Statement of Planning Objectives
May 20, 1996
The proposed Ramada Limited Suites at Garth Commercial Plaza represents an
opportunity to introduce a hotel into a developing commercial area which helps in attaining the
goal of creating mixed use development within this area of the city.
The proposed use is consistent with the applicable Land Use Policies of the City of Fort
Collins. Those policies include promoting maximum utilization of land within the city;
discouraging commercial development from gaining primary access from College Avenue;
giving preferential consideration to urban development proposals witch are contiguous to
existing development within the city limits; and locational criteria for commercial/business
types of uses.
The scale, color, and general materials of the proposed hotel are compatible with
adjacent uses, and will help to buffer the residential areas to the west of the Colorado and
Southern Railroad tracks, from the heavy retail and commercial uses along South Mason and
South College Avenues. The proposed hotel does exceed the 40' height limit within the city
of Fort Collins by an average of less than two feet, with the highest peak 43'-6". This is
being proposed to accommodate a full gable and hipped roof which improves the appearance
of the building, and is more in character with the residential buildings to the west.
As illustrated on the special review height analysis sheet, the additional height of the
building has little or no impact on surrounding properties beyond that of a hypothetical 25'
wall placed at the property line. This structure has little,- if any, impact on views of the
mountains from any residential properties. The site plan has also been designed to retain a
view corridor of the mountains from Boardwalk Drive. As can be seen from the perspective
sketches, the additional height of the building is almost imperceptible to a pedestrian or
motorist.
Extensive landscaping throughout the site screens the parking areas from public views
and visually softens the scale of the building.
Development of the site is scheduled begin in late 1996.
