DATE: January 6, 1998 TO: PROJECT: #24-96A Evergreen Park, Lot 1-2, Block 5 Type H (LUC) PDP , All comments must be received by Leanne Harter no later than the staff review meeting: Wednesday, January 28,1998 1. The regional drainage channel on the seutfi side of the property must be entirely within a drainage easement. Please extend the existing 16' drainage easement to include the 100-year water surface and freeboard for the channel. RESPONSE: 2: The landscape plan shows trees within the regional drainage channel. These trees should be removed from the new drainage easement for the channel. RESPONSE: 3. The basin delineations are unclear. Please label basins in a manner that the differences between basins can be determined. Especially note basin 1P, it is difficult to distinguish what basin delineation corresponds to this basin. Please verify the ownership of the Evergreen West Pond. The owner of the pond should be contacted regarding the construction of the outfall. Please also show the drainage easement for the pond. RESPONSE: 5. Please show a profile of the pipe from onsite detention pond to Evergreen West Regional Pond. Include invert elevations upstream and downstream; please`take in account all tailwater effects due -to the Evergreen West Regional Pond. RESPONSE: 6. Please include a revised erosion control construction sequence on plans. RESPONSE: 7. The site is located near the floodplain. Please delineate,the floodplain on plans: If the site is within the floodplain, then a floodplain use permit is needed. RESPONSE: 8. Please detain half -street flows and show how this is accounted for in the calculations. If the streets can not be detained, then compensate for the undetained release in the release rate. Cover Sht.: See changes to Gen. Notes; include date in title; scale Vicinity map. Sheet 2: Detach and widen sidewalk to City "Industrial Local" std's. Show sidewalk at "Barrier Curb" locations. This layout requires discussion w/ PFA (Ron Gonzales) to verify 15' south access lane is acceptable. Sheet 5: Please revise 3:1 southern slope to a minimum of 4:1. See all Sheet 2 comments above. In addition, signature blocks for the attorney and owner's certifications should be added. k) Please show the square footage of the buildings and label the proposed uses for the buildings. In addition, please provide the number of .employees per use. This information is needed to accurately determine the maximum number of parking spaces. The reference to the number of parking spaces required —two per three employees needs to be changed to reflect what is allowed by the Land Use Code. 1) Please see the attached redlined plans for additional comments. 7. Comments from Stormwater Utility are attached. I would like to schedule a site visit at your convenience so that we can discuss the issues outlined by the Natural Resources Department and Stormwater. Please call be at 221-6750 and we can determine some times that would work. This completes the review comments at this time. Additional comments may be forthcoming as the various departments and reviewing agencies continue to review this request. Please provide a written response to each of the above stated comments with the submittal of plan revisions. The Natural Resources Department offers the following comments: a) Please show the high water line for the regional pond. b) Show the Limits of Development line on the site and landscape plans. Please contact Rob Wilkinson with the Natural Resources Department to determine the location of this line. c) Are there any existing trees that will be impacted by the proposed development? d) .Will an. -access easement to the pond be required? e) The buffer area between the development and regional pond will need to include native trees and shrubs. Please contact the Natural Resources Department for a list of species that can be used. 6. The Current Planning Department offers the following comments: , a) Elevations were not included with the submittal of revisions. Please include those with the next submittal. b) Please remove the utility plan approval block from the site and landscape plans. c) Please add general notes as indicated on the site plan, including - notes on the bike rack, maintenance of-.,.., landscaping, site lighting (down -directional, cut-off lighting). d) Is there any site lighting? Lighting should be shown on all plans. e) Please provide a cross section of the ditch to the north of lot 1 which shows the ditch, limit of development line, the high water line, any proposed trees/shrubs, and the distance to the building. f) Please number the sheets. g) Please provide information on the type of material to be used for the fence and provide.a detail of the fence. h) Please show a detail of the trash collection areas and provide additional screening of the trash area on Lot 1. i) The pedestrian crossing needs to be clearly defined according to Section 3.2.2(C )(5)(a) Walkways. The Zoning Department offered the following comments: a) Please include some foundation shrubbery on the north side, similar to that along the building frontages. b) Regarding the "fenced storage" area at the south side of Lot 2, if this is to be used for exterior storage area, full screening will be required. c) Please label the building envelope and show the distance to lot lines (i.e., what is the envelope for the south building; what does 40' typ. X 40' typ. Mean; can the units be larger; what is the distance to the east or south lot line.) 2. Comments from the Engineering Department are attached. 3. The Traffic Operations Department offers the following comments: a) The southern drive aisle is too narrow (please see the attached redlined plans.) b) Will there be overhead garage doors on the buildings on lot 2? c) How will vehicles maneuver in and out of the back fenced area on lot 2? 4.
