The 2-year internal vertical and drive -over curb and gutter calculations have been revised to not include crown overtopping. 17. The outlet pipe inverts have been used as the bottom of the pond elevation for the stage -storage calculations and the volume equation in section 9.2 of the SDDC has been used to -calculate the available volumes. 18. The configuration of the outlet of pond 51 has been modified and the tailwater elevation in pipe P-13 is below the lowest elevation of the pond. 19.Only the 100-year orifice calculations for the outfall from pond 51 have been used. Please note that the release from pond 51 has been lowered from 5 cfs to 3'cfs to fully utilize the volume of the pond and to minimize the impact on pond 53 downstream. 20. Per previous conversations with Rex Burns of Larimer County Engineering, he indicated that as long as the homeowners association was willing to accept the changes, he would be fine with that. Please see the attached letter to Mr. Burns with the acceptance of the homeowners association. We are in the process of contacting Mr. Burns to determine how he would like to show approval of the proposed improvements. 21. A detail of the floodgate for the end of storm sewer SD-5 has been included. Erosion/Sediment Control Comments 1. Project schedules will be coordinated. 2. Costs per acre for reseeding have been adjusted to City standards. Sod placement item has been deleted. 3. A note on the erosion control .plans has been added to indicate that disturbed areas are to have temporary seeding and mulching. Fort Collins — Loveland Water District / South Fort Collins Sanitation District The information we have is that the line to the west of the site is a 3" line. The drawings have been revised to reflect a connection of this Y line into the proposed 8" water line. The existing water line along the north side of Trilby road will be shown as abandoned per district standards. FrCC 6Ce804 AG 301 4 Landmark Engineering Ltd. 12/28/00 IS:51 12970 667 6298 LANDMARK ENG. 10004/006 Stormwater 1- The detention pond has been resized to a volume in excess of 1.7 times the 100 year volume with a 1 cfs release rate. 2. The pan along the wall for the spillway has been shown on the plans. 3. The cross-section for the remainder of the spillway swale is the same as the cross-section at the spillway. The cross-section for the discharge swale is shown on sheet 21. 4. Elevations on the grading plan, the storm sewer profiles, and pond outlet structure have been corrected. S. The area and percent imperviousness values have been provided in the drainage summary table on the drainage plan and the 10-year flow values have been removed from the table. 6. The metal sidewalk chase has been called out on both the grading plan and the drainage plan. 7. The class of all RCP storm lines has been called out on both the plan view of the plan and profile sheets as well as the drainage plan. B. The Fort Collins -Loveland Water District has indicated that they do not want concrete encasement on their water lines. The storm lines have been concrete encased at ail water line crossings. 9. The dimension of the rip -rap pads has been called out on the storm sewer plan and profile sheets. 10. The calculations that show how the imperviousness of each SWMM basin was obtained have been included in the appendix of the drainage report. 11. The conveyance element data list has been modified to match the SWMM data. 12. The basin widths shown on the summary table have been used in the SWMM runs. 13. All parameter values in the direct flow node conveyance elements have been removed except for the length_ According to the SWMM manual, if there isn't a positive number in the length field for routing option 3 (direct flow), the program will not link the routing elements together properly. 14. The calculations for the storm sewers entering into the ponds have taken into account a tailwater in the ponds. The tailwater used is based on the volume in the pond according to the SWMM output at the time the peak flow in the pipe occurs. 15. StormCAD detailed pipe reports are included for all pipes. (1003/006 Traffic Op's The Site Plan has been corrected to show the revised median, crosswalks and sidewalks at Trilby and Avondale. Engineering (Marc Virata) Site Plan: 1. The notes referencing 'existing curb and gutter to remain' have been corrected. 2. The area of pedestrian refuge has been coordinated with the Utility Plans. Utility Plans: 1. The requested cross -sections have been added/modified. 2. After analyzing the implications of revising the roll-over curb and gutter to vertical curb and gutter, it was determined that the impacts of changing to vertical curb and gutter would negatively affect the existing design of the project. As such, we respectfully request that the roll- over curb and gutter remain. 3. The area of pedestrian refuge, crosswalks and sidewalks have been revised. 4. Asphalt patches have been shown at utility tie in locations. 5. Typo has been corrected. 6. Phone number has been left alone (per conversation with Marc Virata). The District will be contacted to verify their requirements for depth of cover. 7. Approval blocks have been added. 8. The inlets are located within the right-of-way of the cul-de-sacs and therefor do not require a letter from the homeowners association. There is, however, a letter within the drainage report from the Administrator of the Fort Collins Good Samaritan Village to Rex Burns of larimer County Engineering regarding this subject that is signed by the homeowners association. Plat Comments: 1. Corrections have been made. 2. Note 12 has been modified. The existing Sanitary Sewer easement cannot be vacated prior to the plat being recorded as the new sewer line will not be in place. The existing easement will remain in place until the new sewer line is constructed and operational, at which time it will be vacated. FTCG 6G8804 A6 301 2 Landmark Engineering Ltd. 12/28/00 IS:50 0970 667 6298 LANDMARK ENG. 4 002/006 Response to Staff Review Comments Fort Collins Good Samaritan — Project Development Plan December 29, 2000 The following answers are offered in response to City of Fort Collins Staff Comments for the Fort Collins Good Samaritan Village Project Development Plan submittal: Current Planning 1a. Responses for all departments that submitted comments are included here, and the corrections have been made to the drawings/reports. 2a. We will follow proper procedures to insure that the project application remains active. 2b. We have submitted corrections directly to the Stormwater Department for their review_ We will follow up with them to expedite the 'go-ahead'to set up an Administrative Hearing. Light and Power — Meter locations are still being coordinated with the Owner/Developer. Meter and transformer locations will be coordinated. Please provide us with a design. Conflicts between some water service locations and electric services are being evaluated. As water and electric meter locations are more specifically determined, we will coordinate their separation. It is intended, at this time, that the Maintenance building will be served by existing house power. Previous Comments: — Coordination of transformer and meter locations will occur. — If any relocation or modification of existing electrical facilities occurs, the developer will be responsible for the expensed incurred. — We will continue to monitor the impacts of grading on the existing electrical facilities, and make adjustments as required. - Application of normal electrical policies and charges is understood. % - Location and relationship of street trees and streetlights along Constellation and Trilby have been evaluated. At this time, there are no conflicts. Please provide us a with a plan for any City streetlights that are proposed along these two streets. Zoning 1.
