on the south side of E. Prospect Road. There are 8" water and sanitary sewer mains which
serve the Orthopedic Center. The City prefers that services be extended to the north on
Sharp Point Drive. However, if the services to the Orthopedic Center are. extended, they
should be looped back into the mains in E. Prospect Road. Plant Investment Fees and Water
Rights Acquisition fees are due at the issuance of building permit. Water Conservation
Standards for Landscaping and Irrigation will apply. Please contact Roger Buffington at 221-
6681 with any questions regarding these comments.
6. A significant slope easement will be needed to construct the required sidewalk along E.
Prospect Road. The Street Oversizing Fee is $10,502 per acre for office use and is due at the
issuance of building permit. If the proposed development is to occur in phases, this fee will
be assessed based upon the amount of office use in each phase. Standard Utility Plans must
be prepared by a Colorado licensed engineer. A development agreement will be required for
all public improvements. Utility Plan review will be subject to the same time frame, whether
this project is submitted as a P.U.D. or use -by -right. Please contact Kerrie Ashbeck at 221-
6750 with any questions regarding these comments.
7. The site is located in the Spring Creek Drainage Basin. The Storm Drainage Fee in this basin
is $2,175 per acre, subject to the runoff coefficient. Flows will need to cross the existing bike
path to drain to the Cache la Poudre River. Please contact Craig Foreman of the Parks and
Recreation Department (221-6640) regarding the City's Traffic Management Plan for this bike
path. Drainage and erosion control reports must be submitted. Please contact Basil Harridan
of the Stormwater Utility at 221-6589 with any questions regarding these comments.
8. A portion of this site is located within the flood plain. The City has submitted a revised flood
plain boundary map to FEMA for their review. A decision from FEMA is expected during
the month of August. The revised map reduces the amount of land located in the flood way
but increases the building floor elevations. Please contact Mike Grimm at 221-6589 with any
questions regarding these comments.

LAND USE DATA: Request for a total of 84,000 square feet of office use on 12.6 acres
located on the north side of E. Prospect Road, east of Sharp Point
Drive.
COMMENTS:
The property is zoned R-C, River Corridor District. Office uses are a use -by -right subject to
Administrative approval. Landscaping for such review must address both the LDGS All
Development Criteria and the Guidelines of the Parking Lot Development Code.
2. Electrical power is available from the south side of E. Prospect Road and can be brought up
Sharp Point Drive to the site. Please have your electrician complete a C-1 form and
coordinate a transformer location with the Light and Power Utility. For further information,
please contact the Light and Power Utility's Engineering Department at 221-6700.
3. The Natural Resources Department stated that this is a complicated site to develop due to
wetland and flood plain issues. There is a riparian zone and wildlife corridor adjacent to the
site which must be preserved. Landscaping and building design and materials should be
consistent with this area. Natural grasses, wild flowers, and native plants should used for
landscaping and buildings should be of earthtone colors. Please work closely with Rob
Wilkinson of the Natural Resources Department (221-6600) when preparing development
plans.
4. The Poudre Fire Authority stated that the site will require two fire hydrants each capable of
serving 1,250 gallons per minute at the hydrant. Both of the proposed buildings must be fire
sprinklered.

development of approximately 84,000 square feet of office space located on the north side of E.
Prospect Road east of Sharpe Point Drive, which was presented before the Conceptual Review
Team on July 10, 1995.
The comments are offered informally by Staff to assist you in preparing the detailed components of
the project application. Modifications and additions to these comments may be made at the time of
formal review of this project.
