A restrained joint is a special push -on type or mechanical joint that Is designed to provide longitudinal restraint. Restrained joint systems function in a manner sim- ilar to thrust blocks, Insofar as the reaction of the entire restrained unit of piping with the soil bal• ances the thrust forces. The objective In designing a restrained joint thrust restraint system is to determine the length of pipe that must be restrained on each side of the focus of a thrust force. This will be a function of the pipe slze, the Internal pressure, depth of cover and the characteristics of the soil surrounding the pipe. The following Is a method of accomplishing the design objective. As with most engineering problems the exact nature of the Interaction of the restrained pipe unit and the soil Is extremely complex. However, limitations of the ability to measure the actual parameters Involved and lim- Itatlons on available knowledge of the precise - '-•-••mention, require that a practical design procedure be based on various assump- tions. The assumptions employed in the following design procedure are, in each case, conservative. This fact together with the explicit safety factor employed in the procedure result in a conserva- tive design with an adequate overall safety factor. The proposed design equation for horizontal bonds (equation 7) and the suggested soil para- meters (Table 3) are the outgrowth of a design procedure originally proposed by Carlsen.' Carlsen's design procedure was based solely on theoretical considerations and was conservatively limited to well compacted trench conditions. The modification of Carlsen's design procedure em- bodied herein is the result of full scale tests of 12-inch ductile iron pipe with 461 and 900 bends buried In clay.2 The data generated by these tests and data available from model studies with 2-Inch pipe in sand3 confirm the conservatism of the pres- ent design procedure. Future work in this field should be devoted to large diameter -piping sys- tems, with the objective of further confirming this conservatism. 7 4 THRUST RESTRAINT DESIGN FOR DUCTILE IRON PIPE The following are general criteria for bearing block design. — Bearing surface should, where possible, be placed against undisturbed soil. Where it is not possible, the fill between the bearing sur- face and undisturbed soil must be com- pacted to at least 90% Standard Proctor density. — Block height (h) should, be equal to or less than one-half the total depth tothe bottom of the block, (HT), but not less than the pipe diameter (D'). —. Block height (h) should be chosen such that the calculated block width (b) varies between one and two times the height. The required bearing block area is Ab =hb =SB Then, for a horizontal bend, h= 2SfPASin 0/2 h S13 (1) where Sf Is a safety factor (usually 1.5 for thrust block design), A similar or may be used to design bearing blocks to resist the thrust forces at tees, dead ends, etc. Typical values for conserva- tive horizontal bearing strengths of various soli types are listed in Table 1. In Ileu of the values for soil bearing strength shown in Table 1, a designer might choose to use calculated Rankine passive pressure (Pp) or other determination of soil bearing strength based on actual soil properties. - Gr v i blocks may be used to resist thrust at vertical down bends. In a gravity block, the weight of the block is the force providing equilibrium with thethrust force. The design prob- lem Is then calculating the required volume of the thrust block of a known density. The vertical component of the thrust force In Figure 6 is bal- anced by the weight of the block. In a case such as shown, the horizontal component of the thrust force TX = PA (1—cos 9) must be resisted by the bearing of the right side of the block against the soli. Analysis of this aspect will follow as the above section on bearing blocks. The ultimate responslbliity for selecting the proper bearing strength of a particular soil type must rest with the design engineer. The outlet pipe capacity calculations can be found on pages 5 and 6 in the detention section of the drainage calculations. The hydraulic grade line for the outlet pipe from the detention pond has been provided. 3. A legend has been provided which clarifies the shading. The flow capacity of the typical parking lot section has been determined to be approximately 228 cfs. The Q100 to the pond is only 12.49 cfs. The floodplain use permit and application fee is attached with this submittal. 6. The requested revision to the trees has been completed on the Landscaping Plan. The Landscaping Plan also reflects revisions based on the Amended Modification Request, which substantially increased the trees on the north side of the project in conjunction with the request to reduce the buffer to 32 feet. 11. The requested revision to the Limit of Development Line labeling has been completed on the Site Plan (previously Project Development Plan). 12. A non -exaggerated cross section sheet has been added to the plan set. Landscaping is shown as requested. 13. The building colors have been listed on the building elevations. The plans were submitted on September 28,1998, and the review comments are dated October 21, 1998. We have addressed the utility plan review comments as follows; 1. The land use breakdown on the Site Plan (previously Project Development Plan) has been revised as requested. 2. The slope easement with the landowner on the south of the property has been recorded with the county. A copy is attached for your records. _ 3. Information has been sent to Mr. Zdenek, representing Bayberry Development, the landowner on the east of the property for his review and approval. A copy of Mr. Zdenek's previous letter of approval for Lots 5 & 6, Block 5, is attached for reference. The discharge from the current project, Lots 1 & 2, Block 5 is directed to the pond that is in an existing drainage easement which is identical to the request made for Lots 5 & 6, Block 5. Mr. Zdenek's previous letter explains that the current easements around the regional pond should be sufficient and states, "No additional easements are required." We anticipate that the requested letter for approval will be similar. When Mr. Zdenek's letter is available we will forward the letter to your office immediately. 4. The modification narrative has been revised. A copy is attached. 5. Landscaping is in fact located in the 7' landscaping easement, and the 9'drainage easement and the utility easement. Based on discussions with Basil Hamdan at the meeting on September 3, 1998, he indicated that planting could extend into the easement provided that it is above the calculated•100-year water surface elevation. A note has been added to the cross section sheets indicating that, "No trees or shrubs are to be planted below the elevation of 68.50 feet. This is to provide at least 1 foot of freeboard above the anticipated HWL noted on each cross section". 6. The Project Development Plan has been renamed "Site Plan", as requested. 7. The mechanical pad for the building on Lot 1 has been relocated up to the north east corner of the building. The new location provides screening with the proposed landscaping and trees. 4836 S.
