development must wait until the needed improvements are constructed by others. Fort Collins
developments are having substantial impacts to the area road system still under County jurisdiction. We
hope that the City will take into account our comments and concerns above and look outside the town
boundaries at the transportation improvements needed to accommodate the additional trips generated by
these new developments.
Larimer County is available to discuss with Fort Collins strategies to ensure that the capacity and safety
of the area roads, especially Douglas Road and County Club Road, are maintained as development occurs
in the area.

• The report states that "traffic associated with the Water's Edge development was included in the
background traffic estimates used in this study." The exhibit identifying the current traffic
volumes appears to use the values presented in Figure 4 Existing Traffic Volumes from the
Water's Edge TIA. This figure does not appear to include the traffic generated by the Water's
Edge development resulting in under -reporting the current traffic numbers. It should be
confirmed that the study accounts for all recently approved, but not yet fully built, developments
in the area or be amended to reflect traffic from all area developments.
• It seems that there are errors in the turning movement traffic volumes presented in Figures 7, 8, 9,
and 10 (Short Tenn Background Traffic, Long Term Background Traffic, Short Term Total
Traffic, and Long Term Total Traffic) which may affect the capacity analysis results. The most
significant error identified was in the Short Term Total Traffic reported for the PM peak hour on
northbound SH 1 (45 was used when should be approx. 415). Running a corrected Two -Way Stop
Control Analysis shows the Eastbound and Westbound approach LOS is F, not B as reported. The
95% queue length for the eastbound approach is inadequate for the long term. These potential
errors should be reevaluated and corrected in the TIS as needed and the proposed mitigation
measures for any inadequate levels of service shall be proposed.
• A signal is proposed at the Highway 1 and Douglas Road Intersection as it result of the historic
and current safety and operational concerns there. The need for improvements at this intersection
has played it part in preventing several County developments from obtaining recommendations of
approval from staff, or being approved at all. The intersection has been of interest for the County
for many years but we just recently solidified coordinating funding and agreements on the design
and installation of the signal, which is scheduled for the 2020/2021 timeframe. City developments
are contributing a substantial amount of traffic to this intersection. We suggest that the City
considers withholding building permits as necessary to ensure that the safety and adequacy of this
intersection is first resolved. We would also like the City to consider developer or City
contributions to partner with the County and CDOT on the design, build, and
operation/maintenance of the signal. By partnering on the project, the installation may be able to
be prioritized to an earlier date.
• Country Club and Turnberry intersection at the time of the Water's Edge TIA (counted in 2015)
showed a LOS E for the eastbound leg. This leg was projected to operate at LOS F by 2021. The
Water's Edge traffic report is silent on improvements to this intersection in the short or long
range. By 2040 the eastbound left turn volume is projected to be 450 in the PM peak hour with
215 of those being generated by Water's Edge. Adding 15% of the traffic from the Country Club
Reserve development only adds to issues at this intersection. The County is concerned that, if
improvements are not made to the Country Club and Turnberry intersection, significant
redirection of eastbound left turns up to Douglas Road can be expected, significantly impacting
operations on Douglas. The City has approved many developments in this area that are, and will
be, substantially contributing to the operational issues at this intersection. The County's position
is that the City, or City developments, should be responsible for the necessary mitigation
measures to improve the operation of the intersection.
• Douglas Road and County Club Road are fast becoming the primary route into the north part of
Fort Collins because there is not a straight forward route going south on Turnberry. To reduce
traffic burdens on already constrained Douglas and County Club Roads, the County would like
the City to continue to emphasize, in their Master Plan and as development occurs, the
continuation of the Turnberry alignment to the south to Vine Drive.
Staff' Recommendation:
The County's Land Use Code stipulates that all new developments must have safe and adequate access on
the County Road system. If safe and adequate access does not exist at the time of development, the

Proiect Description/Background:
This is a proposed application for a 154 single family unit development located on the southwest corner
of Turnberry and Douglas Road. The 80 acre site and the roads adjacent to the site have been annexed
into the City of Fort Collins.
Review Criteria:
Latimer County appreciates the opportunity to review this project, and recognizes that this project is
different than a project subject to Latimer County regulations. Many of the recommendations stated
below are based on issues and concerns that commonly arise with similar projects in this area of the
County. We have requested information and made recommendations that we feel are essential to this
project and its impacts to the site and surrounding areas.
Transportation Comments:
• The Traffic Impact Study shows over 50% of the site generated trips going west on Douglas
Road. In Section 1.9.2 of the LCUASS, it states that an improved access must be provided on the
most heavily traveled route and that, in some cases, more than one off -site street may need to be
improved. With this substantial increase of approximately 50% to the average daily traffic
volumes on this section of Douglas Road, the County's position is that this development should
be required to improve this off -site section of Douglas Road to the west with a 36 foot wide street
cross-section to provide adequate access to State Highway 1, the next major improved Arterial
Street to the west.
• We believe the TIS has considerably under estimated with growth rate in this area which could
have an impact on the results of the analysis. The Study only considered a I % annual traffic
growth rate. However, Douglas Road's traffic growth averaged 4.9% since 2008 (5.5% since
2013) and Country Club Roads traffic growth averaged 6.1 % growth since 2008 (9.8 % since
2012). Using a 1%o growth rate equates to only a 5.1 % increase in the short term (2021) analysis
while a 5% growth rate would be a 27.6% increase at 2021. The study should be amended to
consider the higher, more accurate, growth rates.
