COMMENTS:

2. THE DRAINAGE REPORT AND EROSION CONTROL PLANS FALL UNDER STANDARD DESIGN
REQUIREMENTS BUT THE DRAINAGE PATTERNS AND OUTFALL RATES NEED TO BE MAINTAINED
OR JUSTIFIED IF REVISED.
3. ORIGINAL BUILDING WAS CONSTRUCTED ABOUT 1964, SO ITS IMPERVIOUSNESS IS
GRANDFATHERED.
4. CAR WASH WATER AND CONTAINMENT NEEDS TO BE CONSIDERED AND DOCUMENTED IN
THE REPORT. ALSO THE SPILL CONTAINMENT DESIGN FOR GASOLINE FILL AREA.
5. AN EROSION CONTROL SECURITY DEPOSIT WILL BE REQUIRED AND RETURNED AT THE END
OF THE PROJECT.

21. You are strongly encouraged to discuss your redevelopment plans with the
adjacent property owners. Please contact Bill Tiley, 226-2211, property owner to
the east, and Arnie Anderson, 484-1984, property owner to the south. Any
sharing of curb cuts is encouraged.
22. As we have discussed, the redevelopment does not meet the minimum score on
the Auto Related and Roadside Commercial Point Chart of the Land
Development Guidance System. Consequently, a variance would have be
granted by the Planning and Zoning Board to allow the redevelopment. The
variance procedure and criteria are outlined in Section K of the L.D.G.S., page
108. It is advised that any improvement to access in the general area would
contribute to a favorable recommendation on a variance request.

11. If there is food service in the c-store, then a separate application and permit must
be submitted to the Larimer County Health Department. Please contact Jim
Devore, 498-6775.
12. If there is a cooking range and there is a requirement for a range hood and
exhaust fan, then there will be sizable rooftop equipment. This equipment must
be totally screened from public view. Screening rooftop equipment on small
buildings is a challenge that should be solved ahead of time, not after -the -fact.
Also, outside condensing units for the coolers must be screened whether
mounted on the roof or ground.
13. Drainage Report and Plans will be reviewed by the Stormwater Utility. If there is
to be an increase in the impervious surface, then the stormwater fee is $2,175
per acre.
14. The Drainage Report and Erosion Control Plan fall under the standard design
requirements. Drainage patterns and outfall rates need to be maintained or
justified if revised.
15. Since the original building was constructed in 1964, its imperviousness is
grandfathered. The carwash water and containment area and the gasoline fill
area need to be considered and documented in the Drainage Report. An
Erosion Control Security Deposit will be required and returned at the end of the

16. As you are aware, the City of Fort Collins is designing a capital improvement
project to widen the intersection. Construction is expected to begin in middle to
late June and last three months. Rusty McDaniel, 221-6605, is the project
manager.
17. Please refer to the Development Manual for information on the content of Utility
Plans and Development Agreement. Utility Plans will be required as part of a
submittal for a Planned Unit Development. The Development Agreement, made
between the City and Sinclair, would be executed after Final approval by the
Planning and Zoning Board. Obviously, the timing between your project and the
City's project will determine the extent and detail of the Utility Plans. For further

18. The development will be assessed a Street Oversizing Fee of $14,005 per acre.
19. Please be aware that the maximum size of a curb cut in Fort Collins is 35 feet.
20. If the City's project and your project are not combined, and your work proceeds
independently, then please be aware that any modification of the existing curb
cuts on State Highway 287 will require a permit from CDOT. Permit application
is made through the City of Fort Collins Engineering Department.
3. Usually, the c-store and the carwash are on separate services. Since your
proposal indicates an attached c-store/carwash, you are eligible for one set of
services. There may be advantages, however, by using separate services
despite the attached configuration.
4. The carwash will require a sand and oil interceptor on the sanitary sewer. If new
services are required, tap fees will be adjusted by giving credit for the existing
services. For further information water and sanitary sewer issues, please
contact Roger Buffington, 221-6681.
5. Redevelopment of the site will require a Planned Unit Development. The
submittal must comply with the requirements found in the Land Development
Guidance System. It is also recommended that you pick up a copy of the
Development Manual which provides information on Utility Plan review and
Building Permit review.
6. Landscaping will be required to be shown on a separate Landscape Plan. The
plan will be expected to show street trees along both street frontages, building
foundation plants, and landscaped islands that feature shrubs to cover and trees.
There should be a mix of deciduous and evergreen material. An automatic
irrigation system is required. The project planner is available to meet with the
landscape architect prior to submittal to address the details.
7. The removal and installation of the underground tanks is regulated and
inspected by the Poudre Fire Authority. Separate permits are required for both.

8. If the fire hydrant that connects to the main in College Avenue needs to be
relocated, then there will be work in the State Highway right-of-way. A permit
from Colorado Department of Transportation will be required. Please be
cautioned that this may require significant lead time to obtain the necessary
permit from CDOT.
9. The new buildings will be reviewed by the Building Inspection Department. The
canopy will require a separate permit. The setback for the canopy from the
property line will be close since the site is tight. It is unlikely that a zero setback
will be allowed.
10. Handicap accessibility will be reviewed for compliance with the Uniform Building
Code. Please note that there must be a handicap accessible route from the
store to the public sidewalk. For further information, please contact Sharon

Sinclair Redevelopment at College and Drake
Mr. Tom Richards and Craig Anderson, Sinclair Oil Company, 333
West Hampden Avenue, Englewood, CO. 80150.
Request to demolish and redevelop the facility at College and Drake. The new
construction would include new gas pumps, canopy, convenience store, and a one -bay
automatic carwash. New curb cut locations are necessitated by the City's intersection
widening project.
COMMENTS:
1. The site is supplied electrical power by the City of Fort Collins Light and Power
Utility. Redevelopment of the site would include new electrical service and
transformer. The fees charged for new service would be adjusted by giving
credit for existing service. The location of the new transformer must be shown
on the site and landscape plans. The transformer should be located within ten
feet of hard surface for emergency change -out by a boom truck. The
transformer should be screened. Screening can be by a solid enclosure meeting
the clearance specifications of the Utility, or by landscaping. The transformer
should not be located along either street frontage. For further information,

2. There are an eight inch diameter water lines in both College and Drake that are
available to serve the site. There is an 18 inch diameter sewer main in Drake
that may serve the site. The existing services to the site may be used or
abandoned. If abandoned, the City requires that they be abandoned back to the
main. (It is assumed that the existing services will not be adequate for the
carwash.)
