c) Please narrow down the FAR on the plan, and indicate ranges and/or
estimates.
d) The types of accesses must be labeled (i.e., full -turn, 3/a turn
movement, etc.)
e) Indicate the signalized intersections on the plans.
f) Please show any established easements on the plan as well as the
ditch to the north.
g) The study for the centerline along Harmony Road is currently
underway. It must be communicated to the applicant that proceeding
with revisions and additional submittal until such time that the study is
completed may result in a delay of the review process. The delay may
be that the ultimate location of the centerline will result in a significant
shift in the proposed location and design of future phases of the ODP.
h) Additional comments and redlines are attached.
7. Comments from the Water/Wastewater Utility are attached.
8. The Colorado Department of Transportation offered the following
comments:
a) The future centerline Harmony Road ('ultimate") must be resolved.
b) This project must dedicate adequate ROW for future 6-lane section
and auxiliary lanes based on projected ultimate centerline.
c) SH68 design should provide side slopes, ROW, etc., which follow
requirements made for Celestica site.
d) CDOT has not yet committed to RI/RO. If we allow, we must amend
Access Control Plan.
e) The issue of ROW for Timberline must be resolved.
This completes the review comments at this time. Additional comments may be
forthcoming as the various departments and reviewing agencies continue to
review this request.
Please provide a written response to each of the above stated comments with
the submittal of plan revisions. Please contact me at 221-6750 if you have any
questions or concerns that are related to the comments. If you would like to

g) "Pair down" the land uses that are included in the ODP. The land uses
listed for the parcels must match with what is listed in the traffic study.
In addition, estimates of FAR must be included on the plan.
h) What is the function of the open space for Parcel F?
i) If residential uses are included, a proposed density range must be
included and calculated according to the requirements of Section
3.8.18 of the Land Use Code.
j) Please label all surrounding land uses and subdivision names, as well
as zone districts.
k) Please add a legal description to the plan.
1) Timberwood and Snow Mesa must be labeled on the plans. City staff
is currently discussing whether on -street parking would be encouraged
on these streets. However, the determination has been made that
both are to be sized (and will likely carry volumes for) as collectors
rather than connectors.
2. TCI of Fort Collins offered the following comments:
a) After reviewing the plans which were sent to TCI of Fort Collins, I do
not see the private utility easement which was granted on 9/29/94,
RCPTN #94081194. 1 would like to see this added to the plat map so
that the impact of landscaping and other factors on the easement. We
will not vacate this easement.
3. The Advance Planning Department stated that "it looks like a campus
framework with a unifying, organizing overall framework of walkways and
spaces."
4. Comments from the Poudre Fire Authority are attached.
5. Comments from the Stormwater Utility are attached.
6. The Engineering Department offered the following comments:
a) Please show the access to the Dial property and the mobile home park
on the plans.
b) A note must be placed on the plans indicating that the access on to
Harmony Road is subject to approval by the Colorado Department of
Transportation.

RE. Comments on the Poudre Valley Health System Harmony Campus
Overall Development Plan
Dear Angie:
Staff has reviewed the submittal for the Poudre Valley Health System Harmony
Campus Overall Development Plan, #32-98 and would like to offer the following
comments:
1. The Current Planning Department offered the following comments;
a) Please show the locations of all transit and bus stops on the overall
development plan.
b) The t-intersection shown off of Timberline must be revised so that it is
more reflective of the curvature standards outlined for collector streets.
The pattern shown on the overall development plan sets the proposed
alignments for future phases and must comply with all requirements of
the City Code.
c) Please show pedestrian connections through the south to the vacant
parcel of Timber Creek PUD.
d) A connection should be provided through the Parcel G from Timberline
as shown on the attached plan.
e) The wrong zoning is shown on the vicinity map.
f) Under the general notes, replace the word "variance" with modification.
