8. The site is also located in the Dry Creek. Floodplain. Consequently, the existing structure
cannot be improved more than 50% over present value unless the entire property is .
brought into conformance with the City floodplain code. Please refer to the Substantial
Improvement Policy for more details regarding construction in the floodplain. A
Floodplain Use Permit may be required. If you have any questions regarding floodplain
regulations, please contact Mike Grimm, Floodplain Administrator; 221-6589.
9. Onite stormwater detention will be required. Flows must be released at a rate that does
not exceed the two-year historic rate. Offsite easements may be required if there are
impacts downstream of your property that affect. quality and character of the runoff. If.
impervious surface is being replaced, then onsite detention is not required.
10. A Drainage Report, Drainage and Grading Plan, and Erosion Control Plan are required to
be submitted along with the administrative review of the site plan. For further

11. The Street Oversizing Fee is 14,583 per acre. It is not known if the existing building, and
former additions, have paid this fee., If so, then the new fee will be pro -rated over the new
addition only. If not, then the older portions of the building may be assessed. Please
contact Matt Baker, 221-6605 for further information regarding the assessment and
collection of this fee.
12. If there is any damaged sidewalk, curb, or gutter, it must be repaired or replaced as part of
the building addition.
13. The building is not old enough to be subject to requirements of historic preservation .
ordinance.
14. The applicant is responsible for providing a list of names of affected property owners
within 500 feet of the entire property, exclusive of public streets. These names must be
submitted along with the site plan, landscape plan, and building elevations. Names must
be on self-adhesive mailing labels.

LAND USE DATA: Request to construct a 1,400 square foot building addition for two
offices and a conference room on the west side of 216 Hemlock
Street. The existing building is 1,400 square feet.
COMMENTS:
1. The site is located in the H-C, Highway Commercial Zone District. The use is permitted
in the zone. The plan review process is administrative in that the request will be
considered by the Planning Director, not the Planning and Zoning Board. The request will
be evaluated by the standards and guidelines for the North College Avenue Corridor Plan.
2. 'If there is no need to expand the electrical capacity, then there are no issues with the City
of Fort Collins Light and Power Utility.
3. If there is no need for increased water and sewer services, then there are no issues with the
City, of Fort Collins Water and Wastewater Utility.
4. The Poudre Fire Authority will need to maintain access for fire equipment around the
perimeter of the building._
5. The City's Building Inspection Department will require that fire containment construction
be maintained and not altered with the new construction. Also, please be aware that the
City has recently adopted a new Model Energy Code. The new addition must comply
with the new energy conservation standards. For further information, please contact

6.. The applicant is encouraged to add bike racks and provide recycling facilities.
7. The site is located in the Dry Creek Drainage Basin. The storm drainage fee in this basin
is $5,000 per acre,.prorated based on the new addition. If the new addition is being
