g. Canopy shade trees shall be planted in the adjoining street right-of-
way in the center of the parkway strip between the curb and sidewalk
or 3 to 7 feet behind an attached sidewalk at 30 to 40 foot spacing
intervals [3.2.1(D)(2)]. The row of trees along Hemlock Street must
continue along the entire length of you property's frontage with the
street.
h. Exposed sections of building walls that are in high -use or high -
visibility areas of the building exterior shall have planting beds at
least five feet wide placed directly along at least 50% of such walls
[3.2.1(E)(2)(d)]. The northern fagade of this building is a high -use
exterior wall, therefore this standard is not being satisfied. This is a
repeat comment.
i. Please move the note regarding parking spaces located in the existing
building's footprint to the general notes section to avoid confusion
about which building the note refers to.
j. The proposed "open storage area" must be screened from off -site
views in the form of plantings, walls, fences (not chain -link) screen
panels, topographic changes, or a combination of these techniques
[3.2.1(E)(6)] & [3.5.1(J)(2)]. Please specify the height of the fence,
and add a general note that the material stored within the outdoor
storage will not be allowed to be taller than the fence.
k. Windows are required and should be defined with detail elements such
as frames, sills and lintels, and placed to visually establish human scale
and proportion [3.5.1 fl(3)(c)]. This is a repeat comment.
I. Please resubmit the following items:
• All redlined plans and reports,
• Written responses to all comments,
• 10 copies of the revised site plan,
• 9 copies of the revised landscape plan,
• 3 copies of the revised elevations,
• 7 copies to the revised plat,
• 5 copies of the revised utility plans,
• 3 copies of the revised drainage report.

d. You once had specified an outdoor lighting pole where you now are
proposing afire hydrant. There is now no lighting pole identified.
Please label on the site plan where the lighting poles will be. Be sure
to label them as high pressure sodium down directional cut-off light
fixtures.
e. In order to build any of the uses listed as a "commercial/retail use"
the building must comply with the building standards contained in
[3.5.3 Mixed -Use, Institutional and Commercial Buildings] of the Land
Use Code including:
• If the building contains a commercial use, any wall that
faces a street or connecting walkway cannot have a blank
uninterrupted length exceeding 30 feet without including
two of the following: change in plane, change in texture or
masonry pattern, windows, treillage with vines, or and
equivalent element that subdivides the wall into human scale
proportions[3.5.3(D)(2)(a)(1)]. As proposed the building does
not satisfy this standard. There are no windows even shown
on the elevations. This is a repeat comment. The integration
of windows will solve this problem.
• If the building contains a commercial use, facades that face
a street or connecting pedestrian frontage shall be
subdivided and proportioned using features such as windows,
entrances, arcades, arbors, awnings, treillage with vines,
along no less than 50% of the fa4ade [3.5.3(D)(3)]. The
north, west, and south facades must all satisfy this
requirement. As shown, the proposed elevations do not
satisfy this requirement. This is a repeat comment.
Integration of windows could easily solve this requirement.
f. "Full tree stocking" is required to be provided in formal or informal
groupings spaced at 30 to 40 foot spacing intervals (for Canopy shade
trees) or at 20 to 30 foot spacing intervals (for evergreens or
ornamental trees) in all landscape areas within 50 feet of the building.
Landscape areas shall also be provided in adequate numbers to allow
full tree stocking to occur along high use or high visibility sides of any
building. Such landscape areas shall extend at least 7 feet from any
building wall and contain at least 55 square feet [3.2.1(D)(1)(c)].
Additional trees are required along the east and north sides of the
building to satisfy this requirement.

Staff has reviewed your submittal for Levon's Warehouse Condominum, and
we offer the following comments:
COMMENTS:
Water/Wastewater Department, Stormwater, Engineering:
a. Please see the attached redlines and comment sheets from these
departments.
2. Poudre Fire Authority, Zoning:
a. Please see the attached comment sheets from these departments.
3. Public Service, AT&T Digital:
a. These department have indicated that they have no comments.
4. Current Planning:
a. Section 2.2.11 of the Land Use Code requires that an applicant submit
revisions based on this letter within 90 days or the project application
becomes null and void. Your response to the City's concerns is due
December 13, 2000. A 30 day extension to this deadline is available. All
requests for an extension should be directed to the Current Planning
Director. If remaining issues are those that do not require plan revisions, a
status report verifying continuing efforts toward resolving the issues is
required within the same timeline.
b. Please depict more clearly on the site and landscape plans where the
PDP boundary is. A thick line will help it read better.
c. It appears that the scale of the site plan is V=40', but the legend has
it labeled as 1"=60'. Please update the legend.
