School Use - Hemlock Street Drop-off/Pick-up and Update to TIS:
All previous comments were based on the assumption of industrial/warehouse uses.
The Modification that was granted (re: ped. walking in parking area) was granted on
this basis. If a school is to be the use, I have serious concerns about the number of
students, drop-off area, internal parking and circulation. Plan a drop-off/pick-up off of
Hemlock Street. If one is not planned, it will be used as a default anyway, so plan for
it. Update the Traffic Studv to address the above concerns.

Planting Beds;
Exposed sections of building walls that are in high -use or high -visibility
areas of the building exterior shall have planting beds at least five feet
wide placed directly along at least 50% of such walls [3.2:1(E)(2)(d)].
The northern fagade of this building shows some areas that may be
intended to satisfy this requirement but it is not labeled clearly. Please
label and dimension this area as a planting bed if that is what it is
intended to be. Please specify what type of landscaping area is to be
put into the planting area.

Parking Note:
Please move the note regarding the possible future minor amendment
for parking spaces to the general notes section so this information is
easier to find and reads more clearly.

Windows:
Windows are required in order to visually establish human scale and
proportion, and should be defined with detail elements such as frames,
sills and lintels, and [3.5.1(F)(3)(c)]. If the school building is proposed,
windows are even more important. Windows must be shown on every

Pond in Playground:
A 40 hour extended detention pond is co -located on the same area where previous
discussions had placed a playground for the proposed school. A playground cannot be
located in this extended detention area.

Traffic from School Use:
Revise the Traffic Study to reflect the school traffic. Show how the pick-up and
drop-off of the students will work. Show odeouate traffic circulation.

Deadline to Resubmit Revisions is 6/28/2001.
Section 2.2.11 of the Land Use Code requires that an applicant submit revisions based on this letter
within 90 days or the project application becomes null and void. Your response to the City's
concerns is due June 28, 2001. A 30 day extension to this deadline is available. All requests for an
extension should be directed to the Current Planning Director. If remaining issues are those that
do not require plan revisions, a status report verifying continuing efforts toward resolving the issues
is required within the some timeline.

Please label on the site plan where the lighting poles will be. Be sure to
label them as high pressure sodium down directional cut-off light
fixtures.

Garage Doors:
If you do. end up proposing a school use in this building, you will need to revise the elevations to
take off the garage doors on the portion of the building that is designated to be the school. An
industrial/use with a garage door is not very compatible with a school.

Full Tree Stocking:
"Full tree stocking" is required to be provided in formal or informal
groupings spaced at 30 to 40 foot spacing intervals (for Canopy
shade trees) or at 20 to 30 foot spacing intervals (for evergreens or
ornamental trees) in all landscape areas within 50 feet of the
building. Landscape areas shall also be provided in adequate numbers
to allow full tree stocking to occur along high use or high visibility
sides of any building. Such landscape areas shall extend at least 7
feet from any building wall and contain at least 55 square feet [3.2.1
(D)(1)(c)]. Additional trees are required along within 50 feet of the
north side of the building to satisfy this requirement.

A School?
Are you proposing a school use for the building? If so, please specify such use on the
site plan. Describe how much of the building will be devoted to the school use. Show
whereon the site the outdoor play areas will be. Specify the total number of students
proposed. Explain the hours of operation of the school. Explain and show the how the
drop-off and pick-up of the students will work on the site. Revise the Traffic Study
to reflect the school traffic.

School Use - Site Planning Issues:
If it will be a school, now is the time to decide. If you proceed as a speculative
industrial/office use, you will need to change the use of the building at a later date to
allow for a school. In order to change the use the site will need to comply with the
site planning standards within the Land Use Code. -There are different needs for the
layout of the site if it is a school versus if it is an office/industrial building. Student
pick-up/drop-off areas and traffic circulation become major site planning issues if the
building is to become a school.

School Use - Hemlock Steet Issues:
You were granted a modification last year to allow the building to orient toward the
interior of the site rather than orienting toward Hemlock. The reasons used for the
justification of that modification are less valid (if valid at all) if the building is to
become a school. Depending on the total number of students attending the school, it
may be necessary to have some of the pick-up/drop off functions to occur from
Hemlock and some from the interior of the site.

acceptable. As a sidewalk connecting a school to the street, the existing sidewalk out
