3. Please show details of the outfall for the existing storm sewer under Hickory. The
expansion of Hickory is adding impervious area to this drainage outfall. Where does the
drainage go? Is there an existing easement for the outfall? Or, is an easement needed?

4. Please show off -site contours on the west side of the site. The flows from this off -site
basin must be calculated and must pass through the site like historical conditions. The 6'
wall is shown to block off -site flows. Blocking off -site flows is only acceptable, if a
drainage easement is provided from the property to the west.

5. Please specify that maintenance of the off -site channel will be the responsibility of the
property owner of the proposed site. The erosion control measures must also be
maintained until the swale is fully vegetated.

6. The proposed on -site channel must not be within the dedicated right-of-way for Fourth
Street. The channel could be piped under the right-of-way. A drainage easement must be
dedicated for the on -site swale.

7. The time of concentration for the site was calculated assuming overland flow for the
entire travel time. The proposed swale through the site causes the runoff to become
channelized with a much smaller travel time. Please recalculate the peak runoff from the
site considering channelized flow for the time of concentration calculations.

Note: Further discussion between Stormwater and the Natural Resources Dept. is needed
regarding the outfall Swale. We plan to meet with Natural Resources to confirm the
location, intent, operation, and maintenance of the swale that is proposed in the Salyer
Open Space. This meeting will take place within the next week. At that time, additional
comments may be provided regarding the swale.
1. The drainage from this development is proposed to outlet into the Josh Ames Canal.
Drainage into the abandoned canal will not be allowed. Drainage from this development
must be diverted directly to the Poudre River.

4. The new RCP pipe for drainage needs to be extended so that it goes past the ROW.
5. Label the 10 foot concrete path along the west edge of the property.
6. The block wall needs to be entirely on this property.
7. A type III barricade needs to be placed across the sidewalk and new pavement at the east edge
of this property where the road is being widened out. Need to make sure this stays out of the
railroad property.
8. Hickory street x-section: Indicate the amount of additional paving that will be done (what is
the flowline to flowline dimension?), this should be the same as Hickory Street to the east.
Indicate the existing slope of the road where the tie in is to occur and what the new pavement
slope is to be.

9. Show how the new flowline location is to meet existing grade. Looks like some grading/ fill
may be needed. In addition what is to be done where the sidewalk ends next to the concrete path,
this sidewalk will sit 6 inches higher than the flowline which appears to be higher than the adjacent
path.
10. Indicate what the driveway width is to be and the location of the drive from the property line.

Plat -
1. A nine foot utility easement should be provided along the Hickory street frontage.
2. Any easements needed for drainage should also be dedicated on this plat at this time.
Site Plan/ Landscape plan
1. Make sure the block wall remains entirely on your property.
2. The ivy to be planted on the west side of the block wall does not appear to be on this property.
Need permission from neighbor to plant on there property. In addition who is to maintain and
water these plants.
Utility plans
1. General note 1 should be modified to reference the Director of Engineering not the City
Engineer.
2.The last note under the general notes (number 1) says that this plan does not meet the
`customary 2% minimum standard' and that the developer is responsible for requesting a variance.
What does this apply to? Drainage, streets?
3. All off site easements are needed prior to going to the Planning and zoning board for approval
and /or the signing of the mylars.

1! Please provide dimensions for the drive lane and typical parking stalls.
M. There should be a landscaped island at approximately the mid -point of the
row of parking stalls. Also, there should be a landscaped island at each end
of the row of parking stalls to provide separation from the trash enclosures.
This will prevent cars from hitting the enclosures.
On- The Building Envelope may need to be increased as no awnings or building
projections may extend outside of the building envelope.

An east/west sidewalk extension is needed from the entrance drive to the
building.

d. The developer needs to coordinate a transformer location and development
charges with the Light and Power Engineering Department.
3. The Right -of -Way Agent requests that the City owned 20' strip be shown on the
plat as Parcel 2.
4. The Parks Department offers the following comments:
a. / The area adjacent to Legacy Park may receive overflow foot traffic and
equipment placement during the New West Festival.
b. Please prepare an easement request with legal description, etc. for any
necessary easement(s) needed from the City's Parks Department.
5. The Poudre Fire Authority offers the following comments:
a. This building exceeds five thousand (5,000) square feet and must be fire
contained or fire sprinklered. If fire containment is used, a fire access
roadway must be provided around the building with turning radii of 20 feet
inside, and 40 feet outside. The road must be constructed of road base or
better construction and maintained year around.
b. If the building is fully fire sprinklered, the access as shown will meet fire
department concerns.
C. A fire hydrant is required within 400 feet of the building capable of 1,000
gallons per minute at a residual of 20 pounds pressure. We recommend a
hydrant at the entrance to the property.
6. Public Service Company stated that a minimum 10 foot wide utility easement is
needed adjacent to the Hickory Street right-of-way or Fourth Street (south property
line).
7. The Pavement Management Division of the Engineering Department stated that
all projects initiated after April 12, 1996 shall follow the new Pavement Design and
Technical Criteria guidelines.
8. TCI of Fort Collins states that they have a cable running east/west on the south
side of Hickory Street.
9. The Water and Wastewater Utility offers the following comments:
a. Please add a note to the Landscape Plan which states: "All trees must be
separated a minimum of 10 feet from all water and sewer mains and
services."

Dear Joe,
Staff has reviewed your documents for the Levon's Warehouse and Office Building that
were submitted on June 24, 1996, and would like to offer the following comments:
1. The Building Inspections Department offers the following comments:
a. A minimum 6% of the interior of the parking lot must be landscaped. Please
refer to the Parking Lot Development Guide for further information.
tb. Please add a note to the landscape plan which states: "AII landscaping shall
be installed or secured with an irrevocable letter of credit, performance bond,
or escrow account for 125% of the valuation of the materials and installation
prior to the issuance of a Certificate of Occupancy."
C. 10 foot wide landscape strips are required along Hickory Street in front of the
paved driveway/parking. It is unclear what width is currently shown. Please
revise and/or clarify.
2. The Light and Power Utility offers the following comments:
a. An eight foot wide utility easement is needed along the north, south, and
west property lines.
b. There is an existing fiberglass electric vault near the northeast corner of the
site (not shown on the utility plan). If this vault needs to be relocated, or
have the grade adjusted, it will be at the developer's expense.
C. There will also be costs to the developer to relocate the overhead line to
underground in addition to normal electric development charges.
