HomeMy WebLinkAboutPARKWAY TOWNHOMES PUD - PRELIMINARY/FINAL - 9-96 - CORRESPONDENCE -Please be aware of the following dates and deadlines to assure your ability to stay on schedule for the May 20, 1996 Planning and Zoning Board hearing: Plan revisions are due no later than the end of the working day, May 1, 1996*. Please contact me for the number of folded revisions required for each document. * NO REVISIONS WILL BE ACCEPTED AFTER THE DEADLINE..THE ITEM WILL BE CONTINUED TO THE NEXT MONTH'S PLANNING AND ZONING BOARD AGENDA IF REVISIONS ARE NOT RECEIVED BY THIS DATE. PMT's (photo reduction of Site Plan, Landscape Plan, Building Elevations to 8.5" x 11 "), rendering (one each colored full-size Site or Landscape Plan and Building Elevations), and 8 folded copies of the final full-size Site Plan, Landscape Plan, and Building Elevations revisions (for the Planning and Zoning Board members packets) are due on May 13, 1996. Please contact me at 221-6750 if you have questions or concerns related to these comments. I am out of the office until Monday morning, April 15th; however, I would like to schedule a meeting with you next week to discuss these comments. The Poudre Fire Authority offered the following comments: a. Maintain at least a 24' wide street throughout the site, not half.20' and half 24. b. There are no provisions for parking on 20' wide streets and the City is unable to police "No Parking Restrictions". C. The 20' wide street, if accepted by the City, must be marked a "Fire Lane" and the curbs painted red. 9. The Light & Power Department has stated that the electric meters will need to be stacked on the east end of the buildings so that the power can come directly off of JFK Parkway to these clusters and not have to go through the site. Note: There are many problems with going through this site and L & P feels that a utility coordination is needed. 10. The comments from the Water/Wastewater Department have been forwarded to your engineer on red -lined utility plans and to you on a red -lined Landscape Plan. 11. The Parks & Recreation Department has stated that your local neighborhood park is Landings Park located to the east of this development on Boardwalk Drive. 12. The Natural Resources Division has offered the following comments: a. The area between the canal and the drive could be given more landscaping and should be planted in more native shrub and tree species, i.e. Chokecherry, Wild Plum, and Peachleaf Willow. b. The trash enclosure should include an area for recycling. c. Please install a bicycle rack in front of the community building. 13. A copy of the comments received from the Stormwater Utility is attached to this letter. 14. A copy of the comments. received from the Engineering Department is attached to this letter. 15. There is confusion about what plan sheets were received, i.e. There are two Sheet No. 1 of 2 - Preliminary and Final Site Plan and no (official) Landscape Plan. Probably one sheet needs to be renumbered and renamed. This completes the review comments at this time. Additional comments may be forthcoming as the various departments and reviewing agencies continue to review this request. Commu-.tty Planning and Environmenta. .ervices Current Planning City of Fort Collins April 8, 1996 Terence Hoaglund 719 Pear Street Fort Collins, CO. 80521 Staff has reviewed your documents for the Parkway Townhomes PUD, Preliminary and Final that were submitted to the City on March 18, 1996, and would like to offer the following comments: 1. Columbine CableVision has stated that they would like to see the areas outside of the building envelopes as utility, drainage and access easements. Also, the plat map shows an 8' utility easement along JFK Parkway but the Site Plan shows a 12' utility easement. Which one is it? 2. A copy of the comments received from U.S. West is attached to this letter. 3. Public Service Company has stated that in order for both gas and electric facilities to be installed behind pavement, the minimum distance from the rear edge of pavement to the rear line of the front lot utility easement must be 13'. Present plans do not provide this much utility easement. This will force gas or electric facilities to be installed in areas to be paved, resulting in additional cost to the developer. 4. The Larimer Canal No.2 Ditch Company has stated that they met with the owner of the development and discussed the use of the ditch right-of-way. At that time it was not decided how the ROW was going to be used. If the ROW is not going to be used for a common road then they need to see grading plans for the road. A signed agreement between the ditch company and this developer is required. 5. The Zoning Department stated that the plat name should designate that it is a PUD. 6. A copy of the comments received from the Building Inspection Department is attached to this letter. 7. The Police Services Department stated that it is important to have good security lighting for the parking lots and buildings.
