Is the project located with at least one -sixth (1/6) of its property boundary contiguous to existing urban development? i. If the site contains a building or place in which a historic event occurred, has special public value because of notable architecture, or is of cultural significance, does the project fulfill the following criteria? 1. Prevent creation of influences adverse to its preservation; 2. Assure that new structures and uses will be in keeping with the character of the building or place. Imitation of period styles should be avoided; and 3. Propose adaptive use of the building or place that will lead to its continuance, conservation, and improvement in an appropriate manner while respecting the integrity of the neighborhood. Uses include retail shops; offices: personal service shops; financial institutions; hotels/motels; medical clinics; health clubs: membership clubs; standard and fast-food -,—:,,= wants; `ospitals: mortuaries: indoor theaters; recreation uses: small animal veterinary clinics; printing and newspaper offices; and, other uses which are of the same general character. CRITERIA: Each of the following applicable criteria must be answered "yes" and implemented within the development plan. Yes No N/A 1. Landscaping: The landscaping will remain in its present form with the exception being the addition of 3 new street trees along South Bryan Avenue, between the sidewalk and the church parking lot. Parking: The on -site parking will remain in its present form and will be used by both the church and the office/residential/church uses in the structure on South Bryan Avenue. The residence has a 1-car parking space in the driveway in front of the garage, accessing the property from South Bryan Avenue. 4. Neighborhood Compatibility: Staff determined that a neighborhood meeting was not necessary for this change in land use. FINDINGS OF FACT/CONCLUSIONS: In evaluating the request for the Cornerstone Presbyterian Church PUD, Preliminary & Final, staff makes the following findings of fact: It meets the All Development Criteria in the LDGS. It scores 55% on the Business Service Uses Point Chart (exceeding the minimum requirement of 50%) in the LDGS. The project location is included in the Residential Neighborhood Sign District. All aspects of proposed signage will be regulated by that section of the Fort Collins Sign Code that is administered by the Zoning Department. RECOMMENDATION: Staff recommends approval of the Cornerstone Presbyterian Church PUD, Preliminary & Final - #26-96. Background: The surrounding zoning and land uses are as follows: N: RL; existing single family residential (Fairview Subdivision) S. RLP; developing residential (Bridgefield PUD) E. RL; existing single family residential (Fairview Subdivision) W: RL; existing single family residential (Fairview West Subdivision) The property was annexed into the City with the Fourth Fairview Annexation in May, 1961. The property was subdivided as Lot 3, Block 1 of the Sixth Fairview Subdivision in February, 1963. Both the existing residence and the Cornerstone Presbyterian Church have been built on Lot 3, which is 52,400 square feet in size. 2. Land Use: This is a request for preliminary and final PUD approval to allow a residential unit, an office use, church Sunday School, and church -related youth group meetings in the existing single family residence at 1500 South Bryan Avenue. The residence is at the southeast corner of South Bryan Avenue and West Lake Street and is owned by the Cornerstone Presbyterian Church, located at the northeast corner of West Prospect Road and South Bryan Avenue. The proposed office use was evaluated against the Business Service Uses Point chart in the LDGS. It scores 55% on the point chart, earning points for: a) the project being located outside of the "South College Avenue Corridor"; b) containing two significant uses (office and residential); c) contiguity to existing urban development. The earned percentage exceeds the required minimum of 50%. 3. Desion: Architecture: There will be no land use or physical changes to the existing church as part of this PUD request. The existing residence is a tri-level structure that is presently used only as a residence.
