preliminary P.U.D. to the City within the next few weeks with the intent of going to the
Planning and Zoning Board in June. By the time of the Board's hearing, I would like to
be able to say that C.D.O.T. is okay, in concept and layout, with the two new access
locations, the right turn lane, and the vacation of the frontage road. Please call me with

Dear Tess:
A few weeks ago we met to discuss a number of development projects proposed in the
City of Fort Collins. One of those projects was the southeast corner of College Avenue
and Drake Road. The City will be reconstructing the intersection as a capital
improvement project later this summer. As a result of the project, the existing gas
station on the southeast corner will be submitting a P.U.D. to the City to redevelop the
site into a convenience store/gas station layout.
City staff has met with the owner of the gas station site (Sinclair) and the owners of the
properties adjacent to the site on the south side (Thunderbird Motel and the Moot
House restaurant). There are currently two curb cuts on College into the gas station
and one into the Motel site in addition to the frontage road access in front of the
restaurant. I suggested to the owners that they remove their existing curb cuts and
consider constructing a shared curb cut on College Avenue on the property line. The
owners of the motel wanted to have their own curb cut off of College Avenue as well as
the shared curb cut. I suggested that, by closing off and vacating the frontage road in
front of the motel and the Moot House and continuing the right turn lane back to
Thunderbird Drive, we could create an opportunity to allow a new curb cut between the
Moot House and the motel that would allow right in/right out access off of College
Avenue.
Enclosed is a preliminary layout of the proposed curb cuts and extension of the right
turn lane. We are trying to save as many of the existing trees as possible. The
southern proposed curb cut lines up with an existing drive aisle in the parking lot
between the Moot House and the motel. It may be desirable to add radii to the curb
cuts. Since this section of College Avenue is a Category 3 highway and this is a retrofit
into the existing constraints, I need some input from you on what design criteria to
apply. I view the tradeoffs of consolidating the curb cuts away from the intersection of
Drake Road and getting rid of the old frontage road as benefits to the traffic flow on
College Avenue.
