license also requires Western to provide adequate services to the Larimer County / Fort Collins area. Because of
this requirement, it is essential that a cell site be located on this parcel. Without this location Western's customers
will experience a coverage deficiency when traveling in this area.
To sum up, Western trusts the City of Fort Collins will agree that locating this facility at this particular site is both
an appropriate use and contribution to the welfare of the community. As a key link in the regional PCS system,
Fort Collins will become known as a community that is receptive to the needs of developing businesses, and the
needs of its residents.

Western Wireless, PCS III (Western) is proposing to develop a wireless telecommunication site by constructing a
40' monopole with attached panel antennas. Each of the panel antennas measure approximately 1.5 feet wide and
5.5 feet high. The monopole is approximately 2 feet in diameter at the base and tapers up to approximately I foot
at the top. The base transmitting units (BTS), the "brains" for the system, will be located at the base of the
monopole. This facility (antennas and BTS) is designed and colored to reduce visual impacts. Additionally, 12
Colorado Blue Spruce trees will be planted around the perimeter of the pole and equipment.
The proposed project meets the City of Fort Collins Neighborhood Compatibility Criteria for Wireless
Telecommunications Services Facilities and Equipment in all instances.
• Setbacks are a minimum of 40' from all property lines, therefore meeting or exceeding a 1 to 1 fall ratio.
• Landscaping will be utilized to effectively screen the base of the facility. Plantings will be coniferous for
year around screening and will grow to a height which exceeds the 6' vertical wood slat fence enclosing the
facility.
• Fencing material will be consist of 6' vertical wood slats.
• Landscaping will be equipped with an automatic irrigation system.
• Facility coloring will consist of two types, equipment located at the base of the pole will be in manufacturers'
original colors, the monopole and antennas will be painted a neutral color, approved by City Staff.
• No lighting will be included for this facility.
• Radio interference with other electronic equipment is not anticipated. If such interference does occur,
immediate steps shall be taken to correct interference issues by Western Wireless PCS III.
• Access to the property will be 20' in width and shall support all emergency response equipment of the Poudre
Fire Authority.
PCS - Personal Communications Services, represents the latest generation of wireless technology. PCS uses a
digital technology instead of the currently available analog technology. Unlike analog services that pick up and
send all sound in the area of the phone, digital picks up and sends only message of the sender. This gives PCS
user the clarity of land line telephone service and the mobility of cell phones -- the best of both worlds. In addition
to the mobility and clarity of PCS the user will now have services commonly associated with land line telephones
and on-line computer services. Western's license from the Federal Communications Commission (FCC) permits
