The looping sidewalk that was provided on the location of this proposed addition was considered a very important element of the campus concept for the design of the approved PDP. The importance of the facility that is being proposed seems to outweigh the importance of the sidewalk in that location. b. The sidewalk concept should still be addressed however. It is recommended that an interior walkway be provided allowing pedestrians access through the building in a similar location to where the sidewalk was. If this idea conflicts with the special needs of the specific type of patients that will be using this building, at very least, the loop sidewalk should be extended around the exterior of the proposed building addition. 10. Current Planning: a. This will be processed as a type 1 major amendment. b. You should schedule a meeting with the project planner to go over the specific submittal requirements for the major amendment application. c. The architectural design must be compatible with the approved elevations of the story building as well as the existing historic Harmony School across the street from the site. COMMENTS: 1. Zoning Department: a. This property is in the HC zoning district. b. This will be Type 1 review. c. You will be required to revise the landscape plan. 2. Stormwater Utility Department: a. This site is in the McClellands/Mail Creek drainage basin where the new development fee is $3,717/acre and is subject to the runoff coefficient reduction. b. This site is in inventory grid #12Q. c. The drainage report will need to be revised to address the increased imperviousness. d. Additional detention will probably be needed. e. The grading plan would also need to be revised. f. These reports and plans need to be prepared by a professional engineer registered in Colorado. 3. Engineering Department: a. Check with Matt Baker on the exact requirements for your site, but the street oversizing fees may apply as follows: • $3.61 / square foot for medical clinics 4. Water & Wastewater Utility: a. Water and sewer lines would be extended from the adjoining building. b. The water service for the building is a 4-inch; therefore, PIF's and water rights were based upon water usage estimates provided by the applicant. These estimates must be updated to include the oncology unit. PIF's and water rights will be due for the additional usage. 5. Natural Resources: a. If construction lasts for more than 6 months, you will have to file a permit for fugitive dust control. b. Contact Kim Kriemeyer for any natural resource concerns. 6. Fire Department: a. Contact Ron Gonzales at Poudre Fire Authority for any fire code requirements. 7. Light and Power: a. Doug Martine is working on a design for this. b. You will need to file a new C 1 form for increased usage, and pay additional charges for increased amprage. 8. Transportation: a. Update the Traffic Impact Study (TIS) to reflect additional trips. b. Contact Eric Bracke for the automotive traffic requirements on the TIS update. c. Provide bike parking at the entries of the new addition. 2 MEETING DATE: June 7, 1999 ITEM: Proposed addition of an outpatient cancer center to the approved Poudre Valley Health Systems Harmony Campus. APPLICANT: Travis Messina 13952 Denver West Parkway Suite 305 Golden, CO 80401 LAND USE DATA: A one story 12,000 square foot addition and a smaller 1,200 square foot addition to the 3 story medical/office building already under construction at the Poudre Valley Health Systems Harmony Campus. The use of the addition will be a regional outpatient cancer treatment center. Because of the nature of the illnesses that will be treated at this treatment center, a new access door will be created, and the cancer patients will have a segregated entry.
