05/03/2017: Thanks for submitting a detailed landscape plan. The general
concept looks good. Just note there are numerous discrepancies between what
is shown on the landscape plan and the plant list. Some of the plants on the
landscape plan are not on the plant list (PRAM, JUSC, JUCO, ULDA, JUCM).
Also, there are a couple of instances where the symbology is incorrect or the
number of plants indicated is inaccurate. Please resolve these issues for Final
Plan.

Just as a forewarning, these details can bog down the development process
later, so I would recommend submitting these details sooner rather than later so
staff can provide you with proper guidance.

provided a final as well) Based upon meeting and received Letter of Corrective
Action. There is confidence that the issues found at the prior site will be
minimized if not eliminated. Will look for inspection records at time of
construction starting.
3/3/2017: Current Erosion Control Materials Submitted do not meet
requirements. Please submit; an Erosion Control Plan ( they were returned with
redlines that will need to be addressed), an Erosion Control Report (Sounds
like it will be supplied at Final), and an Escrow / Security Calculation (Assume
will be provided a final as well). Also, based upon the area of disturbance State
permits for stormwater will be required since the site is over an acre. On a
further note, erosion control at the Crowne on Timberline, another project owned
and built by this group had significant issues on the site through out the whole
buildout with little done to correct these issues, and when corrected took way
too long to do so. As a result of that project's inablity to prevent sediment
discharge from the site, I am asking that this project propose how they will not
repeat the same recalcitrint issues that arrised again and again. I will need
some written letter by Crowne with their plan and commitment to prevent a
reoccurance of the project on Timberline with buy in from what the owners, the
project managers, the site supers and contractors will do, be trained on, and be
accountable for on this project to reach the goal of preventing pollutioin from
leaving the site. I will be asking that the project also supply copies of the
required State inspection reports conducted under the SWMP in order to
monitor how the site is progressing during the construction of this site. If you
need clarification concerning the erosion control section, or if there are any
systems if pre -approved by the Building Department. A fire service line into
each building and FDC location should be added to the utility plan.

These renderings do not address Planning's comments, however. Staff is
looking for perspective renderings looking SE from the corner of Lupine and
Jerome that shows the sides of buildings 5 and 3, renderings that better capture
the long sides of buildings 3 and 6, and a rendering that shows how buildings 3
and 4 address Suniga.
03/03/2017: Please also provide perspective renderings of the project. Staff is
concerned about the uniformity of the building designs submitted, in particular
Buildings 3 and 6. While individually, the buildings meet the code, the buildings
read as being nearly identical. Sections 3.5.2 and 3.8.30 require variety in
building design and the elevations submitted don't quite meet these standards.
Staff would like to work through these details with you to better meet these code
sections.

for this project. Pre -Submittal meetings assist the designer/builder by assuring,
early on in the design, that the new projects are on track to complying with all of
the adopted City codes and Standards listed below. The proposed project
should be in the early to mid -design stage for this meeting to be effective.
Applicants of new projects should email scarter@fcgov.com to schedule a
pre -submittal meeting. Applicants should be prepared to present site plans,
floor plans, and elevations and be able to discuss code issues of occupancy,
long-term. A heads up that attention to this matter throughout this process can
prevent many compliance issues post construction (e.g. erosion control, weeds,

There seems to be some discrepancies with the number of trees listed on the
Plant List and the number of trees shown on the plans. Please correct the
following species counts in order to remain consistent.
QUMA 17 (Plant List); 18 (Landscape Plans); Discrepancy (+1)

and to increase overall site tolerance to heat and drought conditions. A
balanced native dryland seed mix, in addition to proper installation and care

03/06/2017: Current proposed native seed mix is not best suited for Fort
Collins ecotone and elevations (4,800 - 5,660 feet). Additionally, need to
provide a table showing scientific names along with common names for native
seed mix species, include percent of each species, total application rate for drill
seed application and rate for broadcast seed method (i.e. double drill seed
rate). Consider mixes which include all or most of the following: Buffalo grass
(B. dactyloides); Sideoats grama (B. curtipendula); Blue grama (B. gracilis);
Alkali sacation (S. airoides); Western wheatgrass (P. smithii); Switchgrass (P.
virgatum); Sand Dropseed (S. cryptandrus); Sixweeks fescue (V. octoflora). For
example, Pawnee Buttes Seed Foothills Native Mix or the Native Prairie Mix
would be appropriate. Western Native Seed also has good options for seed
mixes for Fort Collins as well as Granite Seed.

05/08/2017: I'm needing to have feedback from City stormwater on this issue in
terms of understanding how "fixed" the storm line location is based on the
masterplans. I'm concerned that there isn't an existing condition, but a planned
condition that appears to be forcing manholes to be placed partially in planned
sidewalks. Can we consider other solutions, could sidewalks be further
detached to avoid being placed in the same location as several manholes.

manholes need to be brought up outside of the sidewalk and offset a minimum
of a foot from the sidewalk.

design isn't utilizing the finished condition of the JAX property as the contours
shown on the grading plan isn't appearing to match the grading shown on the

having the existing condition shown and designed off of? Could there be
conflicts with grade?

native seed mix" is a dryland pasture mix suited for livestock grazing and the
mix currently listed on plans is dominated (6:1) by cool season grasses. A more
balanced mixture of cool and warm season grasses is needed and highly
recommended to offset the growing and dormant period for each type of grass

with the situation of the improvements stopping short of the property boundary
for drainage, has the City and PFA jointly exploring the project instead building
the permanent street to as close to the property boundary as possible without a
turnaround.This would require a modification to 3.6.2(E) as well as a variance to
7.6.4.0 of LCUASS, but would both be supported given the circumstances here
of the driveway off the roadway providing both emergency access and public
access through the dedication of easements.
03/08/2017: The costs associated with the removal of the Lupine Drive
turnaround with the future extension of Lupine Drive by development to the west
will be required. We'd prefer to explore exploring design and construction
concepts that fully build -out as much of the roadway in the ultimate configuration
as possible. This could entail building the crowned section to the property line,
utilizing interim rollover curb on the south where the temporary turnaround would
be built in gravel behind the rollover curb.

05/08/2017: The revised information from my perspective appears to be
consistent with the subsequent discussions from the original submittal. I will look
to info from Capital Projects on any concerns regarding the revised design
information.
03/08/2017: The submittal shows the project designing Suniga abutting the
property. We'll want to discuss the various timing scenarios on Suniga
infrastructure being constructed by the City vs. by the developer. If the developer
moves forward ahead of the timing of the City's project, then additional work is
needed. More discussion with Engineering Capital Projects is needed. Topics
to consider in this regard if the developer is choosing to move ahead of the City
project and design and construct Suniga include: design and construction of the
medians on Suniga along with their landscaping, reimbursement for the full
width construction of Suniga is limited to funds collected from Old Town North
as their "local street portion" for the south part of Suniga, resolving the
right-of-way gap on the south side of Suniga Road, offsite design of Suniga,
obtaining GWET and NEWT approvals etc.
