If there is a subdivision plat as part of this development plan request, you will be required to provide a copy "Certificate of Taxes Due" with the mylar of the subdivision plat when it is brought to the City's Current Planning Department for recording. The certificate must be obtained from the Larimer County Treasure's Office and must show reflect a 0 balance before the city will accept the mylar. Larimer County is requiring this document, showing no outstanding property taxes, before they will record subdivision plats. Understood, no specific response required. c. Is it intended that each unit have fee simple ownership of the ground on which it rests? If so, the project is single family attached, if not, the project is considered multi -family. They will be on fee simple lots. d. A neighborhood meeting will be required. A neighborhood meeting has been held. e. From a planning standpoint, to make this change to the approved Harvest Park Plans, the property will need to be replatted, the site and landscape plans will need to be revised, and building elevations will be required to be shown. It also sounds like the TIS, Utility Plans, Drainage Report, and the Development Agreement will need to be revised. The process that makes the most sense given the type of revision documentation needed is a Project Development Plan with a subdivision plat. After further review with staff, it has been determined a major amendment with a replat of Block 2 would be most appropriate. e. If construction lasts more than six months, you will have to file a permit for fugitive dust control with Larimer County. Understoodd, 5. Poudre Fire Authority a. Address must be visible from the street using a minimum 6" numerals on a contrasting background. b. A fire hydrant must be within 400' of every building (measured as a hose would lay) with a capacity of 100 gpm @ 20 p.s.i. Fire hydrants must be spaced no further than 800' on center. This has been accommodated. 7. Light and Power a. A utlity coordination meeting is necessary. C. Transformer locations will need to be coordinated. d. Janet McTague will be the Light and Power project manager. A utility coordination meeting will be scheduled and held after the submittal. 8. Transportation Planning a. An update to the TIS is required because of the increase in density. Per Eric Bracke, an updated T/S is not required since we are still within the number of units on the original T/S. b. Direction ramps are not required at the street crossings to Harmony Park. C. Harvest Park Lane is a route to school. We request that curb extensions are used along it to slow traffic. Understood, at this point we have not incorporated curb extensions due to complications with drainage, and to be consistent with the rest of the street. 9. Historic Preservation a. As long as there are no structures over 50 years old on the site, no comment. 10. Parks Planning a. The neighborhood and community parkland fees are based upon square footage of each unit, and are due at the time of building permit. Understood, no specific response required. 11. Current Planning a. Refer to section 3 and section 4.4 in the land use code for the standards that apply to your proposed development. RESPONSE TO CONCEPTUAL REVIEW COMMENTS Zoning Department a. This project is zoned LMN. b. This request is subject to a Type I review. Understood. 2. Stormwater Utility Department a. The site is located within the McClelland/ Mail Creek Drainage Basin, where the new development fee is $3,717 per acre, subject to the runoff coefficient reduction. b. The fees will have to be recalculated for this area based on the imperviousness added. C. An update of the approved drainage report will be required. Please check the effect on overall drainage facilities as well as local drainage improvements. d. According to street standards, drainage cannot flow across a public sidewalk. Please address that in your proposal. Understood, see revised drainage report and plans. 3. Water & Wastewater Utility a. No Comment. 4. Natural Resources a. If there are prairie dogs on this site they must be eradicated as humanely as possible or relocated prior to commencing construction on -site. There are few, if any, prairie dogs on this site. Those that exist will be eradicated humanely or relocated. b. If you incorporate dumpsters onto the site, trash enclosures should accommodate recycling containers of sufficient size to accommodate the type of recycling approporiate for the building use (newspapers, cans, plastics, etc.), and dumpsters must be enclosed within a fenced or walled area. All trash will be curbside pickup as consistent with the existing Harvest Park community. C. One trash hauler should be used for this development to reduce impacts on streets within and around the site. This will be done through a homeowners association. d. Native grasses and plant materials should be used wherever appropriate, and bluegrass should be minimized. Understood
