Mulberry and Lemay Crossing TIS
Ted and Bob,
I have had an opportunity to review the latest TIS for the Mulberry/Lemay Crossing PUD dated October,
1999 and will accept the study as written. The numbers that have been used are reasonable and
conservative estimates of the traffic impacts associated with the project. Improvements listed on page
37-38 should be incorporated into the utility plans.
There are a number of Pedestrian/Bike/Transit improvements listed in the document and Kathleen Reavis
and Gaylene Rossiter should sign off, if appropriate, on those particular sections of the TIS. My sign -off is
only for the traffic portion.
There will be several issues (or more) that involve the TIS and I will briefly outline my concerns:
1. Vine and Lemay - This is an existing problem whose solution has been identified as a relocation of
Lemay including an underpass of the railroad. I do believe that city staff needs to address this issue prior
to the P&Z hearing. I am going to split phase the operation of the signal to improve the LOS. However,
this is a short term solution.
2. Lincoln/Link Lane intersection - this intersection currently has a few delay problems and meets several
traffic signal warrants. It will likely be the city that installs the signal at this location in cooperation with the
County in the next few years. WalMart's impact is minimal to the intersection.
3. Eastbound left turn @ 12th - The movement will operate at LOS F during the PM peak. This is normal
and can be improved through signal timing if necessary at Link Lane/SH14. Storage capacity of the
median design is sufficient to handle the queue.
