indicated, there are two Lot fives.
11. On Sheet 10 of 12, the pole color of the gooseneck fixture is labeled as both green
and black. Please clarify that the pole color will be dark green to match the (as
closely as possible) the garden center fence.
12. On Sheet 10 of 12, please lower the height of the handicap parking signs from
9.66 feet to 5.83 feet (70 inches). This height of 70 inches has been reviewed by
our Building Inspection Division and is found to be in compliance with current
codes.
13. On Sheet 11 of 12, please indicate that the bike racks will be painted dark green to
match (as closely as possible) the garden center fence.
This concludes Staff comments at this time. As always, please call if you have any
questions or concerns regarding these comments. We look forward to reviewing the next
set of revisions.

8. As we have discussed, the outdoor seasonal sales area will work best if properly
defined as an area dedicated for a specific purpose and not become a hodge-podge
of outdoor storage. Please refer to the book entitled Carscal2e which describes a
variety of possible treatments to enhance this outdoor space. Also, as information
becomes available on the operational aspects of this space, please be sure to pass
it along.
9. Staff has three additional comments to the Lighting Plan. These comments
should be used in conjunction with the comments contained in our letter from last
Friday dated October 29, 1999.
A. As we mentioned in the aforementioned letter, there is an area in the northwest
comer of the site where illumination levels are too high in relation to Buffalo Run
Apartments. As shown, there is one "HY' fixture which is a double -head fixture
with Type Three Distribution. It appears the fixture is oriented in such a way that
the fixtures are mounted parallel to the parking lot, not perpendicular. With Type
Three distribution, this casts illumination north towards Buffalo Run. We
recommend that this fixture be an "H-1," like the others along the north property
line, and mounted perpendicular to the parking lot. That way, with the Type
Three distribution, less light is cast toward Buffalo Run.
B. There are two other "HY fixtures along the western edge of the northwest
parking lot that also appear to be oriented parallel to the parking lot. This causes
illumination to spill west out into a landscape area. Staff recommends that these
fixtures be oriented so that light is directed onto the parking lot surface and not
the landscaping.
C. Staff recommends that all parking lot fixtures be equipped with control devices
that lower the lighting levels at a point after store closing. This is becoming a
common approach to energy conservation, even with auto dealerships which keep
expensive inventory outside. The City's Light and Power Department estimates
that the cost -savings in electrical consumption will be significant, and realized
after a relatively short period of time. In other words, the cost of the control
devices will be recovered in cost -savings in energy consumption in a short
payback period. The installation of such control devices would contribute to the
shopping center becoming compatible with Buffalo Run. (Keep in mind that the
second floor of Buffalo Run will be at approximately the same height as the
fixtures.

Staff offers the additional follow-up comments for Mulberry and Lemay Crossings Final
P.U.D.
1. Please add a crosswalk to connect the garden center to the seasonal outdoor
display area.
2. Please investigate the grade differential between 12`h Street and the seasonal
outdoor sales area. If grades allow, a sidewalk connection should be made out to
12`h Street, south of the retaining wall. This will allow a pedestrian connection
from- 12`h Street to the seasonal sales area, which then connects to the garden
center entrance.
3. Be sure to add crosswalk striping along the front drive aisle to connect the two
main pedestrian spines to the two front entrances.
4. In the legend, be sure to add a symbol for the scored concrete.
5. On the site plan, be sure to denote the garden entrance.
6. , On the site plan, be sure to denote the south -facing gate in the garden center.
7. Please note the following comments from the City Forester:
A. Cistena Plum is acceptable as a shrub.
B. The Bechtel Flowering Crab, Newport Plum and Bradford Pear should be
changed to any one of the following:
