which it rests? If so, the project is single-family attached, if not, the
project is considered multifamily.
d. A neighborhood meeting will be required.
e. From a planning standpoint, to make this change to the approved Harvest
Park Plans, the property will need to be re -platted, the site and landscape
plans will need to be revised, and building elevations will be required to be
shown. It also sounds like the TIS, Utility Plans, Drainage Report, and the
Development Agreement will all need to be revised. The process that makes
the most sense given the types of revision documentation needed is a
Project Development Plan with Subdivision Plat.

6. Fire Department:
a. Address must be visible from the street using a minimum 6" numerals on a
contrasting background.
b. A fire hydrant must be within 400' of every building (measured as a hose
would lay) with a capacity of 1000 g.p.m e 20 p.s.i. Hydrants must be spaced
no further apart than 800 feet on center.
7. Light and Power:
a. A utility coordination meeting is necessary.
b. Transformer locations will need to be coordinated.
c. Janet McTague will be the Light and Power project manager.
8. Transportation:
a. An update to the TIS may be required because of the increase in density.
b. Directional ramps are not required at the street crossings to Harmony Park.
c. Harvest Park Lane is a route to school. We request that curb extensions are
used along it to slow traffic.
9. Historic Preservation:
a. As long as there are no structures over 50 years old on the site, no
comment.
10. Park Planning:
a. The neighborhood and community parkland fees are based on square footage
of each unit, and are due at the time of building permit.
11. Current Planning:
a. Refer to Section 3 (General Development Standards), and Section 4.4 (LMN
Zoning District) in the Land Use Code for the standards that apply to your
proposed development. The Land Use Code is available to view on the
internet at www.fcqov.com/cityclerk/codes.php.
b. If there is a subdivision plat as part of this development request, you will be
required to provide a copy of "Certificate of Taxes Due" with the mylar of
the subdivision plat when it is brought to the City's Current Planning
Department for recording. The certificate may be obtained from the
Lorimer County Treasurer's Office and must reflect a zero (0) balance
before the City will accept the mylar. Lorimer County is requiring this
document, showing no outstanding property taxes, before they will record
subdivision plats.

COMMENTS:
1. Zoning Department:
a. The property is zoned LMN.
b. The request is subject to type 1 review.
2. Stormwater Utility Department:
Location: Northwest corner of Rock Creek Drive and Old Mill Road
1. This site is in the McClellands/Mail Creek drainage basin where the new development fees are
$3,717/acre and they are based on the impervious amount. The site is in inventory grid #13R
2. Fees will have to be recalculated for this area based on the imperviousness added.
3. An update of the approved drainage report will be required. Please check the effect on overall
drainage facilities as well as local drainage improvements.
4. According to street standards, drainage cannot flow across a public sidewalk. Please address that in
your proposal.
3. Engineering Department:
a. Street Oversizing Fees are $966 per unit for townhomes. Check with Matt
Baker for the specific amount of this fee for your project.
b. The project may require an update to the approved Traffic Impact Study
(TIS).
c. You may be required to have an amended Development Agreement, and
possibly a Development Construction Permit.
d. The approved utility plans will either need to be revised, or new utility plans
for the site provided.
4. Water & Wastewater Utility:
Location: NW of Rock Creek Drive and Old Mill Road (Harvest Park - S of Harmony & W
of Ziegler) (R-13)
Proposal: Replat Block 2 to change from 18 SF lots to 29 townhomes
Comments: Service in this area is provided by the FCLWD/SFCSD.
5. Natural Resources:
a. If there any prarie dogs on site, they will have to be relocated or humainly
eraticated.
b. If you integrate dumpsters onto the site, trash enclosures should
accommodate recycling containers of sufficient size to accommodate the
type of recycling appropriate for the building use (newspapers, cans,
plastics, etc.), and dumpsters must be enclosed within a fenced or walled
area.
c. We ask that a single trash hauler be used to minimize traffic impacts.
d. Native grasses and plant materials should be used wherever appropriate, and
bluegrasses should be minimized.
e. If construction lasts for more than 6 months, you will have to file a permit
for fugitive dust control with Larimer County.
