wire are prohibited. Use of common materials found on nearby buildings is
encouraged. The pictures presented to the Conceptual Review team indicated
corner posts that were of masonry to match the nearby self storage facility. This
is an attractive element that contributes to compatibility.
13. The submittal must be accompanied by an affected property owners' list
containing all owners of property within 500 feet exclusive of public right-of-way.

5. Be sure that the site is outside the existing easement for a sanitary sewer line
that is in the nearby area. This sewer line is connected to the main in Foothills
Parkway. The location of this easement should be indicated on the site plan. If
this sewer line is close to the site, it should be located in the field prior to
construction to avoid disturbance.
6. Since the site will be landscaped, provision must be made for irrigation. The
source of the water supply can either be from the Tire Shoppe or by a new
separate water tap. For further information regarding water and sewer issues,
please call Roger Buffington, Water and Wastewater Utility, 221-6681.
7. The ditch to the south is the Larimer Canal Number Two. The ditch rider is John
Moen, 482-3309. Mr. Moen should be contacted since the ditch is located within
the 40 foot fall zone. For this reason, the City will require that the ditch company
be a signature party to the site plan.
8. The Stormwater Utility will need a letter stating that there is no increase of
impervious surface greater than 350 square feet. This letter can be made part of
the submittal documentation.
9. The site plan should indicate all existing easements. Please note that the
property line is actually south of the ditch.
10. The legal description should indicate that this site is a portion of alot within the
Mourning Subdivision.
11. Landscaping must be designed to screen the base fence at maturity.
Landscaping is expected to be on all four sides. To achieve effective screening
there may need to be an emphasis on coniferous trees and shrubs. The
landscape plan will be a separate sheet and describe the species, size, and
quantity of all landscape materials. Please note that the minimum size
deciduous tree is two inches in caliper and the minimum size shrub is five gallon
container. The minimum size coniferous tree is six to eight feet in height.
Mulching material must be specified and protected by a weed barrier. The City
has standard notes that for landscape plans that are available from the Planning
Department. The landscape architect selected for this project should contact the
Planning Department for additional details.

ITEM: Wireless Telecommunications Tower 3141 S. College
APPLICANT: Western Wireless Go Mr. Joel Hendrickson, Koll Real
Estate Services Company, 2323 Delgany Street, Denver,
CO. 80216.
LAND USE DATA: Request to construct a wireless telecommunications
monopole tower, 40 feet in height, for six sectorized panel
antennas located behind The Tire Shoppe at 3141 South
College Avenue.
COMMENTS:
1. The request will be processed as a Wireless Telecommunication Services
Facility Site Plan Review that will be considered by the Planning Director as an
Administrative Review. The application fee for this review process is $976.00.
The site is zoned H-B, Highway Business, which is an appropriate zone for
wireless telecommunication facilities.
2. The City of Fort Collins requires that wireless telecommunications facility owners
(or lessee) not exclude any other wireless telecommunication services provider
from using the same building, structure, or location. Facility owners must
cooperate in good faith to achieve co -location of facilites with other providers.
3. Electrical power will be provided by the City of Fort Collins Light and Power
Utility. The facility will require a separate electrical service and meter. The
meter must be located so that it is readable from outside the fence. Power can
be supplied from the existing transformer behind the Tire Shoppe unless that
transformer is a 240 volt Delta Three Phase, a model which is being phased out.
A Commercial One ("C-1 ") Form must be completed by an electrical contractor to
determine entrance capacity. An easement may be required for the trench and
conduit leading from the back of the Tire Shoppe transformer to the site. For

4. The Building Inspection Division will require that the tower be able to withstand a
100 m.p.h windload. Documentation from a mechanical engineer demonstrating
this capability will be required. Also, the electrical contractor must address
