A sidewalk/pedestrian connection should be made between the west end of the parking area and Manhattan Avenue. 13. The Site Plan indicates that three typical trash enclosures will be provided ....only two appear to be shown. Also, will the Lilacs be sufficient in the winter to adequately screen the enclosure in front of Building C? It is virtually sitting on Albion Way. 1.4. A copy of notes that should be added to the Landscape Plan is attached to this letter. 15. There would appear to be some duplication of street lighting as shown on the Site Plan. Assuming the City will provide normal street lighting along Albion Way, aren't some of the lights shown around the parking lot too close to the street lights? Also, what size and type of lighting is being proposed on -site? 16. Can the Poudre Fire Authority park a fire truck within 150' of any point on all of the buildings in a location where they can manuever without having to back up the truck? The previous plan had an emergency secondary access connection out to Manhattan Avenue to provide for the necessary truck movement. This completes the review comments at this time. Additional comments may be - forthcoming as the various departments and reviewing agencies continue to review this request. Please be aware of the following dates and deadlines to assure your ability.to stay on schedule for the July 22, 1996 Planning and Zoning Board hearing: Plan revisions are due.no later than the end of the working day, July 3,,1996*. Please contact me for the number of folded revisions required for each document. NO REVISIONS WILL BE ACCEPTED AFTER THE ABOVE -DEADLINE. THE ITEM WILL BE CONTINUED TO THE NEXT MONTH'S PLANNING AND ZONING BOARD AGENDA.IF REVISIONS ARE NOT RECEIVED BY THIS DATE. PMT's (photo reduction of Site Plan, Landscape Plan, Building Elevations to 8.5" x 11"), rendering (one each colored full-size Site or Landscape Plan and Building Elevations), and 8 folded copies of the final full-size Site Plan, Landscape Plan, and Building Elevations revisions ( for the Planning and Zoning Board members packets) are due on July 15, 1996. J d. , The building envelopes must be shown on the Site Plan, with dimensions and distances between the envelopes to pin down the locations. e. Building envelopes must be submitted for review. They can be part of the .revision submittal on July 3rd. 5. A copy of the'comments received.from the Building Inspection Department is attached to this letter. 6. A copy of the comments received from Jim Clark, the.City's Water Conservation Specialist, is attached to this letter along with a copy of the Water Conservation Standards for Landscapes. 7. The Water/Wastewater Department has stated that no utility plans were provided for review with your original submittal to the City on May 20th. In this case it is because the adjacent street and utilities are already constructed. However, the combined Site Utility Plan should show existing utilities and services for the various departments and outsidereviewing agencies to review A red -lined copy of the Landscape Plan, with additional Water/Wastewater comments, is being forwarded to BHA Design with this letter. This red -lined copy should be returned with your revisions on July 3rd. & A copy of the comments received from the Engineering Department is attached to this letter. . This red -lined copy should be returned with your revisions on July 3rd. The sheet titled. Information for Development Agreements is enclosed with the packet to BHA Design. This sheet should be forwarded to the developers, completed, and returned to the Engineering Department to enable Ward Stanford to prepare the Development Agreement. 9. A copy of the comments received from the Stormwater Utility is attached to this letter. 10. The Natural Resources Division has stated that they would like to see a design for the trash enclosures that includes the ability to accommodate recycling. 11. The City's parkland fees are presently $813 per dwelling unit; however, they are being reviewed and may be increased this year. Community Planning and Environmenta, cervices Current Planning pi: oCR'it�Ci71 June 14, 1996 BHA Design c/o Roger Sherman 2000 Vermont Drive Fort Collins, CO. 80525 Dear Roger, Staff has reviewed your documents for the South Glen PUD, Fifth filing - Final that were submitted to the City on May 20, 1996, and would like to offer the following comments: 1. TCI of Fort Collins (formerly Columbine CableVision) has stated that they would like to work with the developer and builder on having the buildings wired in a method that meets their standards and National Electric Code. 2. Public Service Company has stated that no trees can be planted within 4' of gas lines. 3. The New Mercer Canal indicated that they have no problems or concerns -with this development proposal. 4. The Zoning Department has offered the following comments: a. The Site Plan is showing 15 driveway parking spaces as "off-street" parking. Where garages exist with driveway parking outside, only one of these spaces counts toward the parking requirement (as per City Code). b. Assuming all 19 dwelling.units to be 2-bedroom units (the Site .Plan does not define the number of bedrooms in Building D), the overall parking requirements for this development would be 34 spaces (1.75 spaces per each 2-bedroom unit). There are 42 spaces shown on the Site Plan. Perhaps some.of the parking along Albion Way could be reduced to provide additional green (buffer) space. C. Building A through C show long, dark corridor entrances into each individual unit. The buildings could be flipped to open up the entries and create more yard (see sketch attached). 281 North College Avenue • PO.
