Re: Lots 1 & 2, Block 5, Replat (No. 1) of Evergreen Park; Ft. Collins, Colorado
Dear Mark,
This letter represents a formal request for a variance from the minimum parkway width of 6.5
feet for an industrial local street. This variance request is for the project referenced above. The
decision to detach the sidewalk was made at a meeting between City personnel and the developer
and personnel from Shear Engineering on Thursday, September 3, 1998.
Larry Ketcham discussed this issue with you on Friday, September 11, 1998. You both agreed
that the minimum parkway width could not be obtained and that the roadway width was wider
than the current local industrial street section. You indicated that you would support the reduced
parkway width and that we should formally request this variance.
This letter also serves as the response to your review comments concerning the final utility plans
for Lots 1 & 2, Block 5, Replat (No. 1) of Evergreen Park. We have addressed the utility plan
review comments as follows;
Master Improvements Plan
❑ The sidewalk has now been detached in accordance with the decisions made at our meeting
on Thursday, September 3, 1998.
❑ Relocation of the electric utilities is not required according to Janet McTague of the City of
Fort Collins Light and Power Utility.
o The walk is 4.5 foot wide according to the Typical Street section for a local industrial street.
The back of walk is at the ROW line.
❑ This results in a parkway width of less than the required 6.5 feet for an industrial local street.
❑ The fire access on the south side of Lot 2 has been widened to 18 feet. This was agreed to be
Ron Gonzales of the Poudre Fire Authority.
❑ This has shifted all proposed improvements on the site 3 feet to the north.
o Widening the fire access has also eliminated the need for the turn around in the detention
pond.

Plan Redlines
Proiect Development Plan
❑ The limit of development line does not represent the easement line for the site. This is
represented by a separate exhibit which is now attached for your convenience.
Grading Plan
❑ The invert of the outlet pipe is now shown on the plan view. This pipe has not been extended
for the reasons stated above.
❑ The legend has been expanded to include the following
❑ Proposed contours
❑ Existing contours
❑ Proposed Spot elevations
Drainage and Erosion Control Plan
o The outlet pipe from the pond is ADS N-12. This has been clarified on all details and in all
notes.
❑ The dimensions of the apron and size of the riprap are now called out on the plan.
❑ The size of the overflow weir has been clarified.
❑ The 100-year W.S. Elevation has been clarified.
❑ A sediment trap has been added to the plan. The detail can be found on the Grading Plan.
❑ Refer to the responses to the written comments for other items.
Site Cross Sections

Re: Lots 1 & 2, Block 5, Replat (No. 1) of Evergreen Park; Ft. Collins, Colorado
Dear Basil and Donnie,
This letter serves as the response to your review comments concerning the final utility plans for
Lots 1 & 2, Block 5, Replat (No. 1) of Evergreen Park. We have addressed the utility plan
review comments as follows;
Written Comments
❑ The turn around has been removed from the detention pond. This was done in conjunction
with the widening of the fire access along the south side of lot 2. The widening eliminated
the need for the turn around.
❑ An easement has been defined for the detention pond. The easement exhibit is attached for
your convenience.
❑ The outlet pipe from the detention pond has not been lowered. The invert at the Evergreen
West Detention pond was set up high purposely so that there would be no tailwater effect.
Riprap is provided from the outfall to one foot below the operating water surface elevation of
the detention pond.
❑ A flow summary table is included on the plan now. We apologize for this oversight.
❑ The basin delineation has been revised to reflect the proposed buildings having a ridge beam.
in the center.
❑ We have not extended the concrete pan to the detention pond. The driveway at the rear of
the building on lot 2 is superelevated so that the runoff sheet flows from west to east at the
low point. There is no need to extend the concrete pan.
❑ A floodplain use permit will be obtained when the building permit is applied for.
❑ A cover letter is included with the drainage report.
Report Redlines
❑ The redlined items in the report have been clarified or corrected as needed.

review comments on the attached redlines.
Master Improvements Plan
❑ The services have not been relocated in accordance with the decision at our meeting on
Thursday, September 3, 1998.
❑ We also decided at that meeting mentioned above that the fire line lowering detail will be
provided after the potholing is completed and prior to construction. A note has been added to
the plan stating this. The note reads as follows;
"INSTALLATION SHALL NOT PROCEED UNTIL ITEMS 1 - 3 ARE
COMPLETED!!!
1 Verify exact horizontal and vertical location of existing water and sewer line
prior and deliver to Shear Engineering Corporation.
2 Shear Engineering Corporation shall provide City of Fort Collins Water
Utility with updated fire line lowering detail indicating actual elevations for
approval prior to installing fire line.
3 City of Fort Collins Water Utility shall approve detail prior to installation.
❑ An 8" x 4" tapping saddle with a 4" gate valve has replaced the 8" x 8" x 8" tee.
❑ Megalugs and gravity thrust blocks will be provided at all joints and bends on the fire service
line lowering. A detail of the gravity thrust block has been added to the plan set.
❑ Plan notes have been adjusted accordingly to reflect the revisions above.
❑ A copy of the access, drainage and utility easement exhibit is attached for you convenience.
❑ The gas lines will be located at the time of construction.

Re: Lots 1 & 2, Block 5, Replat (No. 1) of Evergreen Park; Ft. Collins, Colorado
Dear Leanne
This letter serves as the response to your review comments concerning the final utility plans for
Lots 1 & 2, Block 5, Replat (No. 1) of Evergreen Park. We have addressed the utility plan
review comments as follows;
❑ The sidewalk has now been detached in accordance with the decisions made at our meeting
on Thursday, September 3, 1998.
❑ Relocation of the electric utilities is not required according to Janet McTague of the City of
Fort Collins Light and Power Utility.
❑ The walk is a 4.5 foot wide according to the Typical Street section for a local industrial
street. The back of walk is at the ROW line.
❑ This results in a parkway width of less than the required 6.5 feet for an industrial local street.
Therefore we are requesting a variance from this requirement from the City Engineering
department. This variance request in included in the response letter to Mark McCullum. A
copy is attached for your convenience.
❑ The site cross section sheet has been included in the Project Development plan set for your
convenience.
❑ A note has been added to the plan indicating the limits of planting that can occur in the
channel. This is per the request of Basil Hamdan at our meeting on Thursday, September 3,
1998.
