regarding the location of the College Avenue curb cut. We look forward to working with you
and the adjacent property owner to resolve these issues. Please feel free to call if you have any

trees are specified to be 3 inch caliper Hackberry. Sinclair should plant two 3 inch
caliper Hackberries in the gaps of the City's trees to match and create an attractive
streetscape along College Avenue. (See redlines.)
E. On the Drake frontage, please indicate the locations of the City's tree grates and
that these will be 2" caliper Autumn Blaze Pear. Sinclair should plant two 2 inch
caliper Autumn Blaze Pear in the gaps. (See redlines.) As you are aware, the
overhead power pole on Drake requires use of ornamentals varus deciduous shade
trees.
F. The landscape plan should indicate the location of the relocated power pole.
G. Along both frontages, please install 27 Blawwii Junipers, 7 gallon container, in the
locations indicated on the redlines. These will provide year-round color and
upright screening of headlights.
H. In the area of the monument sign, please install four 2 inch caliper Radiant Crabs in
the area of the present English Oak and Red Oak. (See redlines.)
I. In the area of the monument sign, please provide 10 Dwarf European Cranberry.
These will not exceed two feet in height and will not block the pricing sign. (See
redlines.)
J. In the area of the immediate corner, please provide 15 Blue Chip Juniper. (See
redlines.)
K. At the Drake curb cut, please provide 7 Blue Chip Juniper. (See redlines.)
L. At the College curb cut, please provide 5 Blue Chip Juniper (See redlines.)
M. Attached please find standard landscape notes that should be placed on the
landscape plan.
N. Please add an Autumn Purple Ash or Green Ash on the south property line. (See
redlines.) ,
This landscape concept is designed to provide a mix of material, height and color along
the two arterials. Materials will mitigate the amount of hard surface associated with a gas
station/convenience store by placing emphasis on the perimeter. At maturity, there should
be no gaps. Plant varieties have proven successful in our climate.
32. Please label the site plan sheet 1 of 5, the area map sheet 2 of 5, the street frontage plan
sheet 3 of 5, the landscape plan sheet 4 of 5, and the architectural elevations sheet 5 of 5.
25. Please indicate on the Site Plan the location of the bike rack. The following note should
be provided:
"Bike rack should be located near the front entry, permanently anchored to
concrete and not interfere with pedestrian access ways or landscaped areas.
26. Will there be an outside ice machine? If so, please indicate. The ice machine must not be
placed so as to block pedestrian access ways, or interfere with landscaping.
27. Staff is concerned about screening the outdoor condensing units for the chillers. It is not
clear whether these units will be mounted on the roof or ground. Please clarify where
these units will be located. These units must not be visible from the streets. Please add a
note stating:
"All outdoor mechanical equipment shall be totally screened from the public
streets."
28. Please add a note stating:
"There will be no outside storage associated with this P.U.D."
29. Please add a note stating:
"Bollards or pump island barriers, if painted, shall be of a color that is neutral and
not an accent color."
30. Please add a note stating:
"The monument sign pedestal shall be of brick to match the building."
31. We have enclosed a copy of the landscape plan with redline comments. Please note the
following comments:
A. Please remove Blue Spruce as this tree will grow out to block the sidewalk.
B. Please remove Pinion Pine.
C. The east and south elevations of the store should feature junipers with some height '
and not just a ground cover variety. We suggest the Sea Green Juniper for this
area. Other types are acceptable as long as they can withstand southern exposure
and achieve a minimum of three to four feet in height.
D. Please show the proposed trees and tree grates associated with the City's capital
project. On the College Avenue frontage, please note the tree grate locations on
the plans and that these are deciduous shade trees to be planted by the City. These
messages displayed on top of the gas pumps."
17. We are not sure what constitutes "Little America" red. An actual brick sample should be
provided.
18. The parking stalls are 10 feet wide. These stalls need only be 9 feet wide. Reducing each
stall by one foot creates seven additional feet for landscaping opportunities in front of the
store. Please use this seven feet to create an attractive entry by planting a tree, adding a
bench, or anything that will help beautify the site. Perhaps this could be the area for the
bike rack, pay phone, and an attractive park -like waste barrel for the lottery tickets that
did not come in. We can discuss some of these ideas further.
19. Staff applauds the architectural elevations. The brick material and pitched roof will be
attractive additions to the intersection. The generous use of glass will help create a
friendly approach to the building. Staff is concerned, however, the glass area may become
attractive for temporary banners, posters, promotional materials, etc. How will this be
controlled so that the quality of the an building is not diluted by temporary signage in the
windows?
20. Please indicate the color and material of the "painted fascia and soffit." This color should
be compatible and not a bright, vibrant accent color.
21. As you are aware, wood shake shingles are prohibited by the Fire Code. An excellent
substitute is concrete tiles or the heavy shadowline, high -profile asphalt fiberglass shingle
(350 to 400 lbs. per square).
22. Staff is concerned about site lighting and the potential impact on drivers. The City uses
high pressure sodium as a light source for street lighting which is not only efficient and
cost-effective but does not have a sharp bluish glare. This light source is well received by
the public. In order to comply with City street lighting, please add a general note that
states:
"All building and pole -mounted lighting shall be of high pressure sodium as the
light source. All fixtures shall feature down -directional, sharp cut-off luminaries."
23. Please provide a manufacturer's cut sheet for the light fixtures. Information should
include height of pole, style of luminarie, lamp source, and wattage. Please note that
broad area -wide floodlighting will not be allowed as this is an inefficient and antiquated
lighting technique.
24. Regarding lighting, you may find that with the close proximity to the intersection, there
will be public street lighting that will illuminate your site. Consequently, your lighting
needs may be substantially reduced at great savings to you. Our Light and Power Utility
can provide data on the amount of illumination that will be cast on your site.
The City's Stormwater Utility will need further details. A grading and drainage plan
should be submitted showing existing and proposed basin delineation, along with
corresponding basin areas and runoff coefficients. Also, please provide an erosion control
plan and escrow.
You have the option of replatting the property to dedicate new utility easements and
vacate old easements. Otherwise, dedications and vacations must be done by separate
legal instruments all of which must be filed with the Larimer County Clerk and Recorder.
As we have discussed, the City Forester will not allow removal of any trees on South
College Avenue. Therefore, the closing of the frontage road, and new curb cut for the
motel property will not be allowed. Staff will continue to work with the motel property
owner to resolve the College Avenue curb cut location.
10. The closing of the existing driveways along College Avenue will allow more area for street
trees. The City's capital project will install the necessary tree grates when the sidewalk is
poured. Sinclair will be obligated to install the trees at the time of redevelopment.
11. Signage will not be allowed to project above the canopy ridge line. Be sure to check with
Peter Barnes, Zoning Administrator, regarding compliance with all the requirements of the
Sign Code.
12. , Please add the following note to the Site Plan:
"Developer shall ensure that the landscape plan is coordinated with the plans done
by other consultants so that the proposed grading, storm drainage, or other
construction does not conflict nor preclude installation and maintenance of
landscape elements on this plan."
13. The landscape plan shall contain a general note calling for the review and approval by the
City of Fort Collins of any required landscape irrigation system prior to the issuance of a
building permit.
14. The landscape plan shall include the total area (in square feet) for each landscape category.
Landscape categories are distinguished by their water requirements and intended
maintenance level. Examples of possible categories include but are not limited to high
water turf grass, low water turf grass, low water planting bed, moderate water planting
beds, and non -plant (paved) areas.
15. Please note that the trash enclosure shall be constructed out of brick to match the building.
16. Due to an issue related to one of your competitors, we must ask the following note to be
added to the architectural elevations:
"There shall be no advertising, pricing information, logos, or promotional

Dear Tom:
Staff has reviewed the request for Sinclair Redevelopment P.U.D. and offers the following
comments:
Electricity is supplied by the City's Light and Power Utility. Presently, only single phase
power is provided to the property. If you desire three-phase, then Light and Power will
need easements from the surrounding property owners to get additional electrical capacity
to the panel.
2. If a new transformer is needed, the location must be coordinated with Light and Power. A
new transformer would need to be screened by an enclosure meeting the proper
specifications of Light and Power. Enclosure would have to be brick to match the
building.
3. Public Service Company cautions that any rebuild or relocation of existing natural gas
facilities required by this P.U.D. will be paid for by the developer.
U.S. West will remove the coin phone at the curb on August 9, 1996 unless notified of
project delays.
U.S. West advises the owner is responsible for provision of all conduit for telephone
facilities within the project. The owner also provides terminal room space or exterior wall
space for the telephone terminal. The owner's vendor provides all facilities beyond the
U.S. West terminal. Please contact the U.S. West Engineer for conduit specifications for
the telephone entrance cable. Also, any relocation existing facilities required by these
plans will be paid for by the developer.
6. The Poudre Fire Authority reminds the developer that permits for installation or removal
of underground storage tanks and related piping are required .
