A Petition
We the undersigned residents of Fort Collins are opposed to the location of a 65-
foot cellular tower at the corner of Taft Hill Road and Valley Forge Drive.
We urge city officials to ask Verizon to find an alternate location for this tower.
There are already two cell towers in our neighborhood along Drake Road less
than 1/2 mile from this proposed site.

site to be used by Verizon may mean that we may have a taller (75-85 feet?) and possibly
uglier tower at this site in the future.
For these multiple reasons we ask the Planning and Zoning Board to reject a permit for
Verizon to build on this site.
If the P&Z Board approves the siting despite our opposition, we will appeal the decision to
the Fort Collins City Council. We are also prepared to organize a neighborhood boycott of the
car wash that plans to gain economically from the location of the tower on their property, and
encourage a citywide boycott of Verizon's wireless services. With number portability this
year, it is much easier now for wireless consumers to switch to competing services.
Thank you again, Bob, for giving up another of your weeknights to hold this public meeting.
We appreciate your efforts and those of Verizon consultant Ann Closser to provide
information to us about this proposed tower location.

Dear Mr. Barkeen,
Thank you for co -hosting the public meeting on the proposed cellular tower held on
Wednesday, February 25th at Blevins Junior High School. As you know, Verizon
Communications proposal to construct a 65-foot cellular communications tower at the
southwest corner of Taft Hill Road and Valley Forge Drive is opposed by our organization.
We collected 37 signatures at that meeting for our most recent petition opposing this siting
(see attached copies).
The Rolland Moore West Neighborhood Network opposes this tower siting for three
important reasons:
There are already two other cell towers along the southern edge of our neighborhood
attached to 90-foot power poles on Drake Road. One of these was just installed in the past
month. So our reaction to the new tower is not another case of NIMBYism, but rather
PIMBYism--Plenty In My BackYard.
2. The site does not meet city zoning requirements that such a tower must have a one -foot
setback from the property line for each foot of height. Instead of a needed 65-foot setback,
this location only has 15 feet. This is a potential safety hazard. If a careless motorist
pulling into the car wash were to strike the base of the fiberglass tower, it could collapse
onto the car wash or the gas station next door. We urge the city Planning and Zoning
Board to NOT grant this variance to existing city code for these safety reasons.
3. While this monopole tower design has no visible antenna structure on its top (it is inside
the fiberglass pole), federal law would allow possibly one or even two other cellular
companies to "co -locate" their cellular antennas on top of the existing one. Allowing this

SUBJECT: Drake Crossing Wireless Telecommunication Facility
The March 6, 2004 letter from Pete Steele is in response to a wireless telecommunication
facility to be located at the northwest comer of Drake Road and Taft Hill Road. The
applicant is Verizon Wireless who is proposing a 65-foot monopole and associated
equipment enclosure next to the existing car wash_ A neighborhood meeting was held on
February 25, 2004, with over 40 neighbors in attendance.
The application is a Type 1I (Planning and Zoning Board) Review and is considered
Quasi -Judicial. The project has been tentatively scheduled for the May 20, 2004 Planning
and Zoning Board Hearing. With the likely hood of an appeal of the Planning and Zoning
Board decision to the City Council, it is staff's recommendation that Councilor Tharp
reframe from receiving additional information on this item in the event the project is
appealed to the City Council.

your letter dated March 6, 2004, to Bob Barkeen of the Current Planning Office, regarding the
"Drake Crossing Wireless Telecommunication Facility" proposed for the northwest corner of
Drake Road and Taft Hill Road.
The application is a Type II (Planning and Zoning Board) review and is considered Quasi -
Judicial.
The project is tentatively scheduled for the May 20 Planning and Zoning Board meeting. Since
there is the possibility of an appeal of the Planning and Zoning Board's decision to the City
Council, Council Member Tharp is not able to receive additional information on this item from
you since it is possible that she will be one of the final decision makers.
