(with attachments) Mr. Ted Sheppard December 6, 1999 Page 11 12 On Sheet 10 of 12, please lower the height of the handicap parking signs from 9.66 feet to 5.83 feet (70 inches). This height of 70 inches has been reviewed by our Building Inspection Division and is found to be in compliance with current codes. This has been corrected. 13. On Sheet 11 of 12, please indicate that the bike racks will be painted dark green to match (as closely as possible) the Garden Center fence. This has been indicated. Forestry The specie changes suggested by this department have been incorporated on the Median and Site landscape plans. Natural Resources Top -dress the cobbles and re -seed. This has been incorporated on the recent version of the Poudre River Outfall plan sheet. We understand the schedule for the review/comment of this submittal to be as follows: December 7, 1999 Distribute to reviewing departments/agencies December 22,1999 Comments to be returned to your office and discussed at Development Review Committee meeting December 22,1999 1:30 PM meet with Applicant at Streets Conference Room Mr. Ted Sheppard December 6, 1999 Page 10 the others along the north property line, and mounted perpendicular to the parking lot. That way, with the Type Three distribution, less light is cast toward Buffalo Run. In response to your earlier lighting comments, the H-3 fixture has adjustable optics which can be rotated in the field to address this concern. It should be noted that at the edge of the curb the footcandle readings are less than 1 footcandle. B. There are two other "HY' fixtures along the western edge of the northwest parking lot that also appear to be oriented parallel to the parking lot. This causes illumination to spill west out into a landscape area. Staff recommends that these fixtures be oriented so that light is directed onto the parking lot surface and not the landscaping. The H-3 fixture has adjustable optics which can be rotated in the field to address this orientation issue. C. Staff recommends that all parking lot fixtures be equipped with control devices that lower the lighting levels at a point after store closing. This is becoming a common approach to energy conservation, even with auto dealerships which keep expensive inventory outside. The City's Light and Power Department estimates that the cost -savings in electrical consumption will be significant, and realized after a relatively short prior of time. In other words, the cost of the control devices will be recovered in cost -savings in energy consumption in a short payback period. The installation of such control devices would contribute to the shopping center becoming compatible with Buffalo Run. (Keep in mind that the second floor of Buffalo Run will be at approximately the same height as the fixtures. The retailer is aware of this option but has found that it has not provided the cost savings in electrical consumption. The photometrics of this site are at a minimum desired level and any reduction in light levels would create an un-safe site from the lighting standpoint. 10. On Sheet one of 12, please correct the lot numbering to match the plat. As indicated, there are two Lot lives. This has been corrected 11. On Sheet 10 of 12, the pole color of the gooseneck fixture is labeled as both green and black. Please clarify that the pole color will be dark green to match the (as closely as possible) the garden center fence. The pole color will be dark green. Mr. Ted Sheppard December 6, 1999 Page 9 6. On the site plan, be sure to denote the south -facing gate in the garden center. This has been added. 7. Please note the following comments from the City Forester: A. Cistena Plum is acceptable as a shrub. No change required. B. The Bechtel Flowering Crab, Newport Plum and Bradford Pear should be changed to any one of the following: • Autumn Blase Pear (Pyrun Calleryana - "Autumn Blaxe') • Chanticleer Pear (Pyrus Calleryana - "Chanticleer') • Radiant Crab (Malus "Radiant') • Tatarian Maple (Acer (Tatariculm) • David Crabapple (Malus - "David') • Indian Summer Crabapple (Malus "Indian Summer') These suggestions have incorporated. 8. As we have discussed, the outdoor seasonal sales area will work best if properly defined as an area dedicated fora specific purpose and not become a hodge-podge of outdoor storage. Please refer to the book entitled Carsacape which describes a variety of possible treatments to enhance this outdoor space. Also, as information becomes available ont he operational aspects of this space, pleas be sure to pass it along. To define this seasonal sales area and have it be an integral element of the site plan - whether it is occupied or not, it has been designed to be enclosed with a low perimeter fence. This fence will utilize similar materials as the Garden Center. Residential in scale, it will blend into the surrounding landscape when not full of bedding plants, Christmas trees or other outdoor seasonal sales items. Refer to the detail in the Final P.U. D. 9. Staff has three additional comments to the Lighting Plan. These comments should be used in conjunction with the comments contained in our letter from last Friday dated October 29, 1999. A. As we mentioned in the aforementioned letter, there is an area in the northwest corner of the site where illumination levels are too high in relation to Buffalo Run Apartments. As shown, there is one "HY' fixture which is a double -head fixture with Type Three Distribution. It appears the fixture is oriented in such a way that the fixtures are mounted parallel to the parking lot, not perpendicular. With Type Three Distribution, this cast illumination north towards Buffalo Run. We recommend that this fixture bean "H-1,"like Mr. Ted Sheppard December 6, 1999 Page 8 7. On the H-5's, are these wall -mounts or pole -mounts? The photometric appears to indicate wall -mounts and the table says "wall mount bracket" but the schedule says poles at 16 feet. Please clarify. The H-5 fixture is a wall mounted fixture with a mounting height of 16'. 8. On the goosenecks, there is supposed to be 16 poles but I only count 15 and 20 walls, but I only count 18. Please check me to make sure the plan and schedule match. The plan and schedule have been corrected and they do match. November 1, 1999 1. Please add a cross walk to connect the garden center to the seasonal outdoor display area. This crosswalk has been added. 2. Please investigate the grade differential between 12'h Street and the seasonal outdoor sales area. If grades allow, a sidewalk connection should be made out to 12"' Street, south of the retaining wall. This will allow a pedestrian connection from 12"' Street to the seasonal sales area, which then connects to the garden center entrance. The grade difference between the seasonal sales area and the nearby sidewalk at 12`h Street is approximately 7' and the horizontal distance is 45'. A handicap accessible ramp can not be accommodated in this location. However, a handicap accessible route from 121h Street to the building has been provided in a location previously suggested by your staff. 3. Be sure to add crosswalk striping along the front drive aisle to connect the two main pedestrian spines to the two front entrances. This crosswalk striping has been added at these locations. 4. In the legend, be sure to add a symbol for the scored concrete. We have added this symbol for scored concrete. 5. On the site plan, be sure the denote the garden entrance. This has been added. Mr. Ted Sheppard December 6, 1999 Page 7 3. Additional detail of the "faux window" and awning overhang at the doors is requested. This detail has been incorporated onto the Architectural Elevations in the Final P.U.D. October 29, 1999 The light source and wattages per fixture are exactly what we are looking for. No comment required 2. The average footcandle of 2.3 is acceptable. No comment required 3. The gooseneck fixture is very attractive and therefore acceptable. No comment required 4. There is one area where the footcandles get rather high for being so close to Buffalo Run. This the area on the northwest corner of the site, where there is on H-3 abutting the 12 parking spaces that face north. It appears that two footcandle ratings of 5.0 and 4.3 are on the north side of the parking lot. Perhaps these readings could be reduced in this area due to sensitivity with Buffalo Run. All fixture types H-3 have rotated optics which are to be fielded adjusted to address situations like this one. 5. The schedule needs to specify that for H1 - H5 luminaires that the catalog number reflects the Magnusquare "arm -mount," "flat -lens" luminaire. I don't see in the catalog number where there is a distinction between this preferred luminaire and the drop-lense luminaire. The enclosed product cut sheets illustrate the preferred flat lens and its model number. 6. Not sure about the suffix of the MSM series. For example, for the H-1, the suffix of 3Px does not tie back to a catalog description. What does this mean? Please specify or clarify what the following suffixes refer to: The only pertinent information in the catalog number is the "P" and "W" for beam type. Therefore the x's have dropped. Mr. Ted Sheppard December 6, 1999 Page 6 Overall Utility Plan Details For the storm drainage pipe. We do not want the manhole cover to be located in the sidewalk. The manhole cover has been re -located so that it is not in the walk. Revise the details as shown. Provide City standard handicap details. The details have been revised per the "red -line" comments and City standard handicap details are being used. 2. Provide the following details; City curb and gutter details. City Handicap Ramp details. These details have been provided and incorporated on the plans. 3. Provide a Driveway detail - need to modify Detail D-17 to work for an access drive, showing concrete to property line radius requirements and cross section for a pan condition and for no pan). Provide details D-18 and D-19. At the November 3, 1999 meeting we discussed this detail and your direction at that time was to title this detail "Private Access Drive Cross Gutter Detail" so that there would be no confusion with the City's Standard drive -way details. This detail shows the concrete being constructed to the property line. Community Planning and Environmental Services October 22, 1999 ( verbal comments at the meeting) 1. Provide product information on the segmental retaining wall. A sample of the segemental retaining wall was provided to Ted Sheppard on December 1, 1999. 2. Provide a sample of the opaque glazing. The manufacturer is assembling this a sample portion of this glazing system and CLC will provide it to the City as soon as it is received. Mr. Ted Sheppard December 6, 1999 Page 5 This information has been added to the site plan. Grading Plan Some of the elevations at the access drives differ from those shown on the plan/profile plans. This has been corrected. 2. Need off -site easement for work on the Buffalo Run site. The only work being constructed on Buffalo Run is the sidewalk/stairs. A temporary construction easement will be secured for access during the construction of this walk and retaining walls. Site grading/drainage modifications are the requirement of Buffalo Run; per Agreement. 3. Need to show how the grading ties into the existing grades. Not showing the grading lines through 12"' Street and how they tie in on the east. The contours for the streets have been added to illustrate their connection to the site and surrounding properties. 4. Need to show the grading on the south side of Mulberry and any location that there is grading to occur associated with the road construction. The contours for the streets have been added to illustrate their connection to the site and surrounding properties. 5. Need to address what is to happen to the drainage coming off of the street in the Lot 2. How does this get to the pond? Protection for the end of the pavement. The drainage coming off the street will travel overland via sheet flows to nearby drainage structures with an eventual out -fall at the pond. Gravel will be placed at the end of the curb -cuts and in swales where there are concentrated flows. Cross -sections Section GG - the retaining wall in the utility easement may be a problem. With the wall there, the utilities cannot use the easement. The effected utilities have been notified; refer to the enclosed copies of letters to Public Service Co., U S West, and AT&T. Public Service Co. was the only utility to respond and they stated there was no problem with this situation. Mr. Ted Sheppard December 6, 1999 Page 4 3. The existing condition survey - this is no longer the existing conditions with Buffalo Run being built on the corner. Note 4 and 5 - what about the plat for the Buffalo Run Apartments? There was some ROW and easements dedicated with that project. Plat The Buffalo Run P.U.D. and their associated ROW dedication/easements are not part of this survey. Need to use the new plat language and add the sight distance easement restrictions. Need to use the exact language provided to you. This comment has been addressed and incorporated. 2. Indicate who is to own and maintain the lots/tracts. This comment has been addressed and incorporated. 3. What is the existing width of Lemay Avenue. The existing right-of-way width for Lemay varies; dimensions have been added to the Plat. 4. Need to provide ROW for the frontage road by separate document. Show all off -site easements and ROW on the plat and label as such. All off -site easements and additional row shall be acquired by separate document. All easements/dedications that fit within the drawing format have been shown and copies of all easement exhibits have been provided. 5. PSCO will need to sign the plat accepting the easement to dedicated to them. Signature blocks for Public Service Company of Colorado and the East Larimer County Water District have been added to the Plat. Site Plan General note 3 add the following at the end -'and in accordance with the signage and striping plans for this development. This direction has been added to General note #3. 2. Need to show concrete to property line at the driveway location. Mr. Ted Sheppard December 6, 1999 Page 3 In addition these revised plans we are offering written comments to the various reviewing agencies: Utility - Stormwater Refer to the attached written responses and Final Drainage Report and Plans. Transportation Planning The Traffic Impact Study comments have been addressed and the Traffic Impact Study has been accepted by the Transportation Engineer. Signage plans need to include bike lane signs. The signs are know incorporated on the plans. 2. Inconsistent w/TIS regarding bike lanes on Mulberry. This inconsistency has been addressed. 3. Ped/Bike bridge needs to be moved to the north side of existing roadway bridge and show ped/bike connection between bridge and intersection of Mulberry and Lemay The street improvement plans show a westbound bike lane on Mulberry that has a connection down to the existing trail. In the future, this lane may be extended to the proposed ped/bike bridge. The Mulberry and Lemay Crossings project will be making a financial contribution to the City to aid in the design and construction of the ped / bike bridge. Engineering Off -site Public Street and Utility Plans Refer to the attached letter from Todd Whipple dated December 6, 1999. Site Development Construction Plans Provide City Signature Block on every sheet City signature blocks have been added to every sheet. 2. General note 10 needs to be modified - Add parking lot before pavement construction. The referenced final soils report will not apply to the street paving.
