Under "Directional Signage, " there are far more attractive options, that are not ten feet high, that would be acceptable. The row identification sign has been lowered so that it is the same height as the handicap parking signs and the other directional signs on the site. 55. Provide a detail for the gooseneck light fixtures. This detail has been provided. Sheet Eleven 56. Please add a note that all signage is governed by the Sign Code and subject to a separate permit. Understood Sheet Twelve 57. The plaza area in front of the store will feature a variety of decorative pedestrian - scaled lighting. The photometric plan does not reflect these foot-candle values. The photometric plan has been revised to include the pedestrian - scaled lighting, as well as, the building mounted fixtures. 58. The overall average foot-candle is 4.0. This exceeds the L.D. G. S. recommendation of 1.0. The L.D.G.S. recommendation is for 1.0 footcandles in commercial parking lots. The original design had an average of 4.0 footcandles. This lighting design has be revised to an average of 2.7 footcandles and features 250 watt fixtures versus 400 watt fixtures. This new photometric plan includes the pedestrian scale fixtures. Cut sheets for these fixtures have been provided; they are evidently being used on a Fort Collins Transit Center. The spacing of poles does not conflict with tree canopies. Please add a not that refers to Landscape Notes on Sheet Nine. This comment has been addressed. 31. Please add a detail in plan view, for the "typical" planting that will surround the pedestal of any monument sign. This detail has been added. Sheet Five 43. Please provide a sample of "opaque glazing. " We are waiting for a sample of the opaque glazing from the manufacturer. 44. Please specify a color for the gooseneck light fixtures. These fixtures will be a dark green in color. Sheet Six 48. On the east elevation, the four square faux windows should be lowered slightly. 49. The cultured stone columns should continue to the end and not switch in the middle. These comments have been addressed. Sheet Nine 52. Reinstate the berm table that was on Sheet Five. The berm table has been reinstated. 53, Add the note on the redline and revise not number 21 as shown on redline. This note has been revised. Mr. Ted Sheppard September 28, 1999 Page 6 21. Please add six trees on the east side of the outdoor sales area to match the six trees on the west. These trees have been added and we feel they address a number of the other comments that have been raised regarding the aesthetics of this area. 22. The berms along Lemay should be denoted as to height. The berm table has been added. 23. There are 13 parking spaces in the northwest corner of the site that face Buffalo Run apartments. These spaces should also be screened with a berm. This comment has been addressed. 24. The four ornamentals in the plaza area along the south elevation as shown on the Preliminary should be reinstated. These ornamental trees conflicted with the proposed signage of this retailer. In lieu of these trees we have added three ornamental trees and shrubs to create a seating area to the west of the garden center and a massing of evergreen trees as a backdrop to the vending machine kiosk. All of these plantings are in addition to what was shown on the Preliminary P.U.D. 25. Please state that the berm along the loading dock shall be no less than six feet in height. On the Preliminary P.U.D. a T berm was shown and approved. Now a six (6') foot berm has been designed with the required amount of evergreen trees. We have chosen to create a uniform evergreen screen of Austrian Pines. 26. Please add shrub beds and one ornamental along the east elevation. This item has been addressed. 27. Please add shrubs in front of the four spaces facing Buffalo Run Apartments, just west of the pedestrian walkway. This comment has been addressed. 28. Please provide a detail of this area at a larger scale. This comment has been addressed. Sheet Two 13. ........seasonal sales area........ Refer to the comments from Zoning 14. ......This aisle could be reduced to 20 feet. This has been addressed. 15. .....where single loaded parking bays...... This has been addressed. 16. ........two drive aisles that intersect with Magnolia that are 30 feet wide..... They have been reduced in dimension per this direction. 17. The area in front of the garden center should also be scored concrete along the entire south elevation. This area is not part of the "forecourt" and should not be interpreted by the pedestrian as such. It will serve as an unloading area for the nursery stock of the seasonal area and a continuation of the drive along the east side of the building. It will remain an asphalt surface. 18. & 19. Refer to the responses under Zoning. 20. ......street trees along Magnolia and 12`" Street...... In your letter of September 27,1999 you stated that the tree on south side of Magnolia are the responsibility of Lot 2 We feel that the trees on the east side of 12th should become the responsibility of whomever is the owner of those lots. Mr. Ted Sheppard September 28, 1999 Page 4 11. Lighting shown on the building elevations does not appear to be down directional. Please review..... All fixtures, both near / on the building and in the parking lot, are down directional - refer to the enclosed product "cut sheets". 12. If the seasonal sales area is to be fenced / screened when in use, please show the proposed type of fence / screen..... Please refer to your comment #7. 13. Also what is the base material for the outdoor seasonal area..... ? The base material for this area is scored concrete because of it's smoothness for the customer and durability for the gardening type of merchandise. Refer to your comment #7 regarding the additional landscaping placed around this area. 14. Per note # 3 and #6 above, sign locations and max. dimensions will be dictated by the sign code. Understood 15. Per general note #19, future wireless telecommunication equipment will require a separate review process. Understood Need to show a building envelope with dimensions and distances to property lines. This information has ben added to the site plan. Label property lines on site plan. Understood Engineering - CDOT and City PFA Refer to the attached letter from Todd Whipple dated September 27, 1999. Refer to the attached revised version of the Final Plat. Please show locations. The trash compactors have been labeled. 4. ....1 would like to see some handicap and bicycle parking in those areas for employees. We would prefer to locate these facilities in a logical location for both the employees and customers; that being the front of the building. 5. Please remove sign locations and drawings from site plan. A separate permit will be required for signage. The Community Development Department has asked for more detail on these signs so they remain on the plans. We are aware of the need for a separate permit for the signs. 6. Will the "vending" in the kiosk be vending machines or an actual vendor selling items? If it's for machines, is this the only permissible location for them? A note regarding this being the only permissible locations for the vending machines has been added to the plans. 7. It would be nice to have an elevation rendering of the garden center fence to help illustrate the written description on page 5. Additional trees have been added around the east perimeter. The written description is self explanatory. 8. Is it planned to have merchandise located outside the store along the building - similar to what is currently done at S. Mason location? Refer to note #16 on sheet one regarding the restrictions of outdoor sales. 9. Are the 8'x8' "display boxes" for window displays or signage? The display boxes will be made available for the neighborhood associations to post current events calendars and / or the historical society may use them for rotating displays. The size has been altered due to manufacturer's availability is limited to a maximum of 5'x8'. 10, ....I would recommend really looking at this area and determining if it is going to be adequate size.... The retailer feels that this area will be of adequate size. Mr. Ted Sheppard September 28, 1999 Page 2 Natural Resources Most of the plant species on the Outfall Plan need to be changed to native species. The color and size of boulders need to be specified on the outfall plan. These comments have been addressed. Area on sand bar that is impacted will need to be re -vegetated. This new location of the outfall that was discussed and approved at the meeting should have no impact on the sandbar. Add "Limits of Disturbance " on the Outfall Plan. A note stating that Natural Resources will need to verify the location of outfall and the area of impact. Also, a note ............ These comments have been addressed. Public Service Company 20' x 80' PSC easement must be outside of 9' and 15' UE that are adjacent to streets. On sheet C 1.12 it ......... These comments have been addressed. TCI ATT Cable Services would like to see 15' utility easements along side the Road right-of-way on Magnolia St. and 12"' St. The Plat provides the City required 9' Utility Easements along these classifications of streets. Fifteen (15') easements are provided along Mulberry and Lemay. Zoning Trash receptacles and benches are shown on elevations but I don't see them called out on site plan.
