

3. The Stormwater Utility offered the following comments:
a) This site is located within the McClellands/Mail Creek basin where the
new development fee is $3,717/acre and that is subject to the runoff
coefficient reduction. The site is also located within inventory grid
#12Q.
b) The standard drainage and erosion control reports and plans are
required and they must be prepared by a professional engineer
registered in Colorado.
c) The site is planned to drain to the south along the east side of the
Timber Creek and Stetson Creek developments. There is a
Masterplan SWMM run which will need to be revised to reflect the
proposed development. The SWMM run is in a study called 100 year
Masterplan Update, County Road 9 to Fairway Estates", dated 4/1/96.
Also the Timber Creek and Stetson Creek drainage studies should be
consulted to assure there are no conflicts with their drainage systems.
d) Temporary drainage easements will need to be dedicated across the
undeveloped portion of the site since it will be built in phases. Please
provide these with the initial submittal so they can be checked early
and won't hold up signing of the plans.

a) Power is available along Harmony and Timberline.

LAND USE DATA:
This is a request for the Poudre Valley Hospital South Campus overall
development plan. The project is located at the southeast corner of Timberline
Road and Harmony Road. The site includes approximately 96 acres, and the
ODP will include division into two (2) parcels —Parcel A and Parcel B. Phase
one of the project is to include a 200,000 square foot complex for outpatient care
and related activities. Phase one will consists of 20-25 acres and an Project
Development Plan is being considered for phase one to be processed
concurrently with the Overall Development Plan.
COMMENTS:
1. The Zoning Department offered the following comments:
a) The project is located in the HC-Harmony Corridor zone district and
must comply with the requirements of the Land Use Code and the
Harmony Corridor Standards and Guidelines.
b) Buildings which are less than 80,000 square feet in size are Type 1
projects in the Land Use Code, and buildings exceeding 80,000
square feet are Type 2 reviews.
c) The maximum height of any buildings within the zone district is six (6)
stories.

Dear Bruce:
For your information, attached is a copy of the Staff's comments concerning the
proposed Poudre Valley Hospital South Campus Overall Development Plan that
was proposed to the conceptual review team on March 2, 1998.
The comments are offered informally by Staff to assist you in preparing the
detailed components of the project application. Modifications and additions to
these comments may be made at the time of formal review of this project.
