prcGminnry discussions with the City's Traffic Operations Engineer have
indicated that this requirement may be waived, please be aware that the City's
Transportation Planning Department would also have to consider the request.
11, If public improvements are necessary, then Utility Plans and Development
Agreement are required at the time of submittal. For further information, please
contact Tim Blandford, 221-6605.
12. Therc is an eight -inch diameter water line in Red Cedar Circle that can serve the
site.
13. As mentioned, there is sanitary sewer in (lie alley that can serve the site. Plant
investment fees and raw water acquisition charge are due at the time of building
permit issuance. For further information on water and sewer services and an
estimate of tlic fees, please contact Roger Buffington, 221-6681.
14. Please contact Ron Gon2ales, Poudre Fire Authority, 221-6570, to be sure that the
plan confonrs to the access and water supply requirements of the Fire Code.

G. Please revise note number nine to read:
"All landscape material shall be installed, or secured with an
escrow, performance bond or any other financial instrument
acceptable to the City, for 125% of the valuation of the landscaping
(materials and labor) prior to issuance of Certificate of Completion."
H. Please add the following standard notes:
"All lighting shall be down -directional and feature sharp cut-off
luminaires. The light source shall be,high pressure sodium.
Maximum on -site lighting levels shall not exceed ten (10) foot
candles."
"This is a liquified petroleum gas (propane) bulk storage facility
only. There are no employees or customers associated with the .
operation of the facility other than the necessary loading of the tank
with product and then loading onto delivery trucks for distribution to
retail outlets and homes and businesses in the area. Only
authorized personnel trained in the loading and unloading of
delivery vehicles will be allowed to use the facility."
"Except for the storage tank and related loading and unloading
bulkhead, no other structures or parking spaces are proposed to be
constructed on site without an amendment to the Plan."
"Setbacks between -the property lines and the tank and all
equipment shall conform to all NFPA, Poudre Fire Authority and
EPA regulations."
"Existing zoning is Industrial."
"Sidewalks and ramps shall conform to City standards."
This concludes Staff comments at this time. Be sure to return all redline
plans. As always,,please call if you have any questions or concerns about these
comments, or to set up a meeting with the appropriate Staff to discuss any issues
in depth.

C. At district edges, side yards shall be used for vehicle operations
and storage areas, in order to allow for a finished, attractive rear
building wall and a landscaped rear yard.
The Project Development Plan, as submitted, will need modifications of these
standards. Such modifications can only be approved by the Planning and Zoning
Board, not the Planning Director or Hearing Officer. The request for
modifications may be submitted to the Board in a "stand-alone" manner or in
conjunction with the Project Development Plan. Enclosed please find the review
criteria for modifications. The basic test is whether or not the plan as submitted
will advance or protect the public interests and purposes of the standard(s) for
which the modification(s) are requested equally well or better than would a plan
which otherwise would comply with the standards.
If the standards cannot be met and modifications are requested, Staff is prepared
to discuss possible design solutions that meet this "equal to or better than" test.
-6. Shrubs should be planted outside the six foot solid wood fence along Red
Cedar Circle, between the walk and fence. These shrubs should be
planted in a quantity so that the shrub bed is covered at the time of
.maturity. The species, quantity and size must be listed in an expanded
Plant Schedule. Shrubs must be planted in a minimum of five gallon size:
Be sure to specify a mulch material. (Staff recommends pole peelings or
wood chips rather than gravel or river rock as a more effective material to
conserve moisture. Gravel mulch in unattended commercial environments
cause heat problems for new plants as demonstrated by the "Toy Shed
across Red Cedar Circle.)
7. Please make the following revisions to the P.D.P. sheet one of one
A. Please add "Site and ... to the title at the top of the sheet and in the
lower right corner as well.
B. Please add "Liquified Petroleum (Propane) Bulk Storage Facility —
18,000 Gallons" to the top of the sheet.
C. Please add a vicinity map.
D. Please add signature blocks for the Owner, Notary and City
Approval.
E. Please add a fencing detail for both types of fences.
F. Please add a note stating that this P.D.P. does not allow for outside
storage. Any inclusion of outside storage must be. processed as a
Major Amendment.
D. An additional three feet of right-of-way needs to be dedicated along
Red Cedar Circle to the north property line of Lot 13.
E. A nine foot wide utility easement needs to be dedicated behind the
right-of-way for future utility extensions to the north property line of
Lot 13. Both the right-of-way and easement dedications may be
made by separate legal instrument or by replatting the two existing
lots.
2. Please refer to the attached comment sheet from the Stormwater
.Department. Please note that since there will be more than 350 square
feet of new impervious surface, a Drainage Report and Erosion Control
Plan will be needed.
3. Please refer to the attached comment sheet from the Poudre Fire
Authority. Please note that vehicle protection bollards must be installed
on not more than four foot intervals. The plan indicates eight foot
intervals.
4. As you know, the Water Board conditioned their Dry Creek floodplain
variance on construction of a chainlink fence that would intercept debris
from flood waters. Consequently, a chainlink fence needs to be installed
along the west and north perimeter property lines. These are the
upstream sides of the facility where chainlink will act to catch debris. The
two downstream sides, however, should be equipped with a solid wood
fence for screening from Conifer and Red Cedar Circle. The chainlink
fence is not allowed by the Land Use Code to contain inserted slats.
Instead, the fence should be treated with a vinyl cladding (green or black)
to reduce the harsh appearance. The solid wood fence must be six feet
in height. This includes the sliding gate along Red Cedar Circle. This
dual fencing arrangement has been cleared with Marsha Hilmes,
Floodplain Administrator, Stormwater Department.
5. The western property line represents a zoning district boundary line
between the C-N, Commercial, North College zone and the I, Industrial
zone. As such, there are three standards in the Industrial zone that apply
to this project. These standards require the following:
A. A minimum 30 foot deep landscaped yard shall be provided along
any district boundary line that does not adjoin a residential land
use.
B. Storage, loading and work operations shall be screened from view
along all district boundary lines.

Dear Bob:
Staff has reviewed the request for the Schrader Propane Bulk Storage Facility at
1300 Red Cedar Circle and offers the following comments:
Please refer to the attached comment sheet and redlined plans from the 4,
City Engineering Department. Please note the following comments which
may have an impact on the design of the project:
A. Engineering will not support the vacation of the alley since it may -
be needed for re -circulation of North College traffic in the future. In
fact, the Master Street Plan and the North College Access
Management Plan call for a future collector roadway that would
parallel North College Avenue similar to the function of Mason and
McClelland along South College. It has not been determined yet
whether this future parallel roadway will be Red Cedar or the alley.
In order to preserve flexibility for future street connections, the alley
vacation will not be supported at this time.
B. The sidewalk along Red Cedar Circle needs to meet current street
standards as an "industrial local" street. This requires the walk to
be 4.5 feet wide and detached from the curb by a 6.5 feet wide
parkway. Street trees should be shifted into the parkway rather
than behind the walk.
C. The improvements along Red Cedar Circle should be extended
north to the north property line of Lot 13. This includes walk,
parkway, street trees, fencing and shrubs. As it is now, there is a
30 foot gap. It appears from the plat and title of the P.D.P. that the
applicant owns all of Lot 13, not just the southerly 70 feet.
