The Harvest Park Third Filing Replat meets the procedural requirements located in Division 2.1 - General Procedural Requirements, Division 2.2 - Common Development Review Procedures for Development Applications, and Section 2.4 - Project Development Plan located in Article 2 - Administration. C. The Harvest Park Third Filing Replat meets the plat requirements located in Section 3.3.1 - Plat Standards located in Article 3 - General Development Standards. RECOMMENDATION: Staff recommends approval of the Harvest Park Third Replat, file # 25-98F. Harvest Park Third Filing Replat, File #25-98F Type I Administrative Review Page 3 3. Article 3 of the Land Use Code — General Development Standards A. Section 3.3.1(A), General Provisions: 1) The subdivision plat will be filed and recorded only after having been approved by the Director of Planning, with such approval evidenced in writing on the plat and signed by the City Clerk. B. Section 3.3.1(B), Lots: 1) The lots within the Harvest Park Third Filing have vehicular access to the adjacent public streets, via a private alley in the rear of the lots, and a private drive from the front. The lots do not have direct access to more than one street. The side lot lines are substantially at right angles to the street. There is no minimum lot size for residential uses within the LMN Low Density Mixed -Use Neighborhood District. 2) The general layout of lots, roads, driveways, utilities, drainage facilities and other services within the proposed subdivision have been designed to enhance an interconnective street system within and between neighborhoods, preserves natural features and generally accomplishes the purposes of this Land Use Code. C. Section 3.3.1(C) Public Sites, Reservations and Dedications: 1) All public street rights -of -way adjacent to replatted lots were dedicated with the Harvest Park Subdivision PDP. Utility and storm drainage easements were also previously dedicated by the Harvest Park Subdivision. These easements will not change as a result of this replat. 2) Subdividing the land will not result in the need for additional open space or detention areas. 4. Findings of Fact/Conclusion: A. The Harvest Park Third Filing Replat contains residential uses, which are permitted in the LMN — Low Density Mixed -Use Residential Zone District. Harvest Park Third Filing Replat, File #25-98F Type I Administrative Review Page 2 EXECUTIVE SUMMARY: This project has been reviewed in accordance with the applicable requirements of the Land Use Code (LUC) and was found to be in substantial compliance with the following: The process located in Division 2.1 — General Procedural Requirements, Division 2.2 — Common Development Review Procedures for Development Applications, and Division 2.4 — Project Development Plan located within Article 2 — Administration; and the design standards located within Article 3 — General Development Standards; and the standards located in Section 4.4, Low Density Mixed -Use Residential Zone District (LMN) of Article 4 — Districts. FINDINGS and ANALYSIS: Background: The zoning and land uses that surround the Harvest Park Third Filing are as follows: N: RL — Single Family Residential S: LMN — Single Family, Multi Family Residential W: RL - Railroad, Single Family Residential E: FA1 (County) - Vacant This property was annexed into the City as part of the Ruff Annexation in September 1999. 2. Division 4.4 of the Land Use Code, Low Density Mixed -Use Zoning District The subdivision plat meets the applicable Land Use Standards as follows: The street system included in the development is providing an interconnected network of streets in a manner that results in blocks of developed land bounded by connecting streets no greater than 12 acres in size. This block pattern was previously arranged by the Harvest Park Subdivision. ITEM NO. MEETING DATE ' STAFF Citv of Fort Collins HEARING OFFICER STAFF REPORT PROJECT: Harvest Park Third Filing Replat, File #25-98F [Type I, Administrative Review] OWNER: The Writer Corporation 6061 South Willow Drive, Suite 232 Englewood, CO 80111 APPLICANT: Vignette Studios 144 North Mason Street, Suite 2 Fort Collins, CO 80524 PROJECT DESCRIPTION: Harvest Park Third Filing Replat is a replat of 6 existing single family lots within the Harvest Park Subdivision. The plat is located at the northwest corner of Rock Creek Drive and Ziegler Road. The resulting plat will consist of 6 single family lots, one access easement tract and three open space tracts. The original residential lots ranged in size from 7,800 sq.ft. to 11,500 sq.ft., totaling 1.33 acres. The resulting single family lots will range in size from 5,100 sq.ft. to 6,900 sq.ft. The nature of the replat is to accommodate a change in the site plan proposed by the applicant. This modification proposes a private drive which will extend from the private alley to the west, in front of the new residential lots, then tying into Rock Creek Drive adjacent to Lot 6. This drive will provide emergency access and vehicular access to individual residential lots. A new tract adjacent to Rock Creek Drive will include additional landscaping. The median in Rock Creek Drive will also include additional landscaping. The property is zoned LMN — Low Density Mixed -Use Neighborhood.
