Section.3.4:1 of the City's Land Use Code requires a natural area buffer zone from 100 to 300.
feet from any natural area. On'June 26t' a site visit with Rob Wilkerson of the Natural Resources
Department took place to'determine the limits of:the natural area .to the East of the site. It was
determined at that time that the natural area limits would be somewhere ' between the high water. .
mark•of the pond and the existing tree line. We have show both of these on the landscape plan and
labeled the distances from the improvements (the driveway and buildings) to the natural area.
From the actual development, we are a minimum of 100-feet from driveway to an area between.the
high water mark and the existing trees and '140 feet to the nearest, building. This buffer area has
been planted, with native grasses; trees and shrubs with species as recommended by'.the Natural
Resources Department. This natural area buffer zone will require some disturbance during
construction because as the site and landscape plans show, a detention pond and emergency vehicle. : -
turnaround are, required on this portion of the .site. Based upon surrounding site conditions
(existing development in the area) Rob did not believe this to be a concern if the disturbed area in, .
the buffer zone was reseeded and planted after construction with native grasses, trees and shrubs.

Based upon the Staff comments in your letter of February 5; 1998, please note the following revisions have been .

Engineering department. Personnel from the Engineering department indicated to us that
the limits of the road patch would extend along the entire frontage of both lots if the
services were placed as you have redlined. We have placed the services in the drive to
minimize the amount of road patching that is required.
Detail Sheet

* A Sewer Joint Encasement detail has been provided.

Dear Roger,
This letter serves as the response to your review comments concerning the final utility plans for
Lots 1 & 2, Block 5, Replat (No. 1) of Evergreen Park. We have addressed the utility plan
review comments on the attached redlines.
Plan Redlines
Master Improvements Plan
* The water and fire services for Lot I have been revised so that the thrust block on the 4" fire
service does not interfere with the water service.
* The sewer services are no longer connected to waterline. This has been done on all
appropriate sheets.
* Stationing has been provided for the sewer services.
* A lowering detail has been provided on the master utility Plan for the fire and water
services.
* Construction note No. 4, which refers to the verification of the horizontal and vertical
location of the sanitary sewer crossing by the 4" fire line has not been revised. We feel the
plans and the new lowering detail provided, adequately prepare the contractor for the
crossings. To pothole the utilities at this time is an unwarranted step, the specific
information to be gained will simply refine the elevations of the lowering. The resulting
construction activities, traffic control, pavement patch, etc. will inconvenience the people
traveling through the area. We request not to be required to pothole the utilities prior to
construction.
* The sewer line will be encased in concrete where it crosses over the water and fire services.
A Sewer Joint Encasement detail has been added to the detail sheet.
* We are not relocating the sewer services out of the drive. Easements will be provided for
these services. A copy of the easement exhibit and dedication language is attached for your
convenience The sewer services were located in the drive after discussions with the

Dear Basil,
Representing Bayberry Development, I have reviewed the utility plans for the above referenced
project which were prepared by Shear Engineering Corporation. The plans propose a storm
sewer outfall requiring construction on the property just east of this project. This property is
owned by Bayberry Development. The Evergreen West regional detention pond is located on
this property. The pond is a part of the Amended Greenbriar-Evergreen Basin Master Drainage
Plan; Lidstone & Anderson, Inc.; Project No COTST05.4; dated September 6, 1994.
After discussions with you, I understand that you have talked to Lidstone and Anderson and have
established that there will be insignificant increase in the regional detention pond water level due
to contribution from this project. I therefore approve the construction of the storm sewer outfall
according to the plans by Shear Engineering. There is currently a drainage easement defined for
the pond. No additional easements are required. Mr. Shear has indicated that we will be
contacted during installation of the storm sewer so we may have the opportunity to view and
provide input concerning the final look and treatment of the finished product.

7. A floodplain exhibit is now included with the report and the floodplain is delineated on the
Drainage and Erosion Control Plan. A portion of the site is situated in the floodplain. The
developer will apply for a floodplain use permit.
8. The release rate from the detention pond has been reduced to compensate for the undetained
runoff from the western portion of the site.
9. Peak flows have been calculated for all the design points.
Report Redlines
* A table summarizing the areas and runoff coefficients on site sub -basins is now included in
the report.
* A copy of the Coachlight Plaza P.U.D. Plat which shows the 38' easement on the north side
of the channel is included for your convenience.
* The release rate from the detention pond has been clarified in the report..
* We have provided haybales in the regraded channel.
* Other erosion control measures are now called out on the plans.
* The erosion control calculations are provided along with an updated construction sequence.
There is no need to discuss the calculations in the body of the report. _
Plan Redlines

* Easements will be provided by separate document.
Grading Plan
* Additional spot elevations are now provided.
* Finished Floor Elevations are now provided.
Drainage and Erosion Control Plan
* Additional peak flows have been calculated and summarized.

This letter serves as the,response to your review comments concerning the final utility plans for
Lots 1 & 2, Block 5, Replat (No. 1) of Evergreen Park.
We have addressed the written comments and the redlines from Matt Fater dated February 3, 1998
as follows;
Written Comments
An additional 9 feet of drainage easement has been added along the north property line of
Lot 1 in order that the channel be located entirely within an easement.
2. All trees to be planted along the north side of Lot 1 will be planted above the estimated
high-water mark for the 100-year design flow of 80 cfs. Refer to sheet 5 of the plan set for
the estimated high water elevations. Linework has been added to the Landscape Plan to
show the 100-year water surface elevation based on the amended Greenbriar-Evergreen
Basin Master Drainage Plan by Lidstone and Anderson. The information is provided to
ensure no new landscaping is placed in the area of the channel or the easement
3. Basin delineations have been clarified. The Master Plan basin delineation is now shown on
the Grading Plan. The on site sub -basins are delineated on the Drainage and Erosion
Control Plan. This was done so that the Master Plan basins are not confused with the on
site sub -basins.
4. The owner of the Evergreen West Regional Pond is Bayberry Development. They have
been contacted concerning the storm sewer outfall. A draft of a letter has been sent to them
for their review and approval. You may remember that we did this for lots 5 and 6 Block
5, Replat (No. 1) of Evergreen Park. A copy of this letter is attached for your
convenience.
5. A profile of the outfall from the detention pond to the Evergreen West Pond is now
included in the plan set on sheet 5.
6. A revised erosion control sequence is now included on the Drainage and Erosion Control
Plan.

h) The trash collection areas will be fenced with the same fence design as the buildings and
additional screening has been.added to both trash collection areas.
i) The pedestrian crossing near the west side of the buildings has been striped as indicated
on the redline set.
j) The signature block for the Planning and Zoning Board on the Project Development Plan
has been revised as we discussed on the phone. The Attorney's Certification has not been
added as indicated in a message from Sheri Wamhoff in Engineering. As we understand,
the Attorney's Certification is not typical to a Project Development Plan.
k) The requested information has been provided on the Project Development Plan. Please
refer to General Note numbers 1 and 2 for discussion of planned uses and parking
requirement calculations. The maximum allowable parking has been exceeded by
approximately 5%.
l) The various redlines have been addressed as requested.

c) A detail of passenger vehicle (21' turning radius) is attached to this response letter. The
gates have been widened to 16' width. It is not anticipated that a significant amount of
vehicle parking inside the fenced enclosure or the building will take place. It is
anticipated the fenced area will be frequently be used for storage of materials and
supplies, and the garage door will simply facilitate the moving of materials inside the
building.
4. Advanced Planning Department Comments:
a) The Landscape Plan has been revised to replace the Ponderosa Pines.
5. Natural Resources Department Comments:
a) The 100-yr water surface line is shown in both the landscaping plan and the Site Cross -
Sections. The reference elevations are listed in the Drainage and Erosion Control Plan.
b) The Building Envelope and the Limits of Development Line have been added to the
Project Development Plan and the Landscape Plan. A field meeting took place 6\26\98,
with Tom Dugan of Pinecrest Planning and design and Rob Wilkinson of the Natural
Resources Department.
c) Existing trees are shown on the Landscaping Plan. No existing trees will be impacted.
d) The proposed detention pond is within a new drainage, access, and utility easement. The
outfall will require permission of the Regional Detention Pond owner. A letter has been
written to the owner of the pond, a copy is attached for your convenience.
e) A buffer is provided near the buildings to screen the development for the surrounding
area. In order to improve maintenance of the ponds, and thus ensure the ponds function
as designed; planting trees near the ponds has been kept to a minimum. The Storm Water
Department prefers trees to be out of ponds and drainage channels. Approximately 110'
is provided from the back of curb on the access drive to the edge of existing trees
surrounding the regional pond. Grid matrix paving blocks are proposed to minimize the
appearance of development in this 110' buffer to the existing trees.
6. Current Planning Department Comments:
a) Elevation views of the buildings have been provided with this submittal.
b) The Utility Approval blocks have been removed from the Project Development Plan and
the Landscaping Plan.
c) The General Notes have been revised as requested.
d) The site lighting will be attached to the buildings, and it will be properly shielded to
minimize offsite glare. See General Note number 6 on the Project Development Plan.
e) The cross -sections on Sheet 5 has been modified to provide the requested information
f) The sheets in the submittal set have been numbered, except the various reference sheets
which remain unnumbered.
g) The fence will be constructed of 6' vinyl fencing as noted in the elevation views of the
buildings.

This letter serves as the response to your review comments concerning the final utility plans for Lots 1
& 2, Block 5, Replat (No. 1) of Evergreen Park.
We have addressed the utility plan review comments as follows;
Zoning Department Comments:
a) Foundation shrubbery has been added on the north side of the building on lot 1.
b) Full screening of the fenced storage area will be provided by using 6' vinyl fencing.
Refer to the building elevations for a graphic representation.
c) The building envelope line has been added to the Project Development Plan and the
Landscape Plan. The distance from the buildings to the property lines has been labeled
on the Project Development Plan.
2. Engineering Department Comments:
a) Addressed in separate letter.
3. Traffic Operations Department Comments:
a) We have provided a turn around with a 40' radius at the rear of lot 2 for the Poudre Fire
Authority. In an attempt to respond to both the Poudre Fire Authority's need to have a
firm/stable driving surface, and the Natural Resource Department's requirement to
minimize development in a buffer zone around the regional pond, we are proposing to
use a grid matrix paving block which will allow grass to grow up within the turn around.
The grass will blend in with the pond grass and landscaping. A.detail has been added to
the Grading Sheet. The turn around is located within a proposed Drainage, Access and
Utility Easement. This easement will be dedicated by separate document. A copy of the
easement dedication language and an exhibit are attached for your convenience. The turn
around provides the necessary coverage with 150' maximum distance (fire hose length)
from the possible fire truck locations.
b) The building on lot 2 will have overhead garage doors on the rear of the buildings.
