The site plan shows areas of future parking and buildings. The total impervious area should be determined considering these future impervious areas. Will there be any increase in impervious surface due to future construction? 2. Please show the easement for the irrigation ditch along the south property boundary. Is the ditch still operating? Please contact the owner of the irrigation ditch regarding the proposed redevelopment. Signature from the owner of the ditch may be required. 3. Proposed contours are needed for the drainage plan. The contours are needed to verify on -site and off -site drainage patterns. A copy of the existing plat needs to. be provided as the second page of utility plan set. This needs to be a copy of the recorded plat not an improvement plat as was included with the submittal. If a plat is to be done with this project that plat would be the second page of the utility plan set. 7. Is there an easement for the ditch? The ditch company will need to sign off on the plans and on the plat if the property is being replatted. 8. The first two parking spaces need to be eliminated (one each side). The standard is 50 feet from the flowline, eliminating one space on each side does not meet this but will allow enough space for a car to sit waiting to get onto Taft Hill without blocking any of the parking spaces: 2. A half Row of 57.5 feet will not be required at this time if you are not plating, but it should be planned for. The future building envelope needs to be behind this line. Also additional parking spaces will be lost at that time. 3. These plans show a future building envelope and indicate a future employee parking lot. What is being taken to the board for approval at this time? If you are wanting to get approval for those items at this time then they need to be addressed in the utility plans. Landscape Plan - 4. The trees being put in out along Taft Hill need to be planted in what will be the future parkway strip. Utility Plans - 5. The first two parking spaces need to be eliminated. Please contact me for the number of folded revisions required for each document. No revisions will be reviewed after the above deadline. If revisions are not received by this date, the item will either go to the Planning and Zoning Board with a staff recommendation based on the originally submitted documents or the applicant will have the option to continue the item to the next month's P&Z agenda. Who determined that this is not required? Please provide elevations of the proposed phase two expansion, including dimensions, building materials and colors. Z. Please provide dimensions, color and materials of all elevations. aa. Please provide a bike rack near the entrance to the building for employees and/or customers. toePlease provide a trash enclosure for a dumpster and recycling bin. cc. Criterion "a" of the Business Service Uses Point Chart is not applicable as explained on page 71 of the LDGS (project is less than 25,000 square feet, less than 25 employees). dd. Points are requested for Criterion "g" on the Business Service Uses Point Chart. However, no documentation supporting this request was submitted. The City's Model Energy Code has been updated. Method 2 as currently stated in the LDGS has not been updated to reflect this new energy code. City Staff will not award points for Energy Conservation unless the applicant exceeds provisions of the Model Energy Code as adopted by the City. Therefore, points will not be awarded under Method 2 of the LDGS. In order to gain points for energy conservation, the applicant must provide Certification by a professional engineer licensed in the State of Colorado that the annual energy consumption will be a certain percentage, less than the same building just meeting the minimum standard as defined in the Model Energy Code (Method 1, page 120 of the LDGS). Note: Without these points, the project fails to achieve 50% of the maximum applicable points on the Business Service Uses Point Chart. Failure to do so is grounds for recommendation of denial. Please either clarify or submit a variance request to the Business Service Uses Point Chart based upon the Variance Criteria of Section K (page 108) of the LDGS. ee. Please provide Planning Objectives which reference the specific policy number of the Land Use Policies Plan, Goals and Objectives, etc. This completes the review comments at this time. Additional comments may be forthcoming as the various departments and reviewing agencies continue to review this request. h. The word "existing" is spelled incorrectly three times in two notes on the Site Plan. The word "wood" is spelled incorrectly on the note pertaining to the 8' fence at the west property line. Please dimension the width of the sidewalk along Taft Hill Road. Please label the square footage of each addition on each building on the Site Plan and the Phase which it is proposed. The Land Use Breakdown data is confusing, please clarify. In order for Preliminary consideration to occur on a phase two expansion, the 1" building footprint, area, and elevations must be provided at this time. Currently, only the building envelope is being shown. p! The Title Block on all sheets should reference the "Atlas Roofing PUD". D! Please number the Site Plan as "Sheet 1 of 3"; the Landscape Plan as "Sheet 2 of Y,- and the Building Elevations as "Sheet 3 of 3". Please designate existing and proposed landscaping on the plan. The word "Deciduous" is spelled incorrectly on the Landscape Plan. C! The word "edging" is spelled incorrectly in Note #4 on the Landscape Plan. The word "noted" is spelled incorrectly in Note #6 on the Landscape Plan. The word "separation" is spelled incorrectly twice in Note #8 on the Landscape Plan. The word "shall" is spelled incorrectly in the first Note #9 on the Landscape Plan. �4/ Please re -number the second Note #9 on the Landscape Plan revise it to read as follows: "All landscaping must be installed or secured with an irrevocable letter of credit, escrow, or performance bond for 125% of the valuation of the landscaping and installation as indicated on this plan prior to the issuance of a certificate of occupancy." The words "areas" and "reseeding" are spelled incorrectly in Landscape note 10. Please re -number this note. In addition, this note references adjacent areas. Does this mean off -site? If so, off -site easements must be provided. 7. The Water and Wastewater Utility offers the following comments: Please coordinate the Landscape Plan with civil design. Show water and sewer services on the Landscape Plan and provide required landscape separations (10 feet separation for trees from any mains or services, 4 feet separation for shrubs from any mains or services). 46 Separate water and sewer services must be provided for each building. Please show the location of curb stops and meter pits. Curb stops and meter pits must be located in landscaped areas. d. Please refer to the redlined Landscape Plan which is attached for additional revisions that are needed. Please return the redlined plan with plan revisions. 8. The Mapping Department will need to see the Final Plat when a Final PUD is submitted. 9. Comments from the Engineering Department are attached. 10. Comments from the Stormwater Utility are attached. 11. The Current Planning Department offers the following comments: a. Please indicate all proposed building materials and colors. The Vicinity Map is not oriented correctly. Please turn so that north on the Vicinity Map is towards the top of the page. SPlease change the year from 1996 to 1997 on all Certification signature blocks. nThe Site Plan must show all adjacent roads and land uses (buildings, zoning, etc.) within 150' of the propert lines of the subject property. ns e. The words "Signs" and " 9 ra are spelled incorrectly in General Note #2 9 on the Site Plan. i/ The words "expected" and "anticipated" are spelled incorrectly in General Note #3. t The word "access" is spelled incorrectly in General Note #4. Q. One handicap parking space is required. It must be the closest space to the building if a 12' wide space is intended. Indicate this space on the Site Plan with a "H" and a ramp to the sidewalk. d'. Any proposed signage must comply with the Residential Neighborhood Sign District of the City Sign Code. /1VIPlarking may occur on "rock mulch" future parking areas. The west property line where "new driveway" is to be constructed will require landscaping, including trees. g% The General Landscape notes indicates two #9's. Please provide a plant list which includes species names, common names, quantities and sizes. Foundation plantings are needed around the buildings. 5. The Building Inspections Department offers the following comments: a/' The site shall be accessible to persons with disabilities in accordance with Uniform Building Code Section 3103 and UBC Appendix Section 3106. Provide a designated and marked "accessible route of travel" between all the buildings on the site and building exits and entrances and the public way (public sidewalk). Accessible routes shall comply with ANSI A117.1-1992 with running slopes no greater than 1:20 and cross slopes no steeper than 1:50. Where routes cross lanes for vehicle traffic they shall be designated and marked as a cross walk. Provide parking and signs per Appendix Section 3107. Parking and access aisles shall comply with ANSI All 17.1- 1992 with slopes no greater than 1:50 in any direction. �f. Storage or use of hazardous materials must be in compliance with the Fire Code and Chapter 9 of the 1991 Uniform Building Code as adopted by the City of Fort Collins. A list of such materials with quantities and classifications is required as per All -Development Criteria A-2.18 "Hazardous Materials". Please submit four copies with revisions. 61 The Advance Planning Department stated that landscaping (trees and shrubs) are needed along the north and west property lines for to screen the site from adjacent residential uses. Box 271217 Fort Collins, CO 80527-1217 Dear Bob, Staff has reviewed the revisions for the Atlas Roofing PUD, Preliminary that were submitted on November 22, 1996, and would like to offer the following comments: The Light and Power Utility stated that development charges will apply for the entire lot. The applicant should contact Light and Power at 221-6700 to determine the amount of these charges. /Public Service Company offers the following comments: a. If natural gas service is desired for the proposed garage, a separate natural gas service line/meter will be required. b. No trees may be planted closer than 4' to any natural gas line. 3. The Natural Resources Department offers the following comments: Please specify that there won't be any deep excavation, since we don't want to expose any residual soil contaminants. 7 b. The General Note #5 about storing construction materials (i.e. roofing) should be shortened to "construction materials will not be stored outside". The Zoning Department offers the following comments: W./The land use designation needs to include "vehicle and material storage" for the type of business.
