facilities). A new Certificate of Occupancy (C.O.) must be issued for the bank. Please
contact Sharon Getz at 221-6760 with any questions regarding these comments.
4. The Water and Wastewater Utility requested that the applicant remove the existing grease -
trap since the building is being converted to a bank. The applicant indicated that they would
like for the grease -trap to remain should, for any reason, the bank be converted back to a
restaurant in the future. The Water and Wastewater Utility indicated that this would be
acceptable if none of the bank drains connect to the grease trap. Please contact Roger
Buffington at 221-6681 with any questions regarding these comments.
5. The Stormwater Utility stated that the property is located in the Old Town Drainage Basin.
The stormwater development fees for this basin are $4,150 per acre for any new impervious
surface areas. If there are no changes, then there will be no fee charged and no drainage
report will be required. However, the applicant will be required to submit a letter stating that
there are no drainage pattern changes or increase in imperviousness. The following note can
be included in the "Planning Objectives" for the C-L Site Plan submittal: "No site revisions
are anticipated. The drive-thru lanes will be used for drive -up banking." Please contact Glen
Schlueter of the Stormwater Utility Department at 221-6589 with any questions regarding
these comments.
6. The Engineering Department stated that the traffic trip generation for a bank is less than
the trip generation for a fast-food restaurant. Therefore, a traffic study will not be required.
Staff suggests that the current circulation pattern be maintained. Please contact Kerrie
Ashbeck at 221-6750 with any questions regarding these comments.
7. The Natural Resources Department suggested that the applicant make special design
consideration for pedestrian access from the shopping center. Please contact Susie Gordon
at 221-6600 with any questions regarding these comments.

LAND USE DATA: Request for a change of use from a vacant fast-food restaurant
building (formerly "Amigos") to a bank. The property is located at
the southwest comer of Riverside Avenue and Lemay Avenue on Lot
A of the Riverside Shopping Center.
COMMENTS:
L, The Zoning Department stated that the property is located in the C-L, Limited Commercial
Zoning District. Banks, savings and loans and finance companies are a "permitted use" in this
district subject to a Site Plan Design Supplemental Review approval by the Director of
Planning. Please contact Gary Lopez at 221-6760 with any questions regarding these
comments.
2. The Current Planning Department stated that according to Section 29-343 of the City
Code of Fort Collins, "Permitted uses shall require that a site plan, landscape plan, building
elevations, and other supporting documentation applicant shall be submitted to and approved
by the Director of Planning." Since the proposed project does not add more than 25% of new
habitable floor area to the existing building; or eliminate more than 10% of existing habitable
floor area, it qualifies for a "small project development review fee" of only $200. A
geographical notification map for this project is attached. The developer is responsible for
obtaining the names and addresses of property owners within the mailing area. The developer
must submit to the City mailing labels and 50 cents per name at the time of application for the
mailing of administrative hearing notices. For further information regarding these comments,

3. The Building Inspections Department stated that after the Site Plan Supplemental Review
by the Planning Director, the applicant will be subject to a separate Building Permit Review
by the Building Inspections Department. The applicant must submit floor plans for any
building alterations and electrical plans for any new electrical wiring (i.e. drive thru bank

For your information, attached is a copy of the Staffs comments concerning the request for the
Farmers Bank at Riverside Shopping Center which was presented before the Conceptual Review
Team on March 18, 1996.
This is a request for a change of use from a vacant fast-food restaurant building (formerly "Amigos")
to a bank. The property is located at the southwest corner of Riverside Avenue and Lemay Avenue
on Lot A of the Riverside Shopping Center.
The comments are offered informally by Staff to assist you in preparing the detailed components of
the project application. Modifications and additions to these comments may be made at the time of
formal review of this project.
