FCLUC 3.4.5(C) " Sprinkler Requirements: This proposed building shall be fire sprinklered. Stormwater Utility 8 Issue Contact: Michael Chavez Issue Contact: Glen Schluter Off -site flows to Poudre: Need to ensure that off -site flows can convey to the Poudre River. 31 Issue Contact: Glen Schluter Detailed Comments and Redlines Forthcoming: The Stormwater Department has not completed the detailed review of this proposed project. As soon as the review is complete, the comments and redlined plans will be forwarded to you. Transportation Planning 14 Issue Contact: Mark Jackson School Use - Hemlock Street Drop-off/Pick-up and Update to TIS: All previous comments were based on the assumption of industrial/warehouse uses. The Modification that was granted (re: ped. walking in parking area) was granted on this basis. If a school is to be the use, I have serious concerns about the number of students, drop-off area, internal parking and circulation. Plan a drop-off/pick-up off of Hemlock Street. If one is not planned, it will be used as a default anyway, so plan for it. Update the Traffic Studv to address the above concerns. Water Wastewater 4 Redlined comments noted on plans. Be sure and return all of your redlined plans when you re -submit. issue Contact: Jeff Hill If you have questions regarding these issues or any other issues related to this project, please feel free to call me at (970) 221-6750. Yours Truly, TROYJONES City Planner 5 28 Issue Contact: Troy Jones Planting Beds; Exposed sections of building walls that are in high -use or high -visibility areas of the building exterior shall have planting beds at least five feet wide placed directly along at least 50% of such walls [3.2:1(E)(2)(d)]. The northern fagade of this building shows some areas that may be intended to satisfy this requirement but it is not labeled clearly. Please label and dimension this area as a planting bed if that is what it is intended to be. Please specify what type of landscaping area is to be put into the planting area. 29 Issue Contact: Troy Jones Parking Note: Please move the note regarding the possible future minor amendment for parking spaces to the general notes section so this information is easier to find and reads more clearly. 30 Issue Contact: Troy Jones Windows: Windows are required in order to visually establish human scale and proportion, and should be defined with detail elements such as frames, sills and lintels, and [3.5.1(F)(3)(c)]. If the school building is proposed, windows are even more important. Windows must be shown on every facade of the elevations. Engineering 5 Issue Contact: Dave Stringer Old Line on Plat: On plat,.what is meant by old line to be vacated with this Plat? If this is right-of-way it needs to be vacated by separate document. If vacation has occurred, show reception number. 6 Issue Contact: Dave Stringer 5idewalk Widths: Page 2/3, what are the widths of sidewalks? 7 Issue Contact: Dave Stringer Ends of Pipe: What is being proposed at ends of pipe? Flared end sections, headwalls? 9 Issue Contact: Dave Stringer Cover over Pipe: There is not enough cover over the on -site stormwater pipe. A profile of this pipe is needed as it crosses the parkinq lot. 4 13 Issue Contact: Troy Jones Pond in Playground: A 40 hour extended detention pond is co -located on the same area where previous discussions had placed a playground for the proposed school. A playground cannot be located in this extended detention area. Tom/Mark/ Koth teen Traffic from School Use: Revise the Traffic Study to reflect the school traffic. Show how the pick-up and drop-off of the students will work. Show odeouate traffic circulation. 24 Issue Contact: Troy Jones Deadline to Resubmit Revisions is 6/28/2001. Section 2.2.11 of the Land Use Code requires that an applicant submit revisions based on this letter within 90 days or the project application becomes null and void. Your response to the City's concerns is due June 28, 2001. A 30 day extension to this deadline is available. All requests for an extension should be directed to the Current Planning Director. If remaining issues are those that do not require plan revisions, a status report verifying continuing efforts toward resolving the issues is required within the some timeline. 25 Issue Contact: Troy Jones .Site Lighting: Please label on the site plan where the lighting poles will be. Be sure to label them as high pressure sodium down directional cut-off light fixtures. 26 Issue Contact: Troy Jones Garage Doors: If you do. end up proposing a school use in this building, you will need to revise the elevations to take off the garage doors on the portion of the building that is designated to be the school. An industrial/use with a garage door is not very compatible with a school. 27 Issue Contact: Troy Jones Full Tree Stocking: "Full tree stocking" is required to be provided in formal or informal groupings spaced at 30 to 40 foot spacing intervals (for Canopy shade trees) or at 20 to 30 foot spacing intervals (for evergreens or ornamental trees) in all landscape areas within 50 feet of the building. Landscape areas shall also be provided in adequate numbers to allow full tree stocking to occur along high use or high visibility sides of any building. Such landscape areas shall extend at least 7 feet from any building wall and contain at least 55 square feet [3.2.1 (D)(1)(c)]. Additional trees are required along within 50 feet of the north side of the building to satisfy this requirement. 3 /I 19 20 Fence Permit: FYI, the 8' high fence will require a building permit. Issue Contact: Jenny Nuckols Issue Contact: Jenny Nuckols Landscape Plan: The landscape plan could be much cleaner/neater. Remove all unrelated "lines." Current Planning 3 Issue Contact: Troy Jones Playground There's a retention pond in the playground. This is a problem. 10 Issue Contact: Troy Jones A School? Are you proposing a school use for the building? If so, please specify such use on the site plan. Describe how much of the building will be devoted to the school use. Show whereon the site the outdoor play areas will be. Specify the total number of students proposed. Explain the hours of operation of the school. Explain and show the how the drop-off and pick-up of the students will work on the site. Revise the Traffic Study to reflect the school traffic. 11 Issue Contact: Troy Jones School Use - Site Planning Issues: If it will be a school, now is the time to decide. If you proceed as a speculative industrial/office use, you will need to change the use of the building at a later date to allow for a school. In order to change the use the site will need to comply with the site planning standards within the Land Use Code. -There are different needs for the layout of the site if it is a school versus if it is an office/industrial building. Student pick-up/drop-off areas and traffic circulation become major site planning issues if the building is to become a school. 12 Issue Contact: Troy Jones School Use - Hemlock Steet Issues: You were granted a modification last year to allow the building to orient toward the interior of the site rather than orienting toward Hemlock. The reasons used for the justification of that modification are less valid (if valid at all) if the building is to become a school. Depending on the total number of students attending the school, it may be necessary to have some of the pick-up/drop off functions to occur from Hemlock and some from the interior of the site. 4 STAFF PROJECT REVIEW CHARLES MESERLAIN Dater 3/30/01 STRUCTURED ENGINEERING 318 E OAK ST FT COLLINS CO 80524 Staff has reviewed your submittal for LEVON'S MINOR SUBDIVISION #19-96, and we offer the following comments: ISSUES: Dry Utilities 23 Issue Contact: Dennis Greenwalt Possible Facility Conflict: AT&T Broadband does have facilities feeding 400 Hickory Street which may be in conflict with the improvements that will be made to Hickory Street, Please call for locates before work starts, Advance Planning -15 Issue Contact: Clark Mapes Sidewalk Connection to Hickory: As and industrual/office building, the sidewalk connection and route out to Hickory is acceptable. As a sidewalk connecting a school to the street, the existing sidewalk out to Hickory is inadequate. Building & Zoning 1 Issue Contact: Jenny Nuckols Light Fixtures: Although the elevations note that the light fixtures are down directional, the representative light fixture sheets do not show that or meet code requirements. Light source needs to be shielded and light spill down directional. The light source on this example is visible, not shielded 16 Issue Contact: Jenny Nuckols Building Height on Elevations: Note the Building Height on Elevations, 17 Issue Contact: Jenny Nuckols Handicap Ramp: There is still no handicap ramp being shown at the handicap space. It MUST be shown on the site plan. 18 Issue Contact: Jenny Nuckols Wheel Stops: Label typical concrete stops. f
