Submitted do not meet requirements. Please submit; an Erosion Control Plan
(Based upon returned redlines), an Erosion Control Report (based off of
Erosion Control Criteria), and an Escrow / Security Calculation. Also, based
upon the area of disturbance State permits for stormwater will be required since

Shields.

COMMERCIAL REQUIREMENTS
> IFC 507.5 and PFA Policy: Hydrants to provide 1,500 gpm at 20 psi residual
pressure, spaced not further than 300 feet to the building.
PRIVATE HYDRANTS
> The installation of private hydrants require special approved and permitting.
Private fire hydrants shall have an approved maintenance plan as per IFC
507.5.3. Fire hydrants must be the type approved by the water district having

The main entry gate shall be accessible via a Knox KeySwitch system, if the
gate is electrified. Manual entry gates may be equipped with either a Knox

gating a fire lane require review and approval by the fire authority. Code

> IFC 503.6: The installation of security gates across a fire apparatus access
road shall be approved by the fire chief. Where security gates are installed, they
shall have an approved means of emergency operation. The security gates and
the emergency operation shall be maintained operational at all times.
> IFC D103.5: Gates securing fire apparatus access roads shall comply with all
of the following criteria:
1. The minimum gate width for vehicle access shall be 20 feet.
2. Gates shall be of the swinging or sliding type.
3. Construction of gates shall be of materials that allow manual operation by one
person.
4. Gate components shall be maintained in an operative condition at all times
and replaced or repaired when defective.
5. Electric gates shall be equipped with a means of opening the gate by fire
department personnel for emergency access. Emergency opening devices shall
be approved by the fire code official.
6. Manual opening gates shall not be locked with an unapproved padlock, or

> IFC 503.1.1: Approved fire Lanes shall be provided for every facility, building
or portion of a building hereafter constructed or moved into or within the
jurisdiction. The fire apparatus access road shall comply with the requirements
of this section and shall extend to within 150 feet of all portions of the facility and
all portions of the exterior walls of the first story of the building as measured by
an approved route around the exterior of the building or facility. When any
portion of the facility or any portion of an exterior wall of the first story of the
building is located more than 150 feet from fire apparatus access, the fire code
official is authorized to increase the dimension if the building is equipped

A fire lane plan shall be submitted for approval prior to installation. In addition to
the design criteria already contained in relevant standards and policies, any

> Maintain the required 20 foot minimum unobstructed width & 14 foot minimum
overhead clearance.
> Be designed as a flat, hard, all-weather driving surface capable of supporting
40 tons (See comment #4).

with an approved area for turning around fire apparatus (See comment #3).
> The required turning radii of a fire apparatus access road shall be a minimum
of 25 feet inside and 50 feet outside. Turning radii shall be detailed on

times. Sign locations or red curbing should be labeled and detailed on final
plans.

05/23/2017: TURNAROUND VS. SECONDARY EXIT OPTION
Dead-end roads exceeding 150' in length require a turnaround or a second
point of access. Dead-end roads in excess of 660' require a second point of
access. Currently the project is proposing 3 fire access points. If an approved
turnaround cannot be provided within the site or if the length of the dead-end
road exceeds 660', a second access point will be required; however, PFA
would not require a third access point as currently proposed.
The access point off of Shields is the preferred point of secondary access, but
PFA recognizes that the access point on Vine may be the choice by default.

Fire access is required to within 150' of all exterior portions of any building, or
facility as measured by an approved route around the building perimeter. For
the purposes of this section, fire access cannot be measured from an arterial
road (Shields) and a fire lane will be required on the property. Any fire lane on
private property shall be dedicated as an Emergency Access Easement (EAE)
and be labeled as such on future plans.
The existing hammerhead easement currently indicated for the cell tower is not
labeled as an Emergency Access Easement. Dedication of an EAE for cell
tower access was required to be dedicated in conjunction with construction of
the cell tower. As it relates to the overall site plan, this easement does not
provide access to the entire site as defined by code. An Emergency Access
Easement will need to be updates so as to serve the entire facility and be
dedicated with the replat. Code language provided below.

Tree Selection
- Please replace American Linden with Kentucky Coffeetree or Catalpa.
- Amur Chokecherry has poor survivability in Fort Collins. City Forestry has
experienced early decline and sun scalding that usually results with premature
removaVreplacement. Forestry recommends using Gamble Oak in the dryland
detention area and possibly Red Barron Crabapple for the two Chokecherry
close to the Gas-0-Mat.
- The conifers shown between the walk on Vine are close to the proposed street
trees. This area will be heavily shaded as the street trees grow and mature.
- Forestry recommends changing Limber Pine to either Rocky Mountain Juniper
or Blue Spruce.
- The two proposed pinyon pines and limber pines in the section along Shields
on the west side of the building will not thrive due to heavy shading overtime as
canopy shade trees mature. Please evaluate changing to a more shade tolerant
species, such as Colorado Blue Spruce, and adding a couple more trees in this
area.

Dr. that, with modifications to our primary system, can be utilized to provide
power to the site. Modifications will include trenching or boring new primary line
under Vine Drive and installing a new vault. Light and Power also has conduit
stubbed along the east side of Shields St, adjacent to the site that could be
utilized to provide power into the site. Further discussions are necessary to
determine where the power feed into the site will come from.

fixtures, cooler color temperatures are harsher at night and cause more
disruption to circadian (biological) rhythms for both humans and wildlife.
Warmer color temperature (warm white, 3000K or less) for any LED light
fixtures is preferred. Please also consider fixtures with dimming capabilities so
that light levels can be adjusted as needed. Site light sources shall be fully
shielded and down -directional to minimize up -light, light spillage and glare [see

Please note the buffer zone standard of 50' for ditches that are identified as

Based on site conditions and the fact that a 50' buffer has already been
provided on the plans, a shorter memo -based ECS can be submitted that
addresses (a) what wildlife utilize the Arthur Ditch both on this site and in the
broader area, (b) the extent of any wetlands along the ditch, (c) any other
significant natural features or habitats that may be present on the site, and (d)
specific recommendations for any habitat enhancements or the mitigation of
impacts created by the development project.
