wherever and as necessary to reduce dust nuisance, and to prevent dust nuisance, and to prevent dust
which has originated from his operations from damaging crops, orchards, cultivated fields, and
dwellings, or causing a nuisance to persons. The Contractor, per agreement with the City of Fort
Collins' Parks and Recreation Department, will be held liable for any damage resulting from dust
originating from his operations under these specifications.
MAINTENANCE
All temporary and permanent erosion and sediment control practices must be maintained and repaired
as needed to assure continued performance of their intended function. Straw bale dikes will require
periodic maintenance. Sediment traps (behind hay bale barriers) shall be cleaned when accumulated
sediments equal about one-half of trap storage capacity. Maintenance is the responsibility of the
Contractor, per agreement with the City of Fort Collins' Parks and Recreation Department, except
for the seeding and mulching, which shall be completed by the City of Fort Collins.
PERMANENT STABILIZATION
The areas where grading takes place will be seeded and mulched by the City of Fort Collins to
provide for the permanent stabilization as shown on the attached schedule. For disturbed areas and
soil stockpiles not otherwise permanently stabilized, a vegetative cover shall be established by the City
of Fort Collins within one and one-half years. Vegetation shall not be considered established until
a ground cover is achieved which is demonstrated to be mature enough to control soil erosion to the
satisfaction of the City Inspector and to survive severe weather conditions.

Composite C Value = SUM(CA) / SUM (Acres) = 1.536/2.730 = 0.56
In the above referenced Drainage Report for the Fourth Filing, Basin C had a composite C Value of
0.69. Since the composite C Value for the Fifth Filing (looking at Basin C from the Fourth Filing)
is 0.56, this results in a reduction of the runoff from said Basin C (all of the other variables, Area and
Time of Concentration, being the same.
Therefore, the development of South Glen Fifth Filing does not require additional storm drainage
facilities nor adversely affect the previously approved drainage plan for this area.
EROSION CONTROL MEASURES
Erosion and Sedimentation will be controlled on -site by use of silt fence, inlet protection and gravel
construction entrances. (See Appendix for erosion control plan and details.) The measures are
designed to limit the overall sediment yield increase due to construction as required by the City of
Fort Collins. A construction schedule is contained in the Appendix which shows the proposed
grading starting in July, 1996.
DUST ABATEMENT
During the performance of the work required by these specifications or any operations appurtenant
thereto, whether on right-of-way provided by the City or elsewhere, the Contractor shall furnish all
labor, equipment, materials, and means required, except for the seeding and mulching, which shall be
completed by the City of Fort Collins. The Contractor shall carry out proper efficient measures

Please consider this letter as addressing the Final Drainage and Erosion Control requirements South
Glen PUD - Fifth Filing. The information was prepared to meet the regulatory requirements of the
City of Fort Collins, Colorado and following the guidelines and regulations within the "City of Fort
Collins Storm Drainage Design Criteria and Construction Standards", dated May 1984.
DRAINAGE
South Glen PUD - Fifth Filing is the replat of a portion of South Glen PUD - Fourth Filing. The total
area for the Fifth Filing is 1.69 acres. The Fifth Filing is the result of proposed changes in site layout
for a portion of the Fourth Filing, by adjusting the total building and drive/parking area.
This area was included in the "Storm Drainage Report for South Glen P.U.D. Fourth Filing, Fort
Collins, Colorado', prepared by Stewart & Associates, Inc, August 15, 1994, and approved by the
City of Fort Collins Stormwater Utility on September 2, 1994. This report addressed the detailed
drainage plan and proposed improvements for this site. Said drainage improvements and facilities
designed as part of the Fourth Filing are all downstream from the Fifth Filing.
After discussions with Glen Schluetter, it was agreed that, since the drainage facilities were
downstream and not part of the Fifth Filing, the C value for this site needed to be looked at. The
following table is a summary of this analysis:
