The time line of the project started on 9/23/96 when they submitted their application for annexation and zoning. The annexation and zoning was processed with a typical turn around time, and was approved on 1/7/97 (pre -City Plan). The initial zoning of the land was RLP. As part of the city wide rezoning associated with city plan, the property was rezoned in 4/97 to LMN. Later that year, the property was rezoned to MMN after the owner indicated they could not proceed with planned expansion. This was processed as a free "hot spot" rezoning even though they had not followed the City Plan's specified "hot spot" rezoning process. Their ODP was submitted on 12/8/97, and was processed with a typical turn around time. The ODP was approved on 4/2/98. The applicants submitted their first phase PDP on 10/2/98 (6 months after the ODP approval). This submittal had the standard 5 weeks for staff to give the applicant comments on the project. On 12/31/98 we received their revisions that were supposed to address the staff comments. These revisions did not address approximately 80% of the concerns that were stated in the comment letter, therefore staff required another round of revisions. Two months later, their next set of revisions were submitted (last week) on 4/5/99, and are currently undergoing the standard 3 week staff review. It appears that Sherry Friesen has mounted a letter campaign complaining about the length of time their process has taken. From our perspective the issues surrounding this project are: 1) The City had to correct the property owners error of not tracking the City Plan rezoning of their property, 2) The applicant took 6 months from ODP approval before they submitted a PDP, 3) The applicant did not address 80% of staff's comments when they submitted the first set of PDP revisions, thereby causing themselves unnecessary delays, 4) The applicant took 2 months to resubmit the latest revisions from the time they received staff's comments,
