Also, fencing along a public street that exceeds four feet in height must be placed in segments between buildings, not as a continuous fence. Fencing along Vine complies with this standard but not along Shields. And, regarding fencing along the northeast and east property lines, the Site Plan states that fencing is to remain but Staff is not aware of the nature of this existing fencing since it's not visible from the roadways. Please clarify and address the aforementioned standard. Please clarify that this statement refers to the storage of such is to be contained (interior) to buildings and not contained (interior) to the site itself but not within a building. If not within a building, then such storage is considered Outdoor Storage and is not allowed in the C-L zone. Comment Number: 2 Comment Originated: 05/24/2017 05/24/2017: In general, it is confusing to have to review two Site Plans. The two should be consolidated. The site plan (SP2.1) could be simplified by removing extraneous information such as contour lines, the saw cut detail, benchmark data and utilities. Also, the Existing Conditions sheet and the Emergency Service Plan will not be needed for future submittals. Comment Number: 3 Comment Originated: 05/24/2017 OStaff questions whether or not only two customer parking spaces are realistic for a facility of this size? And, given that one of these spaces is reserved for handicap accessibility, the parking is further reduced for most customers. With such limited parking, there is a concern that parking will spill out onto West Vine Drive. 5/24/2017: Comment Number: 4 Comment Originated: 05/24/2017 05/24/2017: It is not clear where the resident parks. The line work and arrow point to what appears to be a storage unit. Also, on busy weekends, will there be more than one (the resident) employee? If so, where does the non-resident employee park? In general, parking for both customers and employees appears insufficient. Perhaps the applicant can provide data from comparable facilities and establish a baseline ratio between the number of rental units and customer parking. Comment Number: 5 Comment Originated: 05/24/2017 05/24/2017: Staff is also concerned about the westerly access on Vine and the Shields access. Is this for emergency access only? If so, please indicate. If not, then for ingress, there is only 20 feet of stacking behind the access gate. If more than one vehicle is trying to gain access, the sidewalk will be blocked and the second vehicle will hang out over the bike lane on West Vine. Or, are these gates for egress only? Driveway approaches in the right-of-way must be concrete. 12 chain and padlock, unless they are capable of being opened by means of forcible entry tools or when a key box containing the key(s) to the lock is installed at the gate location. 7. Gate design and locking device specifications shall be submitted for approval by the fire code official prior to installation. 8. Electric gate operators, where provided, shall be listed in accordance with UL 325. 9. Gates intended for automatic operation shall be designed, constructed and installed to comply with the requirements of ASTM F 2200. Comment Number: 8 05/24/2017: WATER SUPPLY Comment Originated: 05/24/2017 A hydrant is required within 300' of any Commercial Building as measured along an approved path of vehicle travel. The proposed hydrant in the center of the development appears to meet the minimum requirements site. Additional hydrant requirements and permitting shall apply if the hydrant is located on a private service. Code language provided below. COMMERCIAL REQUIREMENTS > IFC 507.5 and PFA Policy: Hydrants to provide 1,500 gpm at 20 psi residual pressure, spaced not further than 300 feet to the building. PRIVATE HYDRANTS > The installation of private hydrants require special approved and permitting. Private fire hydrants shall have an approved maintenance plan as per IFC 507.5.3. Fire hydrants must be the type approved by the water district having jurisdiction and the Fire Department. Comment Number: 9 05/24/2017: LANDSCAPE PLAN Comment Originated: 05/24/2017 Some portions of the entryways appear they will be partially obstructed by tree canopies overtime. Fire access shall be maintained to 14' in height. This comment is aimed to preserve the trees and the fire apparatus. Comment Number: 10 Comment Originated: 05/24/2017 05/24/2017: PREMISE IDENTIFICATION & WAYFINDING Addresses shall be posted on each structure and where otherwise needed to aid in wayfinding. Code language provided below. > IFC 505.1: New and existing buildings shall have approved address numbers, building numbers or approved building identification placed in a position that is plainly legible, visible from the street or road fronting the property, and posted with a minimum of six-inch numerals on a contrasting background. Where access is by means of a private road and the building cannot be viewed from the public way, a monument, pole or other sign or means shall be used to identify the structure. 11 > 20' wide Emergency Access Easement. > The cross section of the fire lane will show: 2' wide Grasscrete; followed by 6' wide Concrete; followed by 4' wide Grasscrete; followed by 6' wide Concrete; followed by 2' wide Grasscrete. > The full width of the fire lane (concrete and Grasscrete) shall be engineered to support 40 tons. > Rollover curbs would be allowed at the secondary access points. Fire lane sign locations should be indicated on future plan sets. Refer to LUCASS detail 41418 for sign type. Appropriate directional arrows required on all signs. Posting of additional fire lane signage may be determined at time of fire inspection. Code language provided below. > IFC D103.6: Where required by the fire code official, fire apparatus access roads shall be marked with permanent NO PARKING - FIRE LANE signs complying with Figure D103.6. Signs shall have a minimum dimension of 12 inches wide by 18 inches high and have red letters on a white reflective background. Signs shall be posted on one or both sides of the fire apparatus road as required by Section D103.6.1 or D103.6.2. Comment Number: 6 Comment Originated: 05/24/2017 05/23/2017: SECURITY GATES The main entry gate shall be accessible via a Knox KeySwitch system, if the gate is electrified. Manual entry gates may be equipped with either a Knox Padlock or Knox Box system. See www.knowbox.com for details. Plans for gating a fire lane require review and approval by the fire authority. Code language provided below. > IFC 503.6: The installation of security gates across a fire apparatus access road shall be approved by the fire chief. Where security gates are installed, they shall have an approved means of emergency operation. The security gates and the emergency operation shall be maintained operational at all times. > IFC D103.5: Gates securing fire apparatus access roads shall comply with all of the following criteria: 1. The minimum gate width for vehicle access shall be 20 feet. 2. Gates shall be of the swinging or sliding type. 3. Construction of gates shall be of materials that allow manual operation by one person. 4. Gate components shall be maintained in an operative condition at all times and replaced or repaired when defective. 5. Electric gates shall be equipped with a means of opening the gate by fire department personnel for emergency access. Emergency opening devices shall be approved by the fire code official. 6. Manual opening gates shall not be locked with an unapproved padlock, or 10 > IFC 503.1.1: Approved fire Lanes shall be provided for every facility, building or portion of a building hereafter constructed or moved into or within the jurisdiction. The fire apparatus access road shall comply with the requirements of this section and shall extend to within 150 feet of all portions of the facility and all portions of the exterior walls of the first story of the building as measured by an approved route around the exterior of the building or facility. When any portion of the facility or any portion of an exterior wall of the first story of the building is located more than 150 feet from fire apparatus access, the fire code official is authorized to increase the dimension if the building is equipped throughout with an approved, automatic fire -sprinkler system. Comment Number: 2 Comment Originated: 05/24/2017 05/23/2017: FIRE LANE SPECIFICATIONS A fire lane plan shall be submitted for approval prior to installation. In addition to the design criteria already contained in relevant standards and policies, any new fire lane must meet the following general requirements: > Shall be designated on the plat as an Emergency Access Easement. > Maintain the required 20 foot minimum unobstructed width & 14 foot minimum overhead clearance. > Be designed as a flat, hard, all-weather driving surface capable of supporting 40 tons (See comment #4). > Dead-end fire access roads in excess of 150 feet in length shall be provided with an approved area for turning around fire apparatus (See comment #3). > The required turning radii of a fire apparatus access road shall be a minimum of 25 feet inside and 50 feet outside. Turning radii shall be detailed on submitted plans. > Be visible by painting and/or signage, and maintained unobstructed at all times. Sign locations or red curbing should be labeled and detailed on final plans. Comment Number: 3 Comment Originated: 05/24/2017 05/23/2017: TURNAROUND VS. SECONDARY EXIT OPTION Dead-end roads exceeding 150' in length require a turnaround or a second point of access. Dead-end roads in excess of 660' require a second point of access. Currently the project is proposing 3 fire access points. If an approved turnaround cannot be provided within the site or if the length of the dead-end road exceeds 660', a second access point will be required; however, PFA would not require a third access point as currently proposed. The access point off of Shields is the preferred point of secondary access, but PFA recognizes that the access point on Vine may be the choice by default. Comment Number: 4 Comment Originated: 05/24/2017 05/23/2017: GRASSCRETE AT FIRE ACCESS Fire lanes are to be constructed with a hard, flat surface capable of supporting 40 tons. The secondary access points which are proposed to be constructed with Grasscrete are typically not approved for fire lane surfacing. For the purposes of this section, fire access cannot be measured from an arterial road (Shields) and a fire lane will be required on the property. Any fire lane on private property shall be dedicated as an Emergency Access Easement (EAE) and be labeled as such on future plans. The existing hammerhead easement currently indicated for the cell tower is not labeled as an Emergency Access Easement. Dedication of an EAE for cell tower access was required to be dedicated in conjunction with construction of the cell tower. As it relates to the overall site plan, this easement does not provide access to the entire site as defined by code. An Emergency Access Easement will need to be updates so as to serve the entire facility and be dedicated with the replat. Code language provided below. The current symbol is difficult to see. Please not that irrigated turf must be used in the right-of-way. Comment Number: 7 Comment Originated: 05/26/2017 05/26/2017: Tree Selection - Please replace American Linden with Kentucky Coffeetree or Catalpa. - Amur Chokecherry has poor survivability in Fort Collins. City Forestry has experienced early decline and sun scalding that usually results with premature removaVreplacement. Forestry recommends using Gamble Oak in the dryland detention area and possibly Red Barron Crabapple for the two Chokecherry close to the Gas-0-Mat. - The conifers shown between the walk on Vine are close to the proposed street trees. This area will be heavily shaded as the street trees grow and mature. - Forestry recommends changing Limber Pine to either Rocky Mountain Juniper or Blue Spruce. - The two proposed pinyon pines and limber pines in the section along Shields on the west side of the building will not thrive due to heavy shading overtime as canopy shade trees mature. Please evaluate changing to a more shade tolerant species, such as Colorado Blue Spruce, and adding a couple more trees in this area. Modifications will include trenching or boring new primary line under Vine Drive and installing a new vault. Light and Power also has conduit stubbed along the east side of Shields St, adjacent to the site that could be utilized to provide power into the site. Further discussions are necessary to determine where the power feed into the site will come from. Comment Number: 13 Comment Originated: 05/24/2017 05/24/2017: LIGHTING PLAN: In regard to lighting, especially LED light fixtures, cooler color temperatures are harsher at night and cause more disruption to circadian (biological) rhythms for both humans and wildlife. Warmer color temperature (warm white, 3000K or less) for any LED light fixtures is preferred. Please also consider fixtures with dimming capabilities so that light levels can be adjusted as needed. Site light sources shall be fully shielded and down -directional to minimize up -light, light spillage and glare [see LUC 3.2.4(D)(3)].
