regarding the required content of the Traffic Impact Analysis, you should contact the
City's Traffic Engineer, Eric Bracke at 221-6608.
8. The development must have at least one (1) handicapped accessible. unit; the
garage of this unit must meet handicapped accessibility requirements. In addition,
a certain percentage of the total parking spaces allotted must be handicap
accessible. For more information regarding these comments, please contact
Sharon Getz of the Building Inspections Department at 221-6760.
9. There are existing eight -inch (8") water and sanitary sewer mains in JFK Parkway
that can service this project. Individual, metered services for each unit would be
advantageous. The water main will need to be completely looped to provide
individual services. It will be necessary to keep the sanitary sewer main under hard
surfaces and out of any landscaped areas. There may be two (2) connections
necessary to accommodate the fire hydrant(s). Water conservation standards for
landscaping and irrigation will apply. Plant Investment Fees and Water Acquisition
fees will be due at the time of building permit issuance. For more information

10. Street Oversizing Fees are set at $584 per dwelling unit, and are due at the time of
building permit issuance. It was mentioned that there may be concerns related to
access onto the arterial (JFK), and that only one (1) such access is typically
allowed. It'was suggested that this access point(s) should be designed as close to
ninety degrees (900) as possible. With plan submittal, it will be necessary to
provide information regarding surrounding accesses, such as alignments, offsets,
and center left -turn lane concerns/needs. All parking stalls should be setback a
minimum of one -hundred (100) feet from the centerline of the arterial, that is, 100'
of actual travel distance. Sidewalk, curb, gutter and street improvements may be
required. Any missing or damaged sidewalks, curbs, or gutters will need to repaired
and/or replaced. When planning your landscaping, be sure to maintain minimum site
distance requirements at accesses. Standard submittal requirements for utility plans
will apply. You will be required to enter into a Development Agreement with the
City; this could take anywhere from two (2) to six (6) months to finalize. For more

11. Please speak with Tim Buchanan, the City Forester, about the removal of any trees;
he can be reached at 221-6361.
12. A neighborhood information meeting is required and is scheduled for February 15,
1996 at the Harmony Presbyterian Church.

2. The developer will be required to provide at least two (2) parking spaces for each
three bedroom unit, and at least two and one-half (2%) parking spaces for each four
bedroom unit. These requirements are exclusive of any handicapped parking
requirements. For more information regarding these comments, please contact

3. Parkland fees of $813 per dwelling unit would be due at the time of building permit
issuance. A neighborhood park, Landings Park, already exists on Boardwalk; the
potential for access from the site to the park should be considered, if possible.
There is a rebate program (based on the income of the user) available with the
parkland fees. Such rebates are available only after a Certificate of Occupancy has
been issued and the property has been closed upon. For information regarding

4. Power to the site is available from the west side of JFK Parkway. Normal
development charges will apply. The type of transformer needed and its location
will have to be coordinated. As individual metering (separate service for each unit)
would be more costly, "gang metering" was recommended. For more information

221-6700.
5. The Poudre Fire Authority has stated that the unit to the north (containing eight
units) is out of access. It was suggested that continuing the drive around, by
connecting the two separate drives into one loop, the access problems might be
solved. If such a connection is made with gravel surfacing, no parking on this
connection would be allowed. A fire hydrant should be placed out on JFK Parkway,
at the end of the walkway to/from the community building. A hydrant at this location
should be able to serve both rows of townhomes. For more information regarding

6. The site is located in the McClellands/Mail Creek Drainage Basin, where the fees
are $3,717 per acre, subject to the runoff coefficient reduction, and are due at the
time of building permit issuance. You will be required to provide some on -site or off -
site detention due to the downstream outfall capacity restrictions. Detention in
parking areas cannot exceed nine (9") inches in depth. A standard drainage and
erosion control report will be required, as will runoff control measures. It will be
necessary to demonstrate how the proposed drainage plans would affect the
existing Master Plan model. An off -site drainage easement will be required for
drainage to cross the property to the south. With preliminary submittal, it will be
necessary to provide a letter of intent to acquire the necessary easement(s). With
final submittal, the actual easement dedication will need to be completed and

CONCEPTUAL REVIEW STAFF COMMENTS
ITEM: Trac Housing (Parkway Townhomes), Multi -Family Residential
APPLICANT: Trac Housing Offices

LAND USE DATA:
Proposal to construct an affordable multi -family housing development consisting of
twelve (12) townhomes and a community building on 1.6 acres. The townhomes
would be a mixture of three (3) and four (4) bedroom units built on a Land Trust,
meaning that the land would be held in a trust while the homes (structures only)
would be individually owned. Each unit would have its own single -car garage as
well as access to community parking areas. The property is located on the west
side of JFK Parkway approximately 260 feet south of Troutman Parkway, in the City
of Fort Collins. The site, which is triangular in shape, is bounded by JFK Parkway
to the east, the Larimer County Canal No. 2 to the northwest, and vacant ground to
the south.
COMMENTS:
1. The property falls within three (3) zoning districts: the Highway Business (hb) Zone,
the Planned Business (bp) Zone, and the Planned Residential (rp) Zone. Each one
of these districts would. require that this project, processed as a multi -family
residential development, be submitted as a Planned Unit Development, subject to
the standards of the L.D.G.S. In addition, the subject property is located within
Superblock/Master Plan Area No. 1, as identified by Section 3(4) of Ordinance No.
119, 1979. This ordinance states that a master plan shall be required to be
submitted and approved by the Planning and Zoning Board and City Council prior
to consideration of any site plan or plat or the issuance of any building permit for
any parcel located within that "superblock."
In summary, the proposed Parkway Townhomes Multi -Family Residential Project
is subject to the City of Fort Collins Planned Unit Development review process and
will be evaluated against the All Development Criteria and the Residential Uses
Density Chart of the Land De-velopment Guidance System, as well as the South
College Avenue Superblock Plan No. 1.
