Request to allow limited retail activity in the existing single family residence at 4118
Manhattan Avenue. The property is in the RLP - Low Density Planned Residential
Zoning District.
COMMENTS:
1. The City's understanding is that the applicant currently conducts retail sales of
small crafts on two days (one in the spring and one in the fall) during the year.
The applicant indicated that there may be approximately 150 people coming and
going during the sale that is held between 9 a.m and 5 p.m. on the two days.
2. The Poudre Fire Authority has stated that, due to the nature of the use, there
must be a fire extinguisher on the premises.
3. The Zoning Department has indicated that the property is in the RLP - Low
Density Planned Residential Zoning District and that the current retail sales is not
a permitted use in this District. The applicant may submit a planned unit
development (PUD) request to the City for review, with a final decision being
given by the Planning and Zoning Board.
4. The Building Inspection Department has indicated that if a certificate of
occupancy (C.O.) is required because of the proposed retail sales, then the
property must be brought up to current ADA handicapped accessibility
standards. Sharon Getz can help determine if a C.O. will have to be issued. She

5. A neighborhood information meeting was considered not to be necessary prior to
a formal submittal for review of a PUD request due to the ongoing nature of the
limited retail sales on this property.

for Expressions of Joy, 4118 Manhattan Avenue, which was presented before the
Conceptual Review Team on July 15, 1996.
This is a request to allow limited retail activity in the existing single family residence at
4118 Manhattan Avenue. The property is in the RLP - Low Density Planned Residential
Zoning District.
The comments are offered informally by Staff to assist you in preparing the detailed
components of the project application. Modifications and additions to these comments
may be made at the time of formal review of this project.
