It is behind a 5 '/z foot fence with a very intense landscaping screen. He stated that the property owner to the south of the site is in favor of any thing that would improve the property. He did not care if they construct a garage on this property metal or otherwise. He stated that as a small business owner he have very limited resources and was open to planting another tree or two so the garage is not even visible. Chairperson asked if the building in question would be storage for other things also. Mr. Schneider replied that he would not be storing building materials. Materials are delivered directly to the job site. Member Davidson asked if it would be possible for the applicant to add a few more trees and possibly add a framed fence instead of a regular picket fence. Mr. Schneider responded that he would be able to do both. Member Davidson made a motion for approval with the condition that they provide a couple of extra trees to help defuse the metal building and to provide a fence form that is different than the standard picket fence. He also asked for approval of the requested variance. Member Chapman seconded the motion. There was no public input Member Byrne felt that the Board has been unfair to Mr. Schneider and the way this project came through originally was fine. He felt the trees and the fence were excessive requests. He stated that he would like to see this project approved as originally submitted. The motion was approved 4-1, with Member Byrne voting in the negative. Drake Crossing Shopping Center PUD First National Bank Drive -Up Facility - Amended Final, #35-96. This item was appealed to City Council and a verbatim transcript is attached Planning and Zoning Board Minutes March 10, 1997 Page 3 Chairperson Bell asked Planner Ludwig to review the landscaping on the site. Planner Ludwig replied that there were some existing trees and shrubs along Taft Hill Road. Staff was proposing that those remain at this time, however, if Taft Hill were ever widened, those trees would have to be removed. The new plantings will not be in that right-of-way. Member Chapman asked about the existing chain link fence surrounding the property and how much would stay or go. Planner Ludwig replied that there was only a portion of the 6 foot chain link fence that would remain. Member Gavaldon asked about paragraph 5 in the applicant's response letter. He asked if the applicant can do what he states in the letter. Planner Ludwig replied that the reason this project had to come through the PUD process was that when the size of the existing building is 300 s.f., and what we would normally call an accessory building is three times that, we had a hard time calling the garage building an accessory use and therefore they were made to come through the PUD process. If the existing building were larger, they could essentially add the new building as an accessory use and it could be allowed. It is his understanding that if they are to have vehicles stored on the site they need to be enclosed. He believes that they need to have the vehicle stored in a building, not just behind a fence, on the site. Planner Ludwig stated that the applicant is proposing a siding that is a stucco material on the side of the building. Member Davidson felt that was still not compatible with what is around them. He did not feel that the applicant is meeting neighborhood compatibility architecturally. Don Patch, TST Engineers, representing the applicant stated that Planner Ludwig was thorough in his statements. He stated that they feel with the fence barrier with the new garage and the upgrading of the landscaping that they were greatly enhancing this site and that the garage would be minimally visible. The applicant felt that the upgrades the Board is asking for is more than they can handle financially and they would ask that the Board take that into consideration. Ed Schneider, Atlas Roofing, reviewed the letter submitted to the Board on behalf of his architect. He stated that they take issue with the statement that the precast metal building is not appropriate. He stated that the materials proposed for the garage Planning and Zoning Board Minutes March 10, 1997 Page 2 provision of a handicapped access way from the transit stop to the front door, in an effort to minimize the distance that those who are disabled would have to travel from the bus stop. He stated that that issue has been resolved with the provision of a handicapped ramp. PUBLIC INPUT There was none. Member Chapman moved for approval of Item 3, #6-96B, Harmony Towne Center PUD, Circuit City, Final. Member Gavaldon seconded the motion. The motion was approved 5-0. Atlas RoofinciPUD - Preliminary, #32-96 Member Davidson stated that his concern was the size of the building and the material it is made of. He stated that the houses along Taft Hill are well kept and even though this building may be compatible with the car wash, he did not think that an existing carwash that has been around for many years is a justification for putting up a metal building that is an eyesore. He felt the whole idea of redevelopment was to clean up areas that detract from neighborhoods instead of justifying additional detractions from aesthetics justified on the premise that something else already exists. Member Davidson suggested that the applicant use a 6 or 10 foot fence, and also suggested a stucco finish on the front side of the building that faces the roadside. Mike Ludwig, City Planner stated that prior to the meeting he distributed a letter from the applicant's consultant. He stated that staff relayed the Board's concerns after the worksession to the applicant. Basically, the applicant believes that the 6 foot fence in front of the building is adequate and they have stated in their letter that it is not feasible for the applicant to put stucco on the side of the building. They did provide a perspective drawing of the view from Taft Hill Road, which shows the 6 foot fence and what is visible of the proposed garage building. Planner Ludwig showed the Board site shots of the proposed project. He gave the staff presentation giving background information on the surrounding zoning and land uses. He also gave the staff report to the Board recommending approval.
