Also, identified pedestrian access from the sidewalk to the building entrance should be provided.. 7. Eric Bracke, the City's Traffic. Engineer, has stated that the traffic,study "waiver" as submitted (dated September 10, 1996) is acceptable. 8. There are several comments from your Conceptual Review of August 19th that are still relevant and must be addressed. A copy of the comments is attached to this letter. 9. The site is in the Dry Creek 100-year floodplain. The existing structure cannot be improved more than 50% over the present value.unless the entire property is brought into conformance with the City's floodplain. code. Reference to the Substantial Improvement Policy for'details regarding construction in the floodplain has not yet been substantiated. Please contact Glen Schlueter of the Stormwater Utility, at 221-6589, if you have questions pertaining to the storm drainage/floodplain requirements.. 10. A Floodplain Use Permit is required. Please contact Mike Grimm, the City's Floodplain Administrator, for information on the floodplain regulations. Mike can be reached at 221-65.89. A copy of the comments received -from the Stormwater Utility is attached to this letter. Apparently the building additions are proposed to be constructed over what is already paved,, impervious areas on the site. However, the downspouts are not shown on the drainage map and, therefore, it is difficult to determine if the site. drainage patterns are being changed. This information needs to be provided to the Stormwater Utility. This completes staffs comments at, this time. The following City departments and outside reviewing agencies have not yet forwarded their comment sheets to me: Engineering, Water/Wastewater, Police, Advance. Planning, Right -of -Way Agent, U.S. West, Public Service,, and the Union Pacific Railroad. The Administrative Public Hearing may be scheduled when all comments are received and it is determined that there are no significant outstanding issues to be addressed. 96 Howard Stimely Phase 2 Company 216. Dear Mr. Stimely, Staff has reviewed your documents for the Phase 2 Company - HC Site Plan Review that were submitted to the City on or about September 9, 1996, and would like to offer the following comments: 1. Based on the Conceptual Review letter from Ted Shepard to you, dated August . 21, 1996, and the Site. Plan that was submitted, it appears that the proposed building additions.to the existing -facility are approximately 1,400 to 1,500 square feet in size; The property is in the HC = Highway Corridor Zoning District and the fact that the proposed additions exceed 1,000 square feet of gross floor area requires that this request go through an HC Site Plan Review. City Code requires that the application for the site plan review include a. Site Plan, Landscape Plan, Building Elevations, and other supporting documentation (if necessary). In this case, no Landscape Plan was submitted, however, the proposed additions do not affect the existing parking and landscaped areas. The existing (and any proposed) landscaping should be added to the Site Plan, which can serve as a combined Site and Landscape Plan. 2. It appears that a new "planting" island is being added to the site at the southeast corner of the large, long existing building and should.be labeled as such. The proposed plantings should. be identified. This is a good modification to the site. 3. There are existing chain link fences and a large gravel area to the south and west of the existing buildings that should be shown and identified on the Site. (and soon to be Landscape) Plan. 4.
