The site is served by City water and sanitary sewer systems. It was noted that you may need to change the main leaving the house. If the house changes over to a commercial use, it will be necessary to have a water meter installed; if you volunteer for water meter installation, it would be installed at no charge. If any additional landscaping is to be done on site, water conservation standards for landscaping and irrigation will apply. If improving (paving) the parking area, it will also be necessary to pave the access to the parking (i.e., the alley up to and into the parking area). If these improvements are to be proposed, it will be necessary to have these plans prepared by a Colorado licenced professional engineer. It will be necessary to repair/replace any damaged pavement, curb, gutter, and/or walks along the property frontages. Fees in this basin are $2,175 per acre, prorated according to increased imperviousness, and are due with the building permit. If you will not be increasing the imperviousness of the site, no fees would be required but we would ask that you please submit a letter stating that this is the case. If the parking area is to be paved, or if the imperviousness of the site would be increased by more than 350 square feet, it will be necessary to submit a standard drainage and erosion control report. The panel size could be increased to 150 amp service at no charge as long as the house is still in residential use. If the rear yard is to be paved, it will be necessary to, first, place the light and power services underground. If you will be changing the main panel size of the light and power service to the site, please contact Light and Power at 221-6700. 8. If the site is to be converted to a more intense use than currently exists, the landscaping of the front yard (i.e., along College Avenue) will be reviewed. Commercial uses are considered to be more intense than residential uses. 9. Carol can be reached at 221-6376. CONCEPTUAL REVIEW STAFF COMMENTS MEETING DATE: April 8, 1996 ITEM: Change in use from residential to business/office at 1435 South College Avenue. APPLICANT: Mr. C.J. Streit, 3430 Surrey Lane, Fort Collins, CO 80524 LAND USE DATA: Proposal to convert an existing residence at 1435 South College Avenue (lot 9) to office space (commercial use). The existing building would undergo no exterior changes, with the exception of a new coat of paint. Access to the site would be gained from the alley in the rear; the alley is not currently paved. The garage to the rear of the house is no longer existing, and the gravel back yard could accommodate parking for up to eight (8) cars. There is also an existing gravel lot west of and adjacent to the site; this lot is under the same ownership as the subject property and, if needed, could be used for.parking. The property is located at the northwest corner of College Avenue and Prospect Road. COMMENTS: The site is in the BP, Planned Business, Zoning District; this district has a PUD condition attached to it. Therefore, the proposal would have to be submitted to the Current Planning Department as a Planned Unit Development (PUD), subject to the standards of the Land Development Guidance System (LDGS). 2. Any parking area that is greater than 1800 square feet in area or accommodates more than six (6) vehicles would have to be paved. The minimum parking would have to provide two (2) spaces for every three (3) employees, and the parking area would have to include a minimum of 6% interior landscaping, in the form of landscaped islands. It is also necessary to provide a minimum of five (5') feet (in width) of landscaping along the alley frontage as well as along any adjoining lots. Further, access to new parking/parking for new uses must be paved. Hopefully, these requirements can be worked out in a manner that would not preclude, or be financially prohibitive to, the proposed change of use. It will be necessary to get a new Certificate of Occupancy for the office occupancy; this requires the submittal, to the Building Inspections Department, of floor plans.
