Fuchs City Planner cc: Mark McCallum Kim Kreimeyer Transportation Planning Stormwater Poudre Fire Authority Zoning Department Current Planning File #25-98A C:\My Documents\Planning Document\Sage Creek #25-98B LUC\Sage Creek second filing comments.doc 5 5) The following comments apply to the Low Density, Mixed -Use Neighborhood (LMN) District (LUC Section 4.4): a) Please provide illustrative examples of the single --family dwelling elevations, since they shall comply with Section 4.4(D)(2)(a)-(d). b) Please clarify what is meant by optional playground? 6) LUC Street Pattern Connectivity: a) Sections 3.6.2, 3.6.3 and 4.4 imply that it is in the public's best interest to have neighborhoods which transition and link to surrounding neighborhoods with a unifying pattern of streets and blocks. The proposed street system (Saddle Creek Drive, Middle Creek Road, Temple Creek Road, and Grist Mill Road) is not representative of direct connections to and between local destinations (LUC 3.6.3(B) and (F)). The alignment of Grist Mill into Sage Creek Road represents and forms a barrier and does not contribute to an orderly street system of the neighborhood. This development has not demonstrated that a street layout meeting Code standard is infeasible. It appears that realigning Old Mill Road to connect directly with Country Main (Harvest Park PDP #25-98A) is needed to meet this Land Use Code standard (see Transportation Planning, Stormwater, Engineering, and Poudre Fire Authority comments). b) LUC Section 3.6.3(A)-(F) requires that the local street system provide multiple direct connections at intervals not to exceed six hundred sixty (660) feet to provide a street grid pattern of through streets to facilitate traffic movements. bb. The Code requires a minimum of four potential roadway connections to the north (an additional two), and one road connection to the west. As noted in prior discussions, staff would support a minimum of two (2) street connections and two (2) bike/pedestrian connections. But, the burden is with the applicant to provide a written justification for alternative compliance (see Engineering, Stormwater, Poudre Fire Authority comments). c. Single-family attached dwellings shall meet the provisions of 3.6.2(L). The Statement of Planning Objectives — April 20, 1999, identified the six-plex units as multi -family buildings; however, they are single-family attached dwellings. The type of structure impacts Poudre Fire Authority's ability to adequately service the structures (see attached Poudre Fire Authority comments). 7) Please clarify on the plans: the square footages of Tracks A, B, C, and the use and square footage of D. 8) Provide a detailed lighting plan for the multi -family dwellings (spec. sheet for all wall and pole mounted fixtures) insuring that all lighting apparatuses are shielded down, which meets Sections 3.2.2 and 3.2.4(A) — (D). 9) According to Section 3.2.4(D)(7) a maximum of 10 foot-candles is allowed at any single point as result of on -site lighting. According to Section 3.2.4(D)(8) of the Land Use Code, lighting levels shall not exceed 0.1 foot-candle at a point 20 feet beyond the a e) What are the actual parking lot landscape percentages as required per Section 3.2.2(M) and Section 3.2.1(E)(4) — (6). 3.2.2(B)(5)(a) walkways shall have one (1) canopy shade tree per forty (40) lineal feet of walkways planted in a landscape strip within five (5) feet of such walkway. f) Address all visual clearance and sight distance triangle areas per Section 3.2.1(L.) of the Land Use Code. g) According to Section 3.2.2(C)(3) (4) site amenities such as benches, bike racks, et cetera must be provided. Please show all site amenities in the respective track parks and the neighborhood park. h) Section 3.2.2(C)(5), 3.2.2(D) and Section 3.2.2(E) requires that six-foot walkways within the site provide direct well-defined and separated circulation routes for vehicles, bicycles, and pedestrians. Additional walkway connections should be placed between the garages to link the parking areas. i) Per Section 3.2.2(C)(5)(a) drive aisles shall have walkways adjacent to the aisles (please coordinate with Transportation Planning). j) Please clarify the discrepancies with the Plant List, since the Landscape Plan references trees which are not identified on the Plant List, such TCG on Sheet 6 of 9. k) Please delineate the ditch banks and channels, as noted in Natural Resources comments. 1) The foundation planting plan (Sheet-5 of 9) did not show the proposed evergreen and deciduous shrubs, please clarify. m) Show all fence locations. n) Enhanced cross -walks shall be accommodated at street crossings (please coordinate with Transportation Planning and Engineering). 4) The following comments apply to the architectural elevations: a) Scaled design elevations for the office and/or daycare center, picnic pavilion, et cetera need to be submitted and must be compatible with the overall development based upon Land Use Code standards. b) Land Use Code Sections 3.5.1(D); 3.5.2 (C)(1); and, 3.5.2(C)(2); requires to the maximum extent feasible, primary facades and entries face the adjacent street and have a direct pedestrian connection to the street without requiring all pedestrians to walk through parking lots or cross driveways with no primary entrance more than 200 feet from a street sidewalk (please note Transportation Planning comments). c) Please indicate all building colors on the Building Elevations in accordance with Section 3.5.1(G) of the Land Use Code. 3 H. Natural Resources: submitted a response to the checklist and it is attached to this report. Street Oversizing: submitted a checklist that identified several requirements. Current Planning Department: provides the following: 1) Please label the appropriate scale(s) for each illustrative diagram, including all trash enclosures and setback keys, fences, et cetera on Sheet 5 of 9. 2) Delineate all property lines and all rights -of -way (including County Road 36 and County Road 9 ROW and dedications on the respective site plans), building setbacks, sidewalks widths, and drive widths on all plans. 3) The following comments apply to the Site/Landscape Plan: a) Per LUC Section 3.2.1(D)(2) street trees shall be placed at thirty-foot to forty -foot spacing intervals in the center of all parkway areas. The trees shall be placed at least eight (8) feet away from the edges of driveways and alleys, and forty feet (shade trees)/fifteen feet (ornamental trees) (LUC 3.2.1(K) from any street light. aa) All street trees shall be shown as they relate to driveway locations and utilities to ensure compliance with the Land Use Code, see also the Street Design Manual (D-9) in regard to driveway locations. b) After revising the site/landscape, please make sure the minimum species diversity is provided in accordance with Section 3.2.1(D)(3) of the Land Use Code. c) Per LUC Section 3.2.1(E)(4)(a) multi -family parking lot perimeter landscaping asks that trees be provided at a ratio of one (1) tree per twenty-five (25) lineal feet along a public street. d) Please note that LUC Section 3.2.1(E) (4) Parking Lot Perimeter Landscaping (b) addresses the need to screen parking areas. Please note that staff reviewed your plans and the Planning Division mailed a request for comments to several public agencies and departments. This development proposal is subject to and shall comply with all requirements set forth in the City's Land Use Code (LUC), specifically: Articles 2. Administration (Development Review Procedures); Article 3. General Development Standards; Article 4. [Zoning] Districts; and, the Fossil Creek Reservoir Area Plan. The City of Fort Collins Land Use Code (LUC) requires that throughout all land use proceedings, the burden to comply with all applicable standards rest with the applicant. Staff, after reviewing materials submitted by the applicant, finds that changes to plans dated 8.24.99 are warranted to meet the Land Use Code.
