Zoning District are any uses permitted in the RL - Low Density Residential District or any land
use located on a Planned Unit Development. The RL Zoning District does not allow multi -family
residential as a permitted "use -by -right". For the Parkway Townhomes to be reviewed as a multi-
family residential project, the request must be processed by the City as a Planned Unit
Development.
Section 3(4) of Ordinance No. 119, 1979 states that a master plan shall be required to be
submitted and approved by the Planning and Zoning Board and City Council for each of the seven
"superblocks" identified on Exhibit "A" (attached) prior to consideration of any plat or site plan
or the issuance of any building permit for any parcel located within that "superblock". The subject
property is located within Superblock/Master Plan Area No. 1 as identified on Exhibit "A". The
South College Avenue Superblock Plan No. 1 was approved by the Planning and Zoning Board
on May 26, 1981, with the approval subject to each Planned Unit Development that comes in
reflecting its overall compatibility with the rest of the superblock.
In summary, the proposed Parkway Townhomes Multi -Family Residential Project is subject to the
City of Fort Collins Planned Unit Development review process and will be evaluated against the
All Development Criteria and the Residential Uses Density Chart of the Land Development
Guidance System. Also, it will be evaluated against the South College Avenue Superblock Plan
No. 1.

Re: -Parkway Townhomes Multi -Family Residential Project
Dear Julie,
This letter is in response to a request for verification of the current zoning on a property that is
located on the west side of JFK Parkway approximately 260 feet south of Troutman Parkway, in
the City of fort Collins. The parcel of land is approximately 1.6 acres in size (triangular in shape)
and is bounded JFK Parkway on the east, the Larimer County Canal No. 2 on the northwest, and
vacant ground to the south.
The subject property is part of the South College Properties Annexation (Ordinance No. 44,
1979) in December, 1979 that was zoned FIB - Highway Business, RP - Planned Residential,
RMP - Medium Density Planned Residential, and BP - Planned Residential (Ordinance No. 119,
1979) at the time of annexation. According to the current City of Fort Collins Zoning Map, this
property falls within the following three zoning districts:
hb - Highway Business
by - Planned Business
rp - Planned Residential
Section 3(1) of Ordinance No. 119, 1979 states that any uses in the FIB - Highway Business
Zoning District and the BP- Planned Business Zoning District shall be permitted only as a part of
a Planned Unit Development, as that term is defined in the Code of the City of Fort Collins.
Portions of the subject property are in both the FIB and BP Zoning Districts.
Section 3(2) of Ordinance No. 119, 1979 states that only residential uses shall be allowed in the
RP - Planned Residential Zoning District and the RUT - Medium Density Planned Residential
Zoning District. A portion of the subject property is in the RP Zoning District. Section 29-222 of
the City of Fort Collins Zoning Code states that the uses permitted in the RP - Planned Residential
